Example- The FAA’s Part 23 aircraft certification rules
Our old rules were prescriptive and hampered the
introduction of new technologies.
These rules created unnecessary barriers to innovation
in certification.
The new rule replaces prescriptive design requirements
with performance-based standards.
It also adds new certification standards to address
general aviation loss of control accidents and in-flight
icing conditions.

operate:
Aircraft that cannot carry more than six occupants;
Aircraft with a maximum certificated takeoff weight of

18,000 feet MSL, not exceeding 250 knots; and
Not for compensation or hire

simulation in training
The latest ATD’s have the ability to better simulate
aircraft flight operations, including graphic displays.
The FAA has increased the allowance to use an AATD
from 10 hours to 20 hours towards an instrument rating
under Part 61.
The FAA has increased the allowance to use an AATD
from 10%to 40% of experience requirements towards an
instrument rating under Part 141.

We are rewriting guidance to be more principle based.
This will give us the flexibility to condense or eliminate
some steps if appropriate.

Example- Making the aircraft registration process more
efficient
Submit an Aircraft Registration Application, AC Form 8050-1
Submit “Acceptable” evidence of ownership which may include a
bill of sale, conditional sales contract, court order, etc.
Submit a $5.00 registration fee.
Submit Original or certified true copy of various documents in
support of registration including trusts, bankruptcy and estate
documents, powers of attorney, etc., if applicable.
If the aircraft was registered in a foreign country then confirmation
of deregistration from the foreign country is required before U.S.
registration can be completed.
