SADC Monitoring, Evaluation and Reporting (MER) online system, a platform for monitoring the revised RISDP. The MER online system comes handy in harmonizing reporting across and within sectors at MS and secretariat.

2. Why Harmonization of MER
Sectoral and silo-based planning -
 Led to lack of interdependence, misalignment and
inadequate harmonization within and across sectors.
o Compromising succinct planning and design of
targeted regional interventions.
o Inadequate collation of, and measurements on
targets.
o Information tracked, collected and reported is
often not adequate to inform targeted policies
and programmes.
o Inability to compare progress across and within
sectors and MS.

3.  A study commissioned by the SADC Secretariat during 2010 / 2011
indicates that M&E systems do exist in all MS (Different levels of
development).
 Data and information is barely available, where available it is
fragmented.
 Information tracked, collected and reported is often not
adequate to inform targeted policies and programmes. Not
capitalising on the “power” of disaggregation.
 Data are often not: timely, consistent, accurate and reliable,
and standardized within and across MS and thus often
incomparable.
 Failure to collect and report on vulnerabilities, development
and empowerment across and within the different sectors.
