The Aspire programme aims to implement workforce planning and skills profiling using the SFIA framework at Dorset County Council. The objectives include using SFIA to inform career pathways, recruitment, and market valuation of ICT roles. An initial pilot scoped roles including enterprise architects, IT service managers, developers, project managers, and analysts. The pilot found SFIA useful but time-consuming to apply initially. Issues included balancing generic versus specific profiles and relating high-level skills to daily work. Overall, SFIA provided a framework to develop skills but should not replace competency frameworks. The Aspire software was intuitive and easy to use but initial profiling took significant time.
