This document provides emergency procedures and contact information for Brigham Young University. It includes guidelines for responding to medical emergencies, fires, earthquakes, severe weather, bomb threats, and other hazardous situations. Phone numbers are listed for emergency services. Procedures are outlined for evacuations, lockdowns, and shelter-in-place situations.

3. Emergency Procedures
USE OF THIS GUIDE
A copy of this guide should be readily available in each building and other occupied locations. This guide contains general
recommended emergency procedures. Please refer to the university programs and policies for detailed information.
Remember, actual emergency responses must address the uniqueness of each situation. These recommendations may not be
appropriate in every circumstance. Use caution, common sense, and good judgment in approaching any situation. If you
reasonably believe any of these recommended procedures could lead to injury or damage, then do not use them.
At a minimum, this guide should be reviewed with staff during safety training before the start of each school year. This guide
should also be reviewed with substitutes and volunteers prior to their assignments.
Administrators should review this guide and insert organization-specific information prior to use. This information should be
updated as needed.

GENERAL RESPONSIBILITIES CHECKLIST
1. Address life threatening issues (first aid, safety of victims, etc.).
2. Call 911 to report emergencies.
3. Seal off high-risk areas and preserve the scene.
4. Follow Emergency Procedures found in these pages.
5. Follow Building Emergency Plan.
6. Follow University Emergency Management Plan.
7. Contact Risk Management and Safety at 2-4468.
8. Notify university administration through dean or director.
9. Keep written chronological notes.

THREAT ASSESSMENT
These are examples of potentially reportable conduct:
• Causing physical injury.
• Engaging in threats that create a reasonable fear of injury.
• Possessing or brandishing a weapon.
• Engaging in threatening behavior that subjects another individual to undue emotional stress.
• Damaging property intentionally.
• Threatening to injure or damage property.
• Retaliating toward those who report such conduct to university officials.
• Engaging in physical actions short of actual contact, such as aggressively moving closer to a person, waving arms or
fists, yelling in an aggressive manner, etc.
• Threatening in a joking fashion.
• Stalking.
• Engaging in hate speech or other derogatory speech.
• Engaging in repeated erratic behavior that causes other individuals to be apprehensive or fearful for their safety or the
safety of others.
4. • Engaging in threatening or disturbing behavior or communications in academic work or in any other form of written
or verbal communication.
• Engaging in threatening or disturbing behavior in written or verbal communication to professors.
Any member of the campus community who observes signs of a threat to public safety should report the conduct to University
Police, 2-2222, or to the Dean of Students, 2-2731.
EVACUATIONS
There are situations in which evacuation of a given building, or group of buildings, may be required. Evacuations in a given
building are governed by the specific building’s emergency plan. Faculty, staff, and administrators will follow the instructions
outlined in the building emergency plan and report to the designated assembly area. When the fire alarm sounds, all occupants
must evacuate immediately.
Students will follow instructions from university personnel when evacuating a building. If the particular emergency affects only
one building, then students are to be released and to be encouraged to move to their next appointment. If the situation is one that
impacts the entire campus (e.g., an earthquake), then students should report to their ward emergency assembly location.
MEDICAL ASSISTANCE
Follow these procedures if there is need for medical assistance:
1. Report all injuries or serious illnesses to University Police by dialing 911 or 2-2222.
2. The responding officer will determine the need for transportation to a medical facility in consultation with Emergency
Medical Services personnel and the sick or injured person.
3. Transportation by private vehicle is discouraged.
FIRE
Follow these procedures if fire or smoke is detected:
1. Pull the fire alarm.
2. Evacuate the building. If you are a building coordinator, make appropriate verbal notifications as you exit the building.
3. If it can be done safely, shut doors and windows as you leave. Never jeopardize your own safety.
4. Call the police, 911 or 2-2222, from outside the building to give additional information.
5. Report to your designated location and then account for those in your group.
6. Report names and possible locations of missing group members to the University Police or responding fire fighters.
7. Do not re-enter the building until it has been cleared by the Fire Department, University Police, or Risk Management
and Safety.
8. Notify students and staff of the termination of the emergency and resume normal activities.
EARTHQUAKE
Follow these procedures if there is an earthquake:
DURING
1. Move to a safe place.
2. If indoors, get under a sturdy table or desk, or stand or crouch in a corner of a room. Stay away from windows.
3. Do NOT evacuate building until shaking stops.
4. If outdoors, then go to an open area away from buildings and power lines.
5. Seek safety where you are.
6. Avoid stairways or elevators, as they are likely to be jammed.
7. Be prepared for electrical outages, sprinkler systems turning on, or fire alarms sounding.
5. AFTER
1. Check for injuries.
2. Do not move seriously injured persons unless they are in immediate danger of further injury.
3. Do not turn light switches on or off, as they may spark and create a fire hazard.
4. Do not use any type of open flame.
5. Immediately report fires, spilled volatile agents, and gas leaks to University Police and your Building Coordinator.
6. Be prepared for aftershocks.
7. Evacuate your building (only after the shaking stops).
SHELTER-IN-PLACE
Sheltering-in-place provides refuge for University personnel in the event of an accidental or deliberate release of a hazardous
material. Safe areas may change depending on the specific emergency and wind direction. The directive to shelter-in-place will be
given by building, campus, or Provo City emergency personnel.
The following actions will be taken when emergency personnel direct shelter-in-place:
1. Move to a safe location as instructed by appropriate authority.
2. Close all exterior windows and doors.
3. If available, then use plastic sheeting, wet cloth, or duct tape to seal windows and doors and other cracks to minimize
indoor air contamination.
4. All persons will remain in safe areas until an “all clear” is given by emergency responders.
5. Custodial personnel will shut off air handling systems to avoid bringing in outside air, if possible.
LOCK-DOWN
Lock-down procedures are used in situations involving dangerous intruders or other incidents that may result in harm to
university students, visitors, and personnel. A lock-down will be announced using whatever communication systems are available
in the affected building(s).
Follow these procedures when a lock-down is announced:
1. All students, staff, faculty, and known visitors should be directed into rooms or enclosed areas.
2. Lock all interior and exterior rooms to prevent entrance by the intruder.
3. Secure all exterior windows and, if possible, cover the windows to prevent an intruder from observing those in the
room.
4. All persons should move away from windows and doors.
5. All personnel will remain in the room or enclosed area until an “all-clear” is given by University Police.
CAMPUS DISTURBANCE/RIOT
Follow these procedures if there is a campus disturbance/riot:
1. Avoid areas where disturbances are taking place. Do not become a “sightseer.”
2. Notify police by dialing 911. If on campus, then notify University Police at 2-2222 of the disturbance. Provide all in-
formation you have available.
3. Follow the instructions of local/university authorities.
Follow these procedures if some form of civil disturbance or demonstration takes place in or close to your location:
1. Leave the area using a route that will enable you to avoid passing through or close to demonstrators.
2. If the disturbance involves the building you are in or if you feel that it is unsafe to remain in the building, then leave
the building using an exit route that will enable you to avoid passing through or close to demonstrators.
3. Avoid becoming involved with the demonstration in any way.

