Tabletop Exercise for Business Continuity
What follows is not a “presentation”, it is not
designed to instruct or educate. It is not designed to
be read and digested, it holds no answers and makes
no promises. It is, however, designed to promote
thought, encourage discussion, and facilitate
planning. It demands an active audience and
participations. This is an exercise, and if conducted
correctly, will leave an organization with more
questions than answers.
Definition:
The Department of Homeland Security
defines an Active Shooter as individual
actively engaged in killing or attempting to
kill people in a confined area; in most cases
Active Shooters use firearms and there is no
pattern or method to their victim selections.
The incident is unpredictable and usually
evolves quickly.
Active Shooter events are not a new phenomenon:

160 incidents occurred between 2000-2013
with an increasing trend over last 7 years of the study.
70% occurred in a commerce/business or

• 6’ 350 lbs

and Computer Technology
• Navy Veteran – Submarine Service
• Licensed in 1984 as Federal Nuclear Reactor Operator
• IQ 142
• Close with family members, and spent Christmas Day
w/girlfriend and his family in Marshfield, MA
• Changed his surname from Martinez to McDermott because he
wanted to be considered Irish and not Hispanic
• Very well-liked by co-workers
• Donated Blood Platelets every 2 weeks
• Considered Strong Willed and Opinionated
• Conservative
• Patriotic (6 year Navy Veteran)
• Principled and Argumentative
• Maine Yankee Atomic Power Company: 1982 – 1988
(employee of the year)
• Duracell Worldwide Technology: 1990 – 2000
(Vice Presidential Award of Excellence – Gold Level)
• Edgewater Technology:
February 2000 to December 26, 2000.
• 1996: sold Duracell stock and IRS advised he
owed $4,000 from sale. He disputed their claim
and refused to pay.
• 2000: debt had increased with interest to
$5,586.37
• IRS advised Edgewater that they would be
garnishing his wages bi-weekly at $276.92,
beginning with paycheck after Christmas.
• McDermott’s car was going to be repossessed for
lack of payments. He starts parking his car on
side street 5 minutes away instead of in parking
garage.
• He had additional financial issues in spite of his
$50,000 a year salary.
• Suffering from mild depression and taking
Prozac.
• 12/14/2000: Rose Manfredi the payroll manager receives
the notice. She shares this info with Cheryl Troy the VP
of HR.
• Troy and Manfredi meet with McDermott that
afternoon and advise him of the garnishment.
• McDermott is furious with them and IRS...breaks into
tears. States his issues with IRS are personal and not the
business of Edgewater.
• Days later Manfredi and Troy contact IRS in conference
call...IRS cordial, but McDermott acts out and refuses to
make any payments.
• Relationship between McDermott and Troy and
Manfredi remains tense.
• Day after Christmas with a lot of people off or
working from home.
• Extremely cold day with wind chill below zero.
• Ordinary work day with several meetings going on
in multiple conference areas.
• McDermott parks his car in the garage across the
street and enters the building at 10:29. He is
carrying a large black duffel bag.
• McDermott went to the kitchen area, where he had a
brief, but friendly conversation with a senior
manager.
• McDermott returned to his desk and had another
friendly talk with a coworker.
• 11:07, McDermott received a telephone call from the
lender about his vehicle and he advised the caller that
he no longer needed it and they can come to pick it up
at the Edgewater garage.
• Moments later McDermott entered the reception
area with the black duffel bag draped over an
assault rifle and shotgun he was carrying.
• He was greeted by Cheryl Troy and Janice
Hagerty who were talking at the reception
desk...they asked where he was going and he
replied, “Actually I’m going to see someone in
Human Resources”.
• It was at this time that McDermott began his spree.
