3. Natural resources can be better utilized by motivated human
resources only.
Human resources can be developed to an unlimited extent because
every human being has endless potentials. Thus there is a need to
invest time, money and effort in it to provide fruitful results.

has his own unique potentials, capabilities and limitations.”

Thus it is the higher responsibility for library and information
centres to develop human resources to the achievement of
personnel as well as organization goals and objectives especially in
weaker section like our Hyderabad Karnataka region.
INTRODUCTION:
4. LIBRARY AND INFORMATION CENTER: AN OVERVIEW:
A library is a treasure-house of knowledge.
A well-stocked library is an asset to the school, college,
university or the neighbourhood.
A library has a librarian to guide and attend to the readers.
A library is a place where not only books but also magazines,
Dictionaries, Encyclopaedias, journals and newspapers are
well-stocked for the benefit of the readers.
A student or a reader can increase his knowledge of various
subjects by reading in the library during his spare time. One
can update one's knowledge by reading regularly in a library.
5. In 1970, Leonard Nadler published his book “Developing Human
Resources” in which he coined the term ‘human resource
development’ (HRD).
Human resource refers to the talents and energies of people
that are available to an organization
Development refers to a process of active learning from
experience-leading to systematic and purposeful development
of the whole person, body, mind, and spirit.
HRD is the integrated use of training, organizational and career
development efforts to improve individual, group, and
organizational effectiveness.
HUMAN RESOURCE DEVELOPMENT: AN OVERVIEW:
6. DEFINITIONS FOR HRD:
According to South Pacific Commission ‘human resource
development is equipping people with relevant skills to have a
healthy and satisfying life’.
According to Watkins, ‘human resource development is fostering
long-term work related learning capacity at individual, group and
organizational level’.
The American Society for Training and Development defines HRD as
follows: ‘human resource development is the process of increasing
the capacity of the human resource through development. It is thus
the process of adding value to individuals, teams or an organization
as a human system’.
8. HYDERABAD KARNATAKA REGION: AN OVERVIEW:
Hyderabad-Karnataka is a region located in north-
east Karnataka, India. It is the Kannada speaking part of the Hyderabad
State that was ruled by the Nizams of Hyderabad until 1948. After
merging with the Indian union, the region was part of Hyderabad State
until 1956. The Hyderabad- Karnataka region
comprises Bidar, Yadgir, Raichur, Koppal, Ballary and Kalaburagi that are
in the present state of Karnataka. The Hyderabad-Karnataka region is the
second largest arid region in India.
Hyderabad province and its citizens became independent on 17
September 1948. This day is celebrated by the Karnataka government as
the Hyderabad-Karnataka liberation day.
Hyderabad Karnataka Area Development Board (HKADB) came
into existence following Karnataka Government Act 35 in 1991 for the
purpose of development of HK region in all aspects.
9. Karnataka has performed better in gender related
development and occupies seventh rank among major
states. In Karnataka, HDI values are higher than GDI values
in all districts. It shows that the levels of socio-economic
development of women are lower than the general level all
over Karnataka. It is to be noted that a higher level of
economic development does not ensure higher gender-
related development or human development. Districts of
Malnad and coastal areas which have ranks lower in per
capita income, have higher gender development / human
development. The districts of Hyderabad Karnataka occupy
the last positions in gender development as in the case of

Status of HRD in HK region :

Libraries are playing an important role to provide right information
to right user at right time.
Libraries are having more good collection of documents which ever
documents are really helpful to user to gain more knowledge within
a minimum possible time.
Librarians or information scientist are to do work wholeheartedly
to provide good library and information services to user in a right
manner.
Impact of ICT on library and information centres is highly
increasingly day by day. So Library or information centres are ready
to accept new technologies to provide useful information to its
users.
11. Library and information centres are becoming society
oriented knowledge centre and also try to attract more users
irrespectively.
Conduct user awareness and information literacy
programmes to user to adopt and use of new technologies
available in library to gain knowledge.
Libraries are collect regional archives like folk literacy, palm
leaves, local newspapers, magazines, gazetteers, government
notifications, agricultural related information documents,
children’s special documents, women’s’ empowerment etc.
12. To conduct library extension activities continuously to
attract more users to library.
To provide new ICT facility to all types of libraries like
academic, district centre library, city centre library, village
panchayath library.
To establish one regional library which has well
infrastructure and useful collections? And it will be locate in
the centre of whole HK region.
For the development of human resource in HK region
through the library and information centres there are some
suggestions based on the present study.
SUGGESTIONS:
13. To create awareness through the libraries about present situation
and competition in each and every field to survive in modern
society globally.
Increases the library collections, facilities, services, staff and
working hours to meet user satisfaction.
Librarians or information scientist provide good service to user
wholeheartedly and assessment of user satisfaction among library
collections, facilities, resources and services frequently.
Recruit well experienced and well qualified staff to library and
information centres to develop human resources through the
provide good service to user.
To open separate section for children, women and physically
challenged persons to attract ladies and children users.
14. CONCLUSION:
Hyderabad Karnataka region is a part of Karnataka state
with the several special natures with the great history. In this
region we found less human resource development status
because itself it is a backward region in Karnataka than all. We
need good library information centres to develop our
knowledge as well as literacy skills. So mean time library and
information centres are the integral part of society to human
resource develop and women empowerment through the
knowledge and special skills.
15. The development of our human resources is an area in which we
need to do well as it is decisive in determining the success of our
diversification programme.
