The 2010 Commonwealth Games (CWG) will be held in New Delhi, India, from 3-14 October 2010. Given the many unanswered questions that have marked the CWG process, the Housing and Land Rights Network – South Asia Regional Programme (HLRN) decided to undertake a study on various dimensions of the CWG.
The HLRN study is based on an extensive review of reports of civil society, government bodies, academic institutions, and the media, as well as interviews with experts and information obtained from a Right to Information (RTI) application filed specifically for the study. The resulting report is presented in the form of four thematic fact sheets detailing the social and economic aspects of the CWG. The report also makes recommendations aimed at bringing transparency into the process and mitigating the negative impacts of the Games.

The rapid development of cities has been concerned with the delivery of services in an organized, planned manner. The urban sector in India, is struggling to make effective use of Information and Communication Technology to further deployment of resources for information retrieval, decision making, ongoing management, service delivery and outreach. All evidence points to the obvious benefits of the use of ICT; environmental and economic sustainability and general livability. This vision of e-governance involves ICT applications to mitigate the
impacts of rapid urbanization. With E-Government systems revolutions befalling urban India due to various policy level interventions by the government; swiftness in development has been ascertained. The present paper investigates Urban Development that has brought e- Governance applications catering to the Government relating to Infrastructure Sector, amongst others; thus affecting environmental, social and economic structure significantly. The study further finds the scope of progress and affected areas for development, encouraged by certain e-Government solutions. The research helps us arrive at a line of action and necessary initiatives for successful implementation of ICT based solutions in Infrastructure industry. It also allows a peek into future scenario of improvements and deliberations in India in consideration with the scenario of developing countries.

The various source of funding , its disbursement trend, sectoral use for economic development, impediments for effective uses, shifting from MDGs to SDGs, Pillars of Sustainable Development, Blending of Financing, PPP in development are the key area discussed in this essay.
The estimated contribution of urban area to India’s GDP is approximately 70-75%. Despite the enormous economic contribution, the current state of urban infrastructure is in poor condition. It is estimated that by 2030, an additional $1.2 trillion would be required to provide basic urban services. In this presentation, an attempt has been made to find out the ways to mobilize such a goliath financial requirement. The target audience of this presentation are inter alia urban development and finance professionals, city managers and general public.
Our first issue of 2013 starts with three important topics that are recently receiving much attention,
but whose consequences and dynamics are difficult to grasp. These three topics deserve another
look because the visibility of some events may hinder what are their actual potential in the future.
Our first article is about various countries in the South American region organizing macro-events
in order to attract tourist and promote their service sector —where a great portion of informal jobs
and precariousness exist. Governments are investing heavily in creating infrastructure and giving
all the support that the private sector needs to organize successful events. Nevertheless, these
events are just the tip of the iceberg: governments may be losing the opportunity of having a wave
of tourist in the next ten years in order to extend benefits to a vast group of informal workers that
depend on services that tourist demand, such as retailing, restaurants, and tours, among others.
Climate change is making things worse for vulnerable population in South American countries.
Nevertheless, the rhetoric at negotiation tables still refers to the time when the Kyoto Protocol was
being designed. Such clear division of responsibilities between developed and developing countries
simply cannot hold in a post-Kyoto world. It is now that such divisions are becoming a
insurmountable barrier to reach an agreement. Nevertheless, such divisions of interests, goals and
coalitions has roots in the growing diversity of countries in the region, but they cannot be a pretext
for not reaching a shared criteria to deal with global negotiations about climate change.
Participation was, two decades ago, the flavor of the month in development policies. Giving power
to people in democracies was a correct strategy to improve social services and design public
policies. Nevertheless, the growing gap between the political discourse on what participation can
potentially bring and what actually achieves in most localities is giving ammunition to some
authorities to reverse participatory processes. Again, cities need to be creative, not only by
improving consultations with alternative techniques to reach people that has been reluctant to
participate, but also by improving their internal bureaucratic processes to become more responsive
and open to citizens’ preferences.

4. The next two decades will see the percentage of the world’s
population residing in urban areas rise from 50 to 70% with
cities in developing countries experiencing the highest
population growth rates. Today, 70% of the world’s resources
are already used by cities.
Cities, as hubs of socio-economic activity, are to large
extent responsible for the phenomenon of climate change;
they will also be the ones worst affected by its
consequences.
5. This is especially the case for cities in developing and
emerging countries that do not have the financial means to
adapt to climate change quickly enough. As the
government sphere that is closest to the people, cities
have the ability and potential to act now and become
champions in the fight against climate change.

