Sustainable Instruments for Lakes Management
in the Alpine Space
SILMAS serious game
based on a playful interface to discover lake’s ecosystem and functioning
Water and Energy:
      2 core challenges for the European Union
+   WFD (2000) and RES-e (2001) directives
+   In view of the Blueprint to safeguard Europe’s Water:
     +To develop options to improve the quality of the knowledge
     base for water policy making;
     +To improve governance in water policy.


+   EU 2020 – sustainable growth:
     +Target   of 20% of energy from renewables

+   COMM EC 2011: Regional Policy contributing to
    sustainable growth in EU 2020:
     +Transition to a low carbon economy: focus investments on
     renewable energies
     +Focus on preserving and maximising the potential of the

     natural environment.
Water and Energy in the Alpine Space
                       Programme

+   6 projects approved so far: AlpEnergy, Alp-Water-
    Scarce, CO2 Neutralp, Enerbuild, Silmas, SHARE.

+   Hydropower and water ecosystems in the Operational
    Programme of the Alpine Space Programme:
     +Pinpointed by experts in the Strategic Environmental
     Assessment of the Programme;
     +   Highlighted by the European Commission;
     +Very closely checked during the evaluation of
     projects and monitored during their implementation.
SHARE
          A strategic project

+ In line with EU policies and orientations concerning water
  and energy;

+ Shared transnational solutions and tools for improved water
  management and governance;

+ A unprejudiced methodology and tool through an innovative
  approach: Multi Criteria Analysis

+ A constant quality improvement throught the involvement of
  stakeholders in the Permanent Technical Panel

+ Cooperation with the Water Platform of the Alpine
  Convention
What is still expected from the project

+ Long term sustainability of SHARE tools (DSS) and
  platforms

+ Sustainability of the pilot actions

+ Keeping alive the Permanent Technical Panel

+ Capitalise on achieved results, eg. Broad implement the
  improved MCA

+ A targeted transfer of the results to practitioners,
  administrations and policy makers.
The Alpine Space Programme 2007-2013:

EC draft Regulation on Structural Funds: Fall 2011
  First elements proposed by EC:
  -   Increased budget for ETC 11,7B€
  -   Specific regulation for ETC (cooperation across borders)
  -   Simplification : specific eligibility rules, state aid regulation etc…
