Job Description:
Implement and advise HSE strategies and initiatives to promote full
compliance to the occupational safety regulations and code of practices
including PETRONAS Carigali HSE governance and host country HSE
statutory requirements through established and standard operating
procedures / guidelines / policies for all aspects of PETRONAS
operations to safeguard people, assets, environmental and reputation.
1. Compliance to HSE Requirements
Provide advice to line management, including Contractors on occupational
health, safety and environment matters throughout PETRONAS operation
to
ensure that the conduct of activities are in full compliance to
regulatory and Company requirements.
2. HSE Inspection/Assurance
Conduct regular HSE inspection/assurance at work site to ensure that
occupational safety and health risk associated with work activities as
well as risk posed by machinery, plant, equipment, substance and
appliance are managed to a level that is as low as reasonably
practicable (ALARP).
3. HSE Incident Investigation and Reporting
Participate in incident investigation, ensuring that the incident
investigation process is carried out in accordance with PCSB Incident
Investigation & Reporting Procedures and to effectively identify
potential root causes and develop effective intervention plan to prevent
the recurrence of similar incident to safeguard and protect people,
environment, asset and reputation of PETRONAS Carigali.
4. Project HSE Plan and Program
Implement HSE Plan and Program (e.g. PPE use, waste management,
Confined space work procedure, etc.) at the work site, incompliance with
regulatory requirements, to enhance level of occupational safety and

health awareness at all work locations.
5. Regulatory and Industrial Best Practices
Research, evaluate and implement new changes and development in
regulatory requirements and industry best practices through networking
with authorities and adopt the changes and lesson learnt into PETRONAS
Carigali organization.
6. Emergency Preparedness Exercise Framework
Plan, coordinate and execute emergency preparedness exercise based on
capability gap assessment and drive the implementation of effective
training programs, exercises, drills and simulations to ensure group of
highly competent personnel are strategically placed to manage
emergencies in PETRONAS wide operations
7. HSE Training and Promotion
Provide occupational safety and health related training and promoting
safety culture (Monthly performance review, proactive safety culture,
UAUC, Near miss & Behaviour report) at worksite throughout the division
including contractors by giving safety talk, conducting HSE
inspection/assurance and safety walkabout to enhance competency on
occupational safety and health to promote safe work practices.
8. HSE Coaching and Mentoring
Coach, mentor and conduct periodic performance review to motivate staff
and contractor to instill right mindset, behaviors and values to attain
high HSE performance standard throughout PETRONAS Exploration
operations.
9. WPB and Controls of Expenditures
Identify and plan the formulation of the key initiatives for Department
WPB so as adequate Occupational Safety management provision is made
in
the budgets and controls of expenditure are monitored to ensure that
they remain within budget limits to ensure efficient allocation of
financial resources.

Foster and sustain effective working relationships and rapport with the
government authorities, business and management institutions, national
and key industry players and service providers to keep abreast with
latest development to capture new business opportunities.

11. Codes of Conduct(COCD) and HSE Policies
Communicate, interpret and champion the execution of the objectives and
provisions of the Health, Safety and Environment (HSE) policies and
Codes of Conduct and Discipline (COCD) and undertake appropriate
mitigation and/or intervention programmes to safeguard business
operations, high staff discipline and industrial harmony.