Therefore, understanding the role of growth coalitions in
the formation of a social and community agenda around
event strategies is key to developing a hosting frame work
that fosters community development objectives of cities
and their surrounding regions.

and land, an increase in traffic, waste and noise
exposure, as well as ensuring the sustainable usage of
sports facilities
7. METHOD
A collective case study design was used to explore
each of the cities in terms of effect on
infrastructure, social impact, environment and financial. Cape
Town and Delhi were chosen for this project because they
have developed comprehensive event strategies, hosting
a variety of sporting events of different sizes and
levels, and have used these events as an integral part of
civic development strategies.
8. TOOLS FOR DATA COLLECTION
The questionnaires were prepared keeping in mind the
objectives of the study. The questionnaires covered all the
areas of the mega sports events which was delimited by
the researcher.
9. PROCEDURE OF THE STUDY
Initially a questionnaire was developed considering the
objectives of the study and designed by the researcher.
The questionnaire was sent to the expert for their comments
and suggestions.
After incorporating the suggestion given by the experts the
final questionnaire was made.
The questionnaire was then sent to the concerned authorities
for collecting data. The Collected data was analyzed
subjectively.
10. ANALYSIS OF DATA
The mega sports events in South Africa and India
are mainly funded by public investments.
As the actual operational cost of the events were
easily covered by the revenues generated from ticket
sales, sponsorship, licensing or broad casting, the main
financial burden was due to infrastructure
investments, which were assumed by the
national, regional or local governments.
11. SOUTH AFRIA
The actual costs were over 20 times higher.
According to the South –African report the country’s total
expenditures on the 2010 FIFA World Cup amounted to
around 7 billion USD, while the direct revenues for the
Governments from ticket sales and tourism were
insignificant.
In Cape Town itself the World Cup expenditures totaled 1.5
billion USD, about 13% of which were covered by the
city, which represented 13% of its annual budget.
12. As with the budget estimates, the initial estimates of
number of visitors that would come to South Africa were
over-optimistic – 450,000 estimated tourists turned out to
be 309,554 in practice.
Average tourist spend and overnight stays were also
less than anticipated, as shown in Table 1.

13. The financial situation typical of host cities is illustrated
for Cape Town in Table 2. Out of the total expenditure of
USD 1.6 billion the City contributed USD 348 million directly
from its coffers, or about 13% of the total annual city
budget of around USD 2.64 billion.

14. Transport infrastructure was the other major expense
for the country.
Total expenditure in this category was USD 1.7
billion, mostly from national coffers. This included the
purchase of 1,400 luxury buses, construction of bus rapid
transit projects in major cities, highway and road
upgrading and airport upgrading.
15. INDIA
In India the budget for the Commonwealth Games also
underwent several revisions and increased from the original
12,000 million INR to 185,320 million INR , for example, the
infrastructure expenditures (mainly sport and transport
infrastructure) for the Commonwealth Games had a 73%
share of the total costs of the mega sports event, The actual
resources for the CWG that were committed by both the
Union Government and the Government of Delhi amounted
to USD 4.1 billion.
16. The budget for the games underwent several revisions.
According to the 2011 report by the Comptroller and Auditor
General (CAG) of India, the original budget in the May 2003
bid was approximately USD 265 million (including city
beautification and additional services) which increased more
than 15-fold to USD 4.1 billion.
Subsequently in 2009, CAG estimated the cost of creating
venues and city infrastructure as well as the operational
expenses to be at approximately USD 3 billion.
17. Figure 3 shows the latest estimates (CAG, 2011) of
expenditures for staging the CWG 2010 mega sport event
and related activities.

18. several transport decongestion measures were planned and
implemented, including construction of 26 new flyovers and
24 new over and under bridges, widening, strengthening and
resurfacing roads across the city, adding expressways to
enhance intercity connectivity, and adding new routes to
the existing metro lines in the city (extensions to two large
satellite cities Noida and Gurgaon).
Moreover, high capacity bus networks, integrated bus rapid
transit systems, and modernization of the Indira Gandhi
International were all accelerated.
19. Conclusion
The experiences from India and South Africa showed that
developing countries are successfully able to stage mega
sports events like the FIFA World Cup or the CWG and in
fact, the hosting offered global exposure and prestige, an
important factor which should not be underestimated.
Positive legacies were created through improvements of
urban infrastructure (mainly transport) and through the
greening of the events.
20. Another important fact increases concerns about the
cost- benefit ratio even further: The mega sports events in
India and South Africa demonstrated very poor budget
planning, as the actual costs of the events were heavily
underestimated.
21. Hence, it was impossible for public opinion, to judge, whether the
hosting of the event was worthwhile or not. With very large public
budgets involved this is a very serious problem.
The hosting of a mega sports event puts severe pressure on the
urban infrastructure and services related to transportation, water
consumption or waste treatment and can have significant consequences.
Infrastructure projects and the presence of high number of tourists
and spectators will cause a significant increase in green house gas
emissions during the event.

22. The performance of the studied mega-event organizing processes
was not satisfactory and further research and pilot projects seem
to be necessary.
National governments, host cities, FIFA, CWG, should pay special
attention to social inclusivity and design specific programmes with
the support of civil society.
