This document outlines 16 principles of good governance: accountability, transparency, responsiveness, consensus oriented, equity and inclusiveness, effectiveness and efficiency, follow the rule of law, participatory, strategic vision, subsidiarity, ethical, competence and capacity building, innovation and openness to learning, sustainability and long-term orientation, sound financial management, human rights, cultural and social diversity. Good governance ensures that corruption is minimized and that the views of minorities are taken into account. It is also participatory, consensus oriented, accountable, transparent, responsive, effective and efficient, equitable and inclusive and follows the rule of law.
