5. Child Canada Benefit - Issues
 The CCB is not index to inflation
 CCB new plan is only marginal better than the CPC plan by about $80/year
 CCB takes the incentive out of people to work as the more income they make the
lower their CCB
 CCB encourages people to have more kids
 There is no real evidence that people spent their new tax benefit checks on retail
sales.

The 2016 Toronto Vital Signs Report, released last week
by the Toronto Foundation, paints a grim picture of child
and family poverty in the Greater Toronto Area (GTA).
While Toronto scores high on many quality of life
measures, it remains the “child poverty capital of
Canada.” One in four children in Toronto is being raised in
poverty, a number that has remained fairly consistent for
the past two decades.

 The Child Tax Benefit is a good start, but is only one program
 People are struggling with stagnant wages and job churning economy
 People are making a choice between food or heat due to energy poverty
 High occupancy costs are eating more into household budgets
 It is not one program that will move people off poverty
