A RESOLUTION REQUESTING FOR A COVERED COURT OF NORBERTA GUILLAR MEMORIAL
NATIONAL HIGH SCHOOL TO THE PROVINCIAL GOVERNMENT THROUGH THE STRONG
LEADERSHIP OF HONORABLE VICTOR J. YU
WHEREAS, the board acknowledges the formal request from Norberta Guillar Memorial
National High School for the construction of a covered court on their premises. The request
was presented to the board on December 1, 2023 and thoroughly reviewed such need;
WHEREAS, recognizing the importance of providing adequate facilities for educational and
extracurricular activities, the board assessed the need for a covered court at Norberta
Guillar Memorial National High School. Consideration was given to the current lack of
suitable spaces for physical education classes, sports events, and other school-related
activities;
WHEREAS, school activities like Linggo ng Wika, Nutrition Month, Intramurals, Science and
Math Culmination Programs, General PTA Meetings and most especially Graduation
Ceremony are usually held outdoor under the scorching heat of the sun or will be done helter-
skelter due to the rain affecting the solemnity of these memorable occasions;
WHEREAS, students who are participating in the Division or Regional sport, literary and
academic contests need a proper venue to practice so as not to disturb classes and their
performance be maximized to their fullest potentials;

2. WHEREAS, The board reviewed the financial implications of constructing a covered court
for the school. A comprehensive budget estimate was presented, taking into account
construction costs, materials, labor, and any additional expenses. The board will collaborate
with relevant stakeholders to secure funding for the project;
WHEREAS, The board emphasizes the importance of transparent communication with the
school community, parents, and relevant stakeholders regarding the covered court project.
Regular updates will be provided through school meetings, and other communication
channels;
WHEREAS, this school is one of the producers of innovative students in Zamboanga peninsula
which was founded in 2003 and is now with twenty-five (25) teachers and staff and a student
population of six hundred thirty (630) students, yet it has not even a covered court which is
considered very basic in an academic institution for the physical and academic well-being of
the students most especially during big events and training;
WHEREAS, The board authorizes the Barangay Council through the leadership of Hon.
Polito Briones of Brgy. Buenavista, Pagadian City to channel the communication of the
urgent need of such school facility to the Provincial Government of Zamboanga del Sur;
WHEREAS, the joy of the teachers, parents and students is immeasurable in seeing that
Covered Court will soon be realized with such philanthropic heart of Governor Victor J. Yu;
NOW THEREFORE, foregoing considered, and on the motion of Hon. Polito Briones, properly
seconded, be it
RESOLVED, as it is hereby resolved to request Honorable Victor J. Yu to appropriate funds for the
construction of the covered court for Norberta Guillar Memorial National High School..
RESOLVED FURTHER, that copy of the resolution is to be forwarded to the Honorable Victor J. Yu.

RESOLUTION
REQUESTING THE APPROVAL OF NGMNHS – SGC THRU ITS OFFICERS AND MEMBERS SUPPORTS
THE FUNDING OF SCHOOL’S PERIMETER FENCE FOR SAFETY AND SECURITY AT NORBERTA GUILLAR
MEMORIAL NATIONAL HIGH SCHOOL, BARANGAY BUENAVISTA, PAGADIAN CITY.
WHEREAS, many parts of the school’s perimeter fence are either dilapidated or low allowing easy
entrance and exit;
WHEREAS, students skipping their classes thru unsecured fences are increasing in number;
WHEREAS, students who are frequently missing classes become at risk of failing or dropping out ;
WHEREAS, due to unsecured fences, the school had experience unscrupulous entries by burglars
during Saturdays and Sundays ;
WHEREAS, there is a great need to improve and rehabilitate the fence to do away with entries of
unauthorized person and skipping of students from their classes ;
WHEREAS, the SGC sensing the urgency agreed to support the project
NOW, THEREFORE, on motion by Jeffrey C. Algara seconded by Samuel E. Sacapano Jr.
RESOLVED, to implement measures to curb the increasing instances of students skipping classes
through unsecured fences;
RESOLVED, to recognize the correlation between frequent class absences and the heightened risk of
academic failure or dropout, necessitating a proactive approach;
RESOLVED, to acknowledge the past incidents of unscrupulous entry by burglars on Saturdays and
Sundays, emphasizing the need for heightened security measures;
RESOLVED, to prioritize the improvement and rehabilitation of the school's fence as a crucial step in
deterring unauthorized individuals and preventing students from skipping classes;
RESOLVED, that the School Governing Council (SGC) wholeheartedly supports and agrees to actively
contribute to the aforementioned project, understanding the urgency and significance of enhancing
the school's security infrastructure.

5. REQUESTING THE APPROVAL OF PUTTING UP WATER RESERVOIR IN NORBERTA GUILLAR
MEMORIAL NATIONAL HIGH SCHOOL, BARANGAY BUENAVISTA, PAGADIAN CITY.
WHEREAS, it has been observed that Norberta Guillar Memorial National High School in Barangay
Buenavista, Pagadian City is facing challenges due to the unavailability of water supply, which hampers
the use of the existing toilet facilities.
WHEREAS, the Junior High School students occupying the upper storey of the school are burdened with
the task of fetching water from the tank, which often runs short of water and fails to meet the demand
required.
WHEREAS, the school is currently relying on the local water supply from the Barangay, which is
insufficient to cater to the needs of the entire school population.
WHEREAS, the lack of water availability for the comfort rooms and wash stands forces students to use
unsanitary facilities, which can have a negative impact on their focus and academic performance.
WHEREAS, it is recognized that providing access to clean and sufficient water supply is essential for the
health and well-being of the students.
THEREFORE, be it resolved that we request the approval of putting up a water reservoir in Norberta
Guillar Memorial National High School, Barangay Buenavista, Pagadian City. This water reservoir will
address the current water supply challenges faced by the school, ensuring that students have access
to clean and sufficient water for their daily needs.
Furthermore, it is recommended that appropriate measures be taken to ensure the proper
maintenance and management of the water reservoir to guarantee its long-term effectiveness.
This resolution is put forth with the intention of improving the overall learning environment and
promoting the well-being of the students at Norberta Guillar Memorial National High School.
