In one of the most controversial Indian Judgement ONGC v. Saw Pipes Limited, Supreme Court
widened the scope of Public Policy. ONGC had placed an order on Saw Pipes for supply of equipment
for off shore exploration to be procured from approved European manufacturers. The delivery was
delayed due to general strike of steel mill workers in Europe.
Disputes arose as Saw Pipes was not able to conform to the delivery time and the strike went on for 2
months. ONGC deducted a large sum from the bills on account of delay as Liquidated damages
caused. The matter was referred to arbitration and an award was passed in the favour of Saw Pipes.
ONGC challenged this award the Supreme Court concluded that ONGC was justified in deducting the
amount and the arbitrators were wrong in awarding the amount with interest and set aside the award.
The Court held that any arbitral award which violates Indian statutory provisions is patently illegal
and contrary to public policy .
The ONGC case s decision was widely criticized in the International community. Three years later the
Supreme Court had an opportunity to refer the matter to a larger Bench which it did not though it
accepted that ONGC s case had invited considerable adverse comments.

paper work presents an advanced adaptive Particle swarm optimization technique to optimize the SVC
controller parameters for enhancement of the steady state stability overcoming the premature
convergence stagnation problems as in basic PSO algorithm Particle swarm optimization with
shrinkage factor inertia weight approach (PSO SFIWA). In this paper SMIB system along with PID
damped SVC controller is considered for study. The generator speed deviation is used as an auxiliary
signal to SVC, to generate the desired damping. This controller improves the dynamic performance of
power system by reducing the steady state error. The controller parameters are optimized using basic
PSO, PSO SFIWAAdvanced Adaptive PSO. Computational results show that Advanced Adaptive
based SVC controller is able to find better quality solution as compare to conventional PSO PSO
SFIWA Techniques.
