Evaluation of Open Access (OA) Resources METU Case Study

A prototype eportfolio was developed within the School of Architecture and Allied Arts to integrate IT coursework with professional preparation through eportfolios as authentic assessment. The project is expanding institutionally to integrate student learning assessment strategies and eportfolios as a measure of institutional accountability and student-centered learning outcomes. Broad goals include encouraging deeper reflective learning and professional career development for students, and new assessment approaches and teaching evaluation for faculty that support administrative assessment goals and accreditation.

Open Educational Resources: OER, Building Collaborative Bridges
The topic of providing Open Educational Resources, OERs, as an alternative to costly textbooks for students in higher education is on the minds of educators, administrators, librarians, publishers, and faculty these days. All are eager to ease the cost burden of higher education by providing students with freely available, openly licensed learning materials, but each constituency faces specific barriers and has specific questions to be resolved.
At Emporia State University, faculty, librarians, and administrators are at the beginning of an exploration of the advantages and disadvantages that are part and parcel of creating, adopting, storing, maintaining, and licensing OERs. A task force has been formed to "establish a baseline for current OER efforts at ESU and to initiate a process of discovery to evaluate resources and infrastructure necessary to enlarge our OER efforts beyond the current baseline" (OER Task Force charge). Some of the topics that the Task Force may consider are
* Weighing the strengths and weaknesses of including OER as a strategic plan initiative;
* Analyzing faculty work conditions within an OER environment;
* Determining the need to adjust institutional intellectual property rights policies;
* Assessing student attitudes toward OER as well as preferences for digital or print resources;
* Exploring faculty incentives for assessing/adapting/authoring OER;
* Assessing the financial impact of OER to the bookstore and the Memorial Union;
* Developing an information campaign to educate faculty, students, and staff about OER;
* Exploring software systems, like Intellus, that might facilitate OER access;
* Cataloging ready-made resources, like Open Stax, for faculty availability.
One thing that is clear is that the collaborations among ESU constituencies, among institutions of higher education in Kansas and the Midwest, and among educators, administrators, librarians, publishers, and faculty are necessary to the success of an OER project at ESU. In this presentation, I propose to present the experiences of the OER task force, particularly their collaborations with both internal and external stakeholders, as well as the results of their work as a case study. I will focus on sharing how collaborations with stakeholders influenced the process, the choices, and the outcomes of the work of the task force; particularly those that are transferable and may have benefits for other institutions of higher education.

Library Assessment Toolkit & Dashboard Scoping Research Final Report and Path...
Athenaeum21 is pleased to announce the public release of “Library Assessment Toolkit & Dashboard Scoping Research Final Report and Path Forward." The report is the culmination of a six-month research project in collaboration with the University Library of the University of California, Davis; the Bodleian Libraries of the University of Oxford; and the Staats und Universitätsbibliothek, Göttingen, Germany. The research project examined how libraries currently assess their resources and services, and areas of opportunity to streamline and visualize library performance through a common and customizable set of key performance indicators (KPIs) and dashboard modules. The research team interviewed library assessment leaders and practitioners across diverse institutions and geographies, and reviewed the current landscape of technology, tools, and services addressing their needs.

The report concludes that "the majority of library managers approach assessment and evaluation in an ad hoc and reactive manner as questions arise. Managers spend valuable time manually collecting, cleaning, and normalizing data from diverse systems, and then perform one-time or static interpretations. The library managers that we interviewed during our research felt that the availability of a toolkit and dashboard could free them to probe and interpret more data, think more strategically, and develop more meaningful questions about measuring and evaluating library performance. While the scoping research focused on the performance of research libraries, the proposed toolkit and dashboard framework could be adopted and customized by any type of library, including smaller college and university libraries, community college libraries, and public libraries. Institutionalizing the project through sponsorship by an appropriate body or syndicate of libraries would help assure its extensibility nationally and internationally."

This document summarizes current research in library evaluation presented at the Ontario Library Association Super Conference on January 29. It discusses three areas of research: 1) A 2014 study on introducing new evaluation practices in public libraries and how organizational culture impacts evaluation; 2) Early findings from a 2014 survey of Ontario municipal councillors on their expectations of public library evaluation; 3) Plans to develop an "L-Value Index" to measure the economic, social, cultural, and educational impacts of Canadian public libraries. Open Educational Resources: OER, Building Collaborative Bridges
The topic of providing Open Educational Resources, OERs, as an alternative to costly textbooks for students in higher education is on the minds of educators, administrators, librarians, publishers, and faculty these days. All are eager to ease the cost burden of higher education by providing students with freely available, openly licensed learning materials, but each constituency faces specific barriers and has specific questions to be resolved.
At Emporia State University, faculty, librarians, and administrators are at the beginning of an exploration of the advantages and disadvantages that are part and parcel of creating, adopting, storing, maintaining, and licensing OERs. A task force has been formed to "establish a baseline for current OER efforts at ESU and to initiate a process of discovery to evaluate resources and infrastructure necessary to enlarge our OER efforts beyond the current baseline" (OER Task Force charge). Some of the topics that the Task Force may consider are
* Weighing the strengths and weaknesses of including OER as a strategic plan initiative;
* Analyzing faculty work conditions within an OER environment;
* Determining the need to adjust institutional intellectual property rights policies;
* Assessing student attitudes toward OER as well as preferences for digital or print resources;
* Exploring faculty incentives for assessing/adapting/authoring OER;
* Assessing the financial impact of OER to the bookstore and the Memorial Union;
* Developing an information campaign to educate faculty, students, and staff about OER;
* Exploring software systems, like Intellus, that might facilitate OER access;
* Cataloging ready-made resources, like Open Stax, for faculty availability.
One thing that is clear is that the collaborations among ESU constituencies, among institutions of higher education in Kansas and the Midwest, and among educators, administrators, librarians, publishers, and faculty are necessary to the success of an OER project at ESU. In this presentation, I propose to present the experiences of the OER task force, particularly their collaborations with both internal and external stakeholders, as well as the results of their work as a case study. I will focus on sharing how collaborations with stakeholders influenced the process, the choices, and the outcomes of the work of the task force; particularly those that are transferable and may have benefits for other institutions of higher education.

