- Ireland faces significant challenges in caring for its aging population as the number of those over 65 is projected to double by 2046, with the over 85 population increasing over 350%.
- There is an urgent need to develop a continuum of high quality care services including homecare, nursing homes, and other community supports to meet the needs of this aging population.
- A cohesive national strategy and long-term plan is required to adequately prepare for and address the implications of these demographic changes, however currently there seems to be a lack of planning and policy from the government on how to achieve this.

These include the demographic explosion among the elderly, the changing economy and social milieu, advancement in medical research, science and technology and high levels of destitution among the elderly rural poor (51 million elderly live below the poverty line). A higher proportion of elderly women than men experience loneliness and are dependent on children. Social deprivations and exclusion, privatization of health services and changing pattern of morbidity affect the elderly. All those of 60 years and above are senior citizens. This policy addresses issues concerning senior citizens living in urban and rural areas, special needs of the “oldest old? and older women.

On Thursday, 21st April 2016 the International Longevity Centre and the Global Aging Institute hosted a roundtable discussion with European Commissioners on maximising the potential of Europe's ageing population in reference to Asian best practice, supported by Prudential Plc.
The discussion focused on how different Asian countries address the demographic challenge posed by an ageing society, and how they respond to the social mood relating to work and retirement; participants also considered how healthcare can meet the challenges posed by rapidly ageing societies across Europe.

13. NHI recommends that a new scheme mirroring Fair Deal
with dedicated funding should be introduced on a
statutory basis for community care.
This scheme could mirror the principles of Fair Deal and
Money Follows the Patient:
• A uniform assessment (SAT)
• Equitable access to those assessed as requiring such
care
• Dedicated ring-fenced funding
• A co-payment model that makes such care affordable
and accessible?
