公共圖書館的原則是 1994 年聯合國教科文組織發佈的《公共圖書館宣言》，在這個普世的框架

國際圖書館協會聯盟和聯合國教科文組織的理解是，圖書館和政府機構需要若干基準，以標準

2. 國際圖書館協會聯盟的公共圖書館組已經提出一些新的建議，補充《公共圖書館宣言》，使公

希 望您能與我們分享這些信念，在開發中世界的網際網路與數位服務中，公共圖書館扮演相關
的角色。雖然圖書館工作人員的技能必將持續發展與強化，但我們認為未 來幾年內，公共圖書
館的成功程度及其與這些科技間的關係，將是開啟新的全球社會的門徑。我們必須「勇敢」面
對，並提出新的想法，以改善我們的圖書館服務。
��.1為公共圖書館建造新館時，強調社區/文化空間，不僅僅是知識的實體儲存空間
��.2以網頁 2.0 的技術，面向網頁 3.0 及 4.0，活化我們的服務。
��.3連結社區，教育與訓練人民。圖書館員和資訊科學家可扮演教育者及個人知識顧問的
角色，不祗是書庫的開門者與網際網路的守門員。
��.4發展「全球智慧網」 – 在網際網路上建立國際性的文化通路，成為一個全球性的知識
與諒解的場所。
��.5在尊重所有文化的前提下，全面地消彌障礙與管制。
��.6支持圖書館員的在職訓練，以及鼓勵勇於任事。
��.7發展數位館藏服務與知識 – 混合圖書館 – 多樣格式的知識、教育與資訊。
��.8改良近用至目錄及資料庫，尤其是對那些有視覺障礙的使用者。
��.9在網際網路環境上，建立國內及國際的標準。
��.10把公共圖書館視為文化的儲藏所 – 「活生生」的環境與「記錄的」併存 – 檔案館、
博物館、圖書館與文化結合：a“comby library”.
