REPORTS DIRECTLY TO: Manager, QUI Systems Support and Operations
POSITION PURPOSE:
This position is responsible for the development and support of complex metric and scorecard
reports that monitor key departmental outcomes and operational processes and assures the ability
to report routine and ad hoc measurements as requested by departmental leadership. The
majority of these reports are related to compliance, finance and daily operations. This position is
also responsible for working collaboratively with IS&T on projects involving planning and
designing data extraction, data layouts and presentation of information. With strong knowledge
of our medical management business, combined with an understanding of the data and reporting
structures available, the person in this position ensures that data is reported consistently and
accurately across medical management teams. This position also directly supports the
Credentialing Service Bureau including applications, reports, collaboration with several external
entities and end user support.
ACCOUNTABILITIES:
1. Develops and maintains both complex and ad hoc reporting of outcomes and results for
department programs and initiatives, key process indicators and outcomes, concurrent
review data, provider satisfaction, staff productivity, employer reporting, annual plan goals
and objectives, and regulatory and accreditation requirements.
2. Clarifies and resolves differences between requirements and system capabilities.
3. Partners with leadership to identify needs, designs and executes quantitative studies and
analysis of data to support management action or decision-making.
4. Provides data to support the ROI and RFI requirements of the department.
5. Provides data for high profile reports including PCA/DHS, regulatory and accreditation
audits, RFP requests and sensitive cases.
6. Provides support for HEDIS audit processes for QMI and Credentialing.
7. Has extensive knowledge of essential databases and applications including key definitions,
element names, relational structure as well as significant caveats and coding systems.
8. Ensures the production and appropriate distribution of well-designed reports to appropriate
Medical Policy, Admissions Unit, Pharmacy Admin, Health Informatics, Credentialing
Service Bureau, Medical Staff Services and leadership staff on pre-defined or ad hoc
schedules.
9. Monitors, analyzes, and coordinates medical management reports from other areas, including
IS&T and Strategic Health Informatics, to ensure timely and actionable data is routinely
received and used to improve data quality and maintain consistent reporting standards.
10. Builds, maintains and changes configuration for ImageNow application based on changing
business requirements, new processes and workflow and leadership requests.
11. Manages hardware and software requirements and capital equipment needs to support
department of 130+ end user workstations as well as 30+ ancillary pieces of hardware (fax
machines, scanners, printers). Recommends needs to management, oversees deployment of
new equipment and troubleshoots issues. Provides daily operational support of “mission
critical” tools and software.
12. Provides end user support and excellent customer service to 100+ staff in supporting and
troubleshooting hardware and multiple (10+) software applications used by QUI staff.
13. Coordinates software /application installations and upgrades. Participates in system testing
and end user training for multiple applications.
14. Develops and implements appropriate departmental policies and procedures to maintain
accuracy of data and efficiency of report management.
15. Coordinates with external vendors for the exchange of data and reports electronically, and
per privacy standards between our organizations.
16. Maintains appropriate confidentiality of information in accordance with HealthPartners
corporate policies.
17. Participates in ongoing independent study, education related professional activities, and
professional affiliations to maintain knowledge in the areas of case management, information
systems, data analysis and reporting, and project management.
18. Demonstrates responsiveness to and appreciation of constructive feedback and
recommendations for personal growth and development.
19. Willingly participates in and/or effectively leads various workgroups and projects as needed
and assigned.
20. Performs other duties as assigned.
REQUIRED QUALIFICATIONS:
 BA/BS degree in computer science, mathematics, statistics or equivalent in college courses
and job experience.
 Five years experience working within complex databases to extract data, identify trends,
provide analysis and recommendations or make decisions as a result of analysis.
 Five years direct experience using PC spreadsheets, word processing databases and
mainframe software.
 Two years experience developing reports in Crystal Reports, Business Objects, and/or
Access.
 Demonstrated skill and experience in effectively relating to and collaboratively working
with physicians, case managers, leaders and team members using a high level of expertise in
written, oral and interpersonal communication.
 Self-motivated with the ability to work independently, manage multiple projects and meet
deadlines.
PREFERRED QUALIFICATIONS:
 Knowledge of HealthPartners systems.
 Previous work experience in managed care, health care setting or healthcare industry.
DECISION-MAKING:
This position is responsible for developing and recommending the type, scope and general
direction for database, report, project design and development, application enhancements and
hardware/software needs. The Manager, or management designee, is responsible for decisions
associated with department direction and long-term planning.
