Texas's population and vehicle numbers have grown significantly over the past 20 years, but the state's highway system capacity has only increased by around 6%. As a result, Texas highways are becoming increasingly congested and unsafe, and if no changes are made the future outlook will be even worse with traffic congestion wasting over a million gallons of gas daily and rural highway fatality rates doubling. To help address the growing highway funding crisis, the document recommends completing approved highway bond programs, reducing diversions from the highway fund to other budgets, and finding alternative methods to fund highway bonds without borrowing from future highway revenues.
