This document outlines the objectives and challenges of developing sports programs at universities in light of COVID-19. It discusses how physical education classes, intramural sports, fitness centers, and sports development programs will need to be adapted to comply with government guidelines that restrict activities for those under 21 and team/contact sports. Options for digitizing certain sports activities and programs are presented to allow universities to continue supporting physical literacy and the development of healthy, active students during the pandemic.

 Article XIV Section 19: Sports
1. The State shall promote physical education and encourage sports
programs, league competitions, and amateur sports, including training for
international competitions, to foster self-discipline, teamwork, and
excellence for the development of a healthy and alert citizenry.
2. All educational institutions shall undertake regular sports activities
throughout the country in cooperation with athletic clubs and other sectors

Pambansa as the primary avenue for providing in-school sports opportunities to