WARNINGS AND NOTIFICATIONS
The university will use every means available to notify students, faculty, administration, and staff in any emergency requiring
immediate action to protect university personnel and property. University personnel need to be aware of these potential systems
for disseminating emergency information and warnings:
Y ALERTS
University Police will use the following systems to make general emergency notifications:
• Voice message to campus IP telephones. (NOTE: If a headset is plugged into the phone then the message will not be
broadcast through the speaker.)
• Text message to subscribing cell phones. Follow these procedures to subscribe:
1. Log into myBYU.
2. Click on “Communication.”
3. Go to “Personal Information.”
4. Go to “Contact Information.”
5. Click on “Campus Emergency Alert Contact Information.”
6. Enter your text message number and save.
• Email general announcements. To subscribe for E-mail general announcements follow the same procedures as above
except click on "E-mail Address," and save.
OTHER CAMPUS SYSTEMS
• The BYU 800 MHz radio system.
• University Police vehicle public announcement systems.
• The BYU Broadcasting System (radio and television).
Announcements specific to individual buildings will be accomplished through:
• Building public announcement systems, if available in the given building.
• Building fire alarm systems (for general emergency evacuations).
7. EMERGENCY ALERT SYSTEM (EAS)
These stations provide Emergency Alert information from government emergency services organizations:

