SECURITY ARRANGEMENT
 Empowered Security Committee headed by The Home Secretary and Commonwealth Games
Security Review Committee headed by Addl. Secy. (Home) have been constituted.
 Lieutenant Governor of Delhi overall responsible for Law, Order and Security.
 Integrated Security plan being drawn up by Ministry of Home Affairs (MHA).
- Venue Security Plan for all Competition and Non Competition Venues including Games
Village, Organizing Committee Headquarters, International Broadcasting Centre, Main
Press Centre, Main Accreditation Centre, Games Family Hotel, Logistics Centers etc.
- Transport Security Plan to cover security during movement of Athletes, Games Family,
VIP’s and spectators including ‘Park and Rides’, Metro etc.
- Venue Emergency Management Plans and Disaster Recovery Plan.
- Fully integrated Venue Surveillance System.
- Special Security Plan for Ceremonies (Opening and Closing).
- Airspace Surveillance and Protection Plan.
- Airport Security Plan.

MEDICAL AND HEALTH FACILITIES
 Ministry of Health and GNCTD have drawn up the medical facilities plan.
 Fully equipped polyclinic at the Games Village and functional basic medical centre at each
Venue: Venues to be linked to tertiary care hospitals.
 The hospitals in the city would provide the best health care incase of any eventuality. Equipped
with state of the art equipment and some of the best doctors in the world the health services
would be able to cater to the large influx of visitors with efficiency and ease.
 Sports Medicine and Injury centre at Safdarjung Hospital complex at the cost of Rs. 70.72 Crore
 90 Centralized Accident and Trauma Services (CATS) and 50 Advanced Life Supports (ALS)
ambulances being procured.
 Training of medical personnel in basic emergency procedures and disaster management
 Another feature would be for transportation of affected people during a crisis. This would be
achieved by a special Advance Life Support Ambulances, which would be available on call.

TRANSPORTATION AND COMMUNICATION
 GNCTD is finalizing the Transport Plan.
 It integrates the circulation and movement plans at various
stadia for athletes, Games Family, VIPs and spectators with the
transportation arrangements to the Games Village and other
destination.
 Two new lines of Metro being constructed
- Airport to new Delhi Station
- Central Secretariat to Badarpur
 DTC has already procured 625 low Floor Busses out of which 25
are Air Conditioned. This fleet will further be strengthened by
2500 more Busses. Out of these 1000 will be A/c.
 574 A/C busses will be for Athletes (20 out of 574 busses will
be for Wheel Chairs).
 The Transport System of the city will be augmented by a High
Capacity Bus Rapid Transit System. 7 Corridors covering 115
Km. are going to be developed.
 For pedestrian safety more than 30 Foot Overbridges, Subways
and 18 Rail Level Crossings will also be constructed.
 Air, Rail transport systems are being revamped. Hazrat
Nizzamudin railway station is being redesigned, with additions
and alterations to accommodate the visiting tourists traveling
to the various destinations across India.
 Delhi’s first Heliport at Rohini and an auxiliary Heliport at the
Games Village
 Secure Tetra Communication System being installed in the city.
 Street Lighting and Signage will be radically improved throughout the city. 54 lux illumination
will be expanded to 320 Km. of roads.

UPGRADATION OF MONUMENTS
 Archeological Survey of India (ASI) is restoring 46 monuments in Delhi.
 Rs. 25 Crore has been approved for this Project.
 ASI has been advised to take up monuments which are along the routes of sportsperson and the
visitors.
 Delhi has also cleaned and rejuvenated its own Heritage structures, and some of them are
already hosting big events. Delhi, with its Qutab Minar, Red Fort and innumerable other
Historical monuments, stands resplendent for the Tourists and Athletes of the Common Wealth
Games. Various monuments have been lit up, to provide a unique experience to the visitors.

CEREMONIES AND CULTURAL EVENTS
 Opening and Closing Ceremonies and other Cultural Events.
 These will showcase India’s great civilization, its history, cultural diversity, varied art forms,
music and dance.
 Rs 115 Crore have been proposed for these ceremonies.

 A committee has been constituted under the chairmanship of eminent creative personalities in
the field of art, music, culture, event management members developing Concept and Theme for
these ceremonies.
 GNCTD has drawn up plans for cultural programmes in Delhi during the Games’ period.

LEGACY PLANNING OF THE VENUES
 International standard facilities will be created for the Games.
 Venues have been designed in a manner that will facilitate their use for multiple purposes which
can also generate revenue.
 For upkeep and maintenance of Stadia a revenue generation mechanism is being developed.
 PPP model for stadia of Sports Authority of India (SAI) under progress.
 Games Village Legacy Plan – Residential Flat will be made available to public by the private
Developer and DDA.
 Sports Stadia of DDA will be run on Commercial/ Club pattern as a part of their other Sports
Infrastructure.

 Special Scheme approved to maximize India’s medal tally.
 Core probables for each sport’s discipline selected for intensive training and coaching.
 35 top level Foreign and 250 Indian Coaches engaged for the Core Probables.
 Foreign Exposures both Training and Competitions being organized on a regular basis.
 International and Prize Money tournaments being organized in India such as World Badminton
Championship, World Cup Shooting, Hockey World Cup etc.
 Total Scientific and Medical backup and support being provided to the elite athletes.
 Expenditure of Rs. 678 Crore in three years to prepare the team.
 Out of this 375 Crore for training and foreign exposure.
 85 Crore for upgadation of the SAI infrastructure.
 218 Crore for sports science back up.

VOLUNTEERS PROGRAM
More than 25,000 trained volunteers drawn from the National Service Scheme, NCC1, Universities
and Colleges would act as guides to the sports persons, spectators and tourists alike during their
various sojourns in the city.

India's youth will epitomize the nation’s culture, traditions and hospitality. This would also provide
an opportunity for the youth to acquire international exposure. This will also provide a legacy
value for the civic sense quotient of the city.

WEB BASED MONITORING SYSTEM
 Web based monitoring system for on line monitoring of the infrastructure and other projects
has been set up by MoYAS.
 Progress of all Projects is being monitored online by Organizing Committee, Venue Owning
Agencies and Senior levels of Government.
 Infrastructure Monitoring committees setup of the level of Ministry of Youth Affairs and Sports
and OC.
 Progress being reviewed on a regular basis by Group of Ministers(GOM) and Committees of
Secretaries(COS).
