POLICY
COUNCIL SHALL FROM TIME TO TIME DETERMINE:
(a) THE ORGANISATION STRUCTURE MOST APPROPRIATE FOR THE CONDUCT OF ITS
AFFAIRS
(b) THE NUMBERS OF STAFF TO BE EMPLOYED IN TOTAL IN EACH DEPARTMENT
AND/OR SECTION OF THE STRUCTURE
(c) THE PRIMARY JOB DUTIES OF STAFF
(d) THE TERMS OF EMPLOYMENT, AWARDS AND CLASSIFICATIONS TO APPLY TO ALL
EMPLOYEES
THE CHIEF EXECUTIVE OFFICER HAS AUTHORITY UNDER THE LOCAL GOVERNMENT ACT
TO INITIATE THE RECRUITMENT OR PROMOTION OF STAFF TO FILL POSITIONS THAT HAVE
BEEN APPROVED BY COUNCIL AND FOR WHICH FINANCIAL PROVISION HAS BEEN MADE IN
THE BUDGET UP TO AND INCLUDING LEVEL 5D.
SUBJECT TO THE EXISTING ORGANISATION CHART FOR EACH DEPARTMENT BEING
REVIEWED BY THE RELEVANT COMMITTEE EVERY 6 MONTHS.
THE CHIEF EXECUTIVE OFFICER SHALL ALSO HAVE AUTHORITY:
(a) TO RE-DEFINE JOB DUTIES WHERE NO CHANGE IN CLASSIFICATION RESULTS OR
WHERE PROGRESSION WITHIN THE AWARD IS AUTOMATIC E.G. FOR CERTAIN
GRADUATE STAFF.
(b) TO RE-CLASSIFY STAFF AWARD LEVELS WHERE RE-CLASSIFICATION WILL NOT BE
DETRIMENTAL TO THE OVERALL PAYROLL BUDGET, UP TO LEVEL 2D IN THE LOCAL
GOVERNMENT OFFICERS AWARD OR THE EQUIVALENT IN OTHER AWARDS. SUCH
RECLASSIFICATIONS ARE TO BE REPORTED TO THE RELEVANT COMMITTEE FOR
NOTING.
(c) NOT TO FILL APPROVED POSITIONS IF DUE TO CHANGED CIRCUMSTANCES THERE
IS NO NEED FOR THE POSITION.
Procedure
1. Job Descriptions in the format approved by Council are drafted by the Human Resources section in
consultation with the appropriate departmental management.
2. Draft Job Descriptions must be agreed by the Department Head and the Human Resources Manager
and submitted to Council for approval.

3. The Human Resources Manager is responsible to ensure that Job Descriptions are written in non-
discriminatory terms and make appropriate reference to any special safety responsibilities of the
position.
4. The Human Resources section will maintain a master file of approved Job Descriptions.
5. Whenever a Job Description is amended, the employees covered by that Job Description are to be
given a copy of the amended Job Description.