Library Assessment Toolkit & Dashboard Scoping Research Final Report and Path...
Athenaeum21 is pleased to announce the public release of “Library Assessment Toolkit & Dashboard Scoping Research Final Report and Path Forward." The report is the culmination of a six-month research project in collaboration with the University Library of the University of California, Davis; the Bodleian Libraries of the University of Oxford; and the Staats und Universitätsbibliothek, Göttingen, Germany. The research project examined how libraries currently assess their resources and services, and areas of opportunity to streamline and visualize library performance through a common and customizable set of key performance indicators (KPIs) and dashboard modules. The research team interviewed library assessment leaders and practitioners across diverse institutions and geographies, and reviewed the current landscape of technology, tools, and services addressing their needs.

The report concludes that "the majority of library managers approach assessment and evaluation in an ad hoc and reactive manner as questions arise. Managers spend valuable time manually collecting, cleaning, and normalizing data from diverse systems, and then perform one-time or static interpretations. The library managers that we interviewed during our research felt that the availability of a toolkit and dashboard could free them to probe and interpret more data, think more strategically, and develop more meaningful questions about measuring and evaluating library performance. While the scoping research focused on the performance of research libraries, the proposed toolkit and dashboard framework could be adopted and customized by any type of library, including smaller college and university libraries, community college libraries, and public libraries. Institutionalizing the project through sponsorship by an appropriate body or syndicate of libraries would help assure its extensibility nationally and internationally."

The Community College Consortium for Open Educational Resources (CCCOER) aims to identify, create, and share open educational resources (OER) as open textbooks for community college students and faculty. It was established in 2007 by the Foothill-De Anza Community College District. The CCOT project, funded by Hewlett, served as a proof of concept to document a workflow for developing, reviewing, and adopting open textbooks. The CCCOER promotes OER adoption through an open textbook promotion kit and over 150 member colleges. It pioneered quality review processes for open textbooks based on criteria like comprehension, accuracy, and cultural relevance.
Service Assessment Programmes: The SCONUL Experience
This document summarizes the SCONUL experience with assessment programs for libraries in the UK. It discusses the need for libraries to demonstrate their value and impact in terms of finances and research/teaching. SCONUL has developed tools over 10 years like benchmarking, surveys, and statistics to help libraries with performance measurement and improvement. The new SCONUL VAMP project aims to fill gaps and provide a coherent framework of persuasive data on value, impact, and worth to prove libraries' contributions to universities. It will develop new measures, review existing tools, and share experiences through an online community.

Systematic Evaluation of UPR System’s Libraries

Library Assessment Conference Building Effective, Sustainable, Practical Assessment Seattle, Washington August 4–7, 2008 The University of Puerto Rico (UPR) approved an institutional policy in 2003-2004 requiring all of its programs and services susceptible to accreditation or external evaluation to undergo this process. This policy has as its main objectives the promotion of institutional evaluation and the establishment of a permanent assessment culture. UPR Libraries are part of this initiative with14 libraries, located at 11 of its campuses participating in the Library Evaluation and Assessment Project. The objectives of the evaluation process are to document the work being done, demonstrate its effectiveness, reaffirm its collaborative nature, and to promote a culture of self-evaluation and assessment. Its efforts are focused on promoting communication and collaboration between the services and resources at each campus. The evaluation process implies the design and implementation of evaluation instruments, data organization, gathering, and analysis.. Most importantly: it includes an evaluation visit by ACRL members. This is the first system-wide university library evaluation project performed by ACRL. As a result, the libraries received a certificate of completion for their efforts.
- 3. By Julia Y. VélezGonzález, MLS, Ed.D. SECOND STAGE FIRST STAGE During 2005-2008, the first stage of the process was implemented. It is considered a summative evaluation, aiming to analyze the library’s components, functions, processes, and outcomes to be able to recommend possible changes. This stage consisted of five phases: process design, pre-conditions, internal evaluation (self-study), external evaluation and integration of both modes of evaluation to create an improvement plan. Among the results are the updating of the basic documentation for library functions and the creation of working tools. The second stage begins in 2008-2009. It includes a comparative evaluation to establish benchmarking among the University of Puerto Rico’s libraries. The process consists of data collection, organization and the analysis of the information with the purpose of documenting the work, demonstrating its effectiveness, and reaffirming the collaborative and participative nature of the libraries of the University of Puerto Rico system. This evaluation process is mainly based on the model suggested by the College and Research Libraries Standards. Other elements were taken form accrediting agencies such as the Middle States Association and the Puerto Rico Council of Higher Education. To facilitate the process, Spain’s Libraries Quality Certification was used as a model for developing some of the indicators used in outcomes assessment.
