A pull-back in spending on plant, machinery, new construction works and transport equipment saw capital expenditure in the public sector fall by 4,3% in 2017, according to Stats SA’s latest Capital expenditure by the public sector report.
Capital expenditure is money that an institution spends to buy, maintain or upgrade fixed assets, such as buildings, vehicles, land and equipment. A decline in spending on fixed assets by 360 of the 751 public-sector institutions1 saw total capital expenditure fall from R283,3 billion in 2016 to R271,2 billion in 2017 (click on the chart to enlarge).

Preliminary Proposal to build 235km of Hydrogen Super Highway Elevated Rail System infrastructure for Ireland connecting Dublin International Airport with Shannon International Airport.
The HSH Elevated Rail System has the potential to exceed 890 Kilowatts of Photovoltaic Power per solar-hour for every Kilometer of rail installed (at noon on a clear sunny summer day).
A system of 235 kilometers as here described should generate as much as (890Kw/Km/Hr * 235km) 209.15MW/Hour at max solar potential.
Using a solar exposure cut-off number of only 5 hours of solar exposure per day the system is projected to exceed 1 GW/Day.
The surplus energy is stored in bulk hydrogen production and other forms of energy storage and distribution.

The road to excess
SANRAL's high cost of road construction in South Africa and the overpayment of almost R10.8bn on Gauteng Freeway Upgrade.
The Organisation Undoing Tax Abuse (OUTA) says that in February 2016, it released a position paper benchmarking the cost of SANRAL’s Gauteng Freeway Improvement Project (GFIP) to that of several international case studies.
According to OUTA, the exercise revealed the rest of the world could build between two and three roads for every one road that SANRAL built.
At the time, the organisation says it conducted a high-level costing exercise of the GFIP project and claimed that SANRAL had grossly overpaid by approximately R10.8bn when it paid R17.9bn for the Gauteng freeway network upgrade between 2008 and 2012.
OUTA claims SANRAL chose to denounce its paper by seeking to “punch holes into some of its findings and questioned its methodology of benchmarking as a futile exercise,” thereby attempting to dismiss OUTA’s entire report.
OUTA said it responded by indicating SANRAL had made serious mistakes in trying to denounce the overarching claim that the R17.9bn price-tag of the GFIP was not fair value.

2. Firstly the economic non financial numbers.
The value of SA roads
What it costs
Funding roads the options.
▪ Include some public transport.
The mix.
6. Vehicles more than doubled from 5,4 million to just over 11 million.
Fuels sold (taxable road used volumes) increased by 50% from 16
million litre to near 24 million.
Fuel used per vehicle decreased from about 3000 litre per year to 2
100 litre per year.
▪ The fuel is taxed and data is SARS derived. It excludes Parafin
and Jet Fuel and Marine diesel.
▪ However I believe there are some leaks in the tax system but not
more than say 4 to 5%.
Road surface has not changed much. Not sure how much but very
little and some roads are no longer drivable.
12. Not perfect I agree, but the number we have for 2013 is old and we need to
update mainly due to inflation the replacement value of roads.
13. Road network was valued at R2 trillion replacement cost in 2013.
This would be about R2,75 trillion by now.
To replace the roads we have would mean we to do about R137.5 billion

To grow the road network just 1% a year would mean about R27 billion
added.
As road users normally help to fund public transport but that would add
R33 billion at least
So total funding required from motorists if only motorists pay is well
over R190 billion a year.
14. SA builds cheaper roads generally than Northern Hemisphere
Countries as they use more “water-proofing” i.e. Tar.
▪ However this means more maintenance of the road surface.
Lifespan of roads are about 20 years. Sometimes good
maintenance can help make this longer and resurfacing can help
too.
SA had a good road building industry which is now under pressure.

▪ As electricity and water are income earners for local government
they will take the bulk and later all the money.
▪ There was a R23 billion capital shortfall as this is the capital
budget was reduced with in 2018.
▪ Roads will probably see less of the capital money here.
▪ The are parts of the fuel levy going to metros to fund roads etc.
So much of local government will not go to road in future.
19. Include small part of public transport and fuel tax if only option for
user pays would be about R7.82 per litre.
▪ About R7,50 per litre for roads alone.
▪ R6.18 per litre for upkeep and replacement alone – no growth.
If all public transport subsidised and say Taxis get tax off then fuel
tax for the rest of us could go close to R10 per litre.
So fuel tax alone will be a very expensive option particularly for
trucks!
▪ And if trucks bear that then the cost to consumers also goes up.