SUSPICIOUS MAIL
A suspicious package is any item that by its nature or under existing circumstances would cause one to believe that the item may
be a bomb.
Most bombers build and deliver the package/bomb themselves; however, the item could also be delivered by a friend or another
carrier (UPS, USPS, FedEx, etc.).
Always be alert to mail and packages coming to the area. The following list of questions will assist in determining if a package is
suspicious. If the answer to any of these questions is “yes,” then contact University Police at 911 or 2-2222.
• Does the package have leaks, stains, or strange odors?
• Are there any protruding wires, strings, tape, or other items?
• Is the package unexpected?
• Is there excessive postage on the package?
• Is it unusual for the addressee to receive mail or packages at the address where the package was delivered?
• Are names and titles incorrect and/or spelled improperly?
• Is a legitimate return address not on the package?
• Have there been any inquiries by unknown persons concerning the package or letter?
• Is there any foreign writing, addresses, or postage on the unexpected package?
• Did the package arrive in a non-traditional manner or did it “just show up”?
• Are there any handwritten notes directing how or when the package should be opened?
• Does the package make you feel “uneasy” for some unknown reason?
BOMB THREAT
Follow these procedures upon receiving a message that a bomb has been planted:
1. Use Bomb Threat Questionnaire (see next page).
2. Record Caller ID number.
3. Immediately cease the use of all two-way radios and cellular phones.
4. Call 2-2222 to notify University Police.
5. Make visual checks.
6. Report suspicious object(s) to administration/University Police.
Follow these procedures if a suspicious device is found:
1. Do not touch or move the device.
2. Secure the area, preserve the scene, and be aware of the possibility of more bombs.
3. Call University Police at 2-2222.
8. Follow these evacuation procedures:
1. Do not use cell phones, radios, or transmitting devices.
2. Leave doors and windows open.
3. Take personal effects that can be hand-carried: money, jewelry, medication, etc.
4. Evacuate per plan.
5. Do not re-enter buildings until declared safe by fire or police personnel.
Follow these procedures if a bomb detonates:
1. Respond to injured persons.
2. Secure the area, preserve the scene, and be aware of additional bombs.
3. Call University Police at 2-2222.
4. Calm evacuated persons.

9. SEVERE WEATHER
There are several types of severe weather in Utah, the most common to the least common severe weather are: lightning storms,
winter storms (including drifting snow and extreme cold), heavy rain (including hail and flash floods), spring (snowmelt) flooding,
wind, and tornadoes. Each are prepared for and responded to in a different way.
LIGHTNING STORMS
1. Stay or move indoors (or in a car); if that is not possible, then move to a low area and crouch (do not lie down). Avoid
hilltops and tall trees.
2. Avoid plumbing fixtures and appliances. Do not take a shower during a lightning storm.
3. Do not use phones or electrical equipment.
WINTER STORMS
Outside:
1. Find shelter and stay dry.
2. Cover all exposed body parts.
3. If there is no shelter, then prepare a lean-to, wind break, or snow cave for protection from the wind. Build a fire for
heat and to attract attention. Place rocks around the fire to absorb and reflect heat.
In a vehicle:
1. Mark your location for rescuers.
2. Avoid falling asleep.
3. Avoid eating snow; it will lower your body temperature. If you must use snow for hydration, then melt it first.
4. Stay in the vehicle. Disorientation occurs quickly in snow and cold.
5. Run the motor for ten minutes each hour for heat. Slightly open a window for fresh air and to avoid carbon monoxide
poisoning. Make sure the exhaust pipe is not blocked.
6. Make yourself visible to rescuers. Turn on the dome light at night while the engine is running. Tie a colored cloth
(preferably red) to your antenna or door. Raise the hood to indicate trouble after snow stops falling.
7. Exercise from time to time to keep blood circulating and to keep warm.
At home or in a building:
1. Stay inside.
2. Use telephones only for life-threatening emergencies.
3. Use fire safeguards for heat. Remember to properly ventilate. If there is no heat, then close off unneeded rooms and
stuff towels or rags in cracks under doors. Cover windows at night.
4. Eat and drink plenty.
5. Wear layers of loose-fitting, lightweight, warm clothing. Remove layers to avoid overheating, perspiration, and chill.
Wear a hat.
HEAVY RAIN
1. Avoid areas where flash floods can occur (they do not occur on campus). Even if you do not detect rain, desert washes
can quickly fill with rushing water.
2. Move indoors as quickly as possible.
3. Never attempt to cross even shallow flooded areas either on foot or in your vehicle.
10. SPRING FLOODING
1. Avoid flooded areas.
2. Tap water may be contaminated; do not drink unless civil authorities confirm that it is safe.
3. Avoid downed power lines.
4. If instructed to do so, then turn off utilities at main switches/valves.
5. Unplug appliances (do not touch wet electrical equipment).
6. Never attempt to cross even shallow flooded areas either on foot or in your vehicle.
WIND AND TORNADOES
High winds are much more likely than tornadoes, but the response is much the same. You will have to make a judgment
on the severity of a windstorm and whether to follow the steps below. If you see a funnel shaped cloud, then follow all
steps below without question.
1. Seek shelter immediately in basement or interior room on a lower level. Get under a sturdy table if possible.
2. Stay away from windows, doors, and outside walls; do not open windows.
3. If not sheltered, then lie flat in a ditch with hands covering head.
4. Avoid buildings with wide span roofs.
5. If in a vehicle, then get out and seek shelter in a ditch or culvert.
