Guidance and counseling services aim to help individuals and groups by considering their unique characteristics and needs. Services are provided regardless of individuals' attributes and aim to understand personal complexities that could lead to imbalanced attitudes or behaviors. Counseling also addresses problems emerging from social, economic, and cultural disparities. Programs are integrated with education and flexible to meet needs of individuals, communities and institutions. The goal is to help individuals independently solve problems, with decisions made voluntarily rather than by coercion, involving relevant experts and cooperation between supervisors, teachers and parents.

Dear Dr. Kornbluth and Mr. Gorenberg,
The US House of Representatives is deeply concerned by ongoing and pervasive acts of antisemitic
harassment and intimidation at the Massachusetts Institute of Technology (MIT). Failing to act decisively to ensure a safe learning environment for all students would be a grave dereliction of your responsibilities as President of MIT and Chair of the MIT Corporation.
This Congress will not stand idly by and allow an environment hostile to Jewish students to persist. The House believes that your institution is in violation of Title VI of the Civil Rights Act, and the inability or
unwillingness to rectify this violation through action requires accountability.
Postsecondary education is a unique opportunity for students to learn and have their ideas and beliefs challenged. However, universities receiving hundreds of millions of federal funds annually have denied
students that opportunity and have been hijacked to become venues for the promotion of terrorism, antisemitic harassment and intimidation, unlawful encampments, and in some cases, assaults and riots.
The House of Representatives will not countenance the use of federal funds to indoctrinate students into hateful, antisemitic, anti-American supporters of terrorism. Investigations into campus antisemitism by the Committee on Education and the Workforce and the Committee on Ways and Means have been expanded into a Congress-wide probe across all relevant jurisdictions to address this national crisis. The undersigned Committees will conduct oversight into the use of federal funds at MIT and its learning environment under authorities granted to each Committee.
• The Committee on Education and the Workforce has been investigating your institution since December 7, 2023. The Committee has broad jurisdiction over postsecondary education, including its compliance with Title VI of the Civil Rights Act, campus safety concerns over disruptions to the learning environment, and the awarding of federal student aid under the Higher Education Act.
• The Committee on Oversight and Accountability is investigating the sources of funding and other support flowing to groups espousing pro-Hamas propaganda and engaged in antisemitic harassment and intimidation of students. The Committee on Oversight and Accountability is the principal oversight committee of the US House of Representatives and has broad authority to investigate “any matter” at “any time” under House Rule X.
• The Committee on Ways and Means has been investigating several universities since November 15, 2023, when the Committee held a hearing entitled From Ivory Towers to Dark Corners: Investigating the Nexus Between Antisemitism, Tax-Exempt Universities, and Terror Financing. Individuals have their own variations, such as gender, age, social

their personal and environmental aspects, as well as attitudes and
behavior in their development and life, create the formulation of
the principles of counseling guidance as follows: Counseling
assistance serves all individuals, regardless of age, sex, ethnicity,
nationality, religion, and the socioeconomic status of the
individuals to be provided with services. Guidance and counseling
related to individual attitudes and behavior which are formed
from various complex aspects of personality. These personal
uniqueness and complexities are the targets of counseling
guidance services
a. To optimize guidance and counseling services according to
individual needs, it is necessary to identify and understand
the uniqueness of each individual with various strengths,
weaknesses, and problems currently being faced by the
individual concerned. Individual differences must be
understood and considered in an effort to provide
assistance or guidance to certain individuals, be they
children, adolescents, or adults. Every aspect of an
individual's complex personality pattern contains factors
that can potentially lead to unbalanced attitudes and

services that aim to develop individual adaptation to all
areas of experience must consider various aspects of

to individual problems Guidance and counseling on matters
relating to the mental / physical condition of the individual

work. Social, economic, and cultural disparities are factors in
the emergence of problems in individuals which are the
main concern of guidance and counseling services.
b. BK services are only able to provide limited client problems
relating to: 1) BK with the influence of things that affect the
mental or physical condition of the individual on himself, at
school as well as in social and work contacts, and the
influence of the individual's physical environment. 2) Social,
economic and cultural disparities are factors in the
emergence of problems in individuals, all of which are the
main concern of BK services. 3. BK principles with respect to
service programs Guidance and counseling are part of
individual education and development efforts, therefore
guidance and counseling programs must be aligned and
integrated with student education and development
programs. Guidance and counseling programs must be
flexible to the needs of individuals, communities, and
institutional conditions. T

individuals should be made on their own accord, not
because of coercion from others. Individual problems must
be handled by experts and fields relevant to the problems at
hand. Cooperation between supervisors and other teachers
and parents determines the results of the guidance service.
The principles relating to this are: 1) BK must be directed
towards the development of individuals who are ultimately
able to guide themselves in dealing with their problems. 2)
In the BK process the decisions that are taken and will be
made by individuals should be at the will of the individuals
themselves, not because of the will or pressure from other
parties. 3) Individual problems must be handled by experts
in the fields relevant to the problems at hand. 4)
Cooperation between supervisors, other teachers and
parents of children greatly determines the results of
guidance services. 5) The development of the BK service
program is pursued through maximum utilization of the
results of measurement and assessment of individuals
