SPLUMA is South Africa's national framework legislation for spatial planning and land use management that came into effect in 2015. It aims to provide national, provincial, and municipal governments a framework for land use management policies and systems. SPLUMA consolidated several previous land use and planning laws. Municipalities must approve single land use schemes within 5 years and establish planning tribunals. They must also pass by-laws to implement SPLUMA. SPLUMA requires a "certificate" confirming compliance for all land transfers to be registered by deeds offices and impacts rezoning, development, and other land use applications.
