This document summarizes a study on education in Peru that analyzed data from the Young Lives study. Some key findings:
- While average education indicators in Peru have improved over the past two decades, there remain significant gaps between socioeconomic groups. Children from poorer families, indigenous backgrounds, or with less educated mothers had lower scores.
- These gaps are evident as early as age 5, indicating the importance of early childhood education. However, children attending non-formal preschools had lower results than those in formal programs.
- Vulnerable children tend to attend schools with fewer resources, less qualified teachers, and less support. The education system may thus reinforce inequalities by not providing equal opportunities. Investing more

Boys Underachievement: Contextualising ‘Gaps In Educational AttainmentMike Blamires
Dr Steve Strand presented some of his findings from the Longitudinal Study of Young People in England (2007) in order to explore Boys' underachievement: Contextualising ‘gaps' in educational attainment. His research has shown the attainment gap at age 16, in terms of gender, ethnic group and socio-economic class, to be in inverse rank to the extent of press and media attention (total points score 0.22, 0.61 and 1.29 respectively). However, the interaction effects of these variables are significant (e.g. the gender gap is much larger for Black Caribbean and Bangladeshi pupils than for White British pupils), and call for more "nuanced interpretations"; care also needs to be taken not to over-generalise to the individual. http://www.ttrb.ac.uk/ViewArticle2.aspx?ContentId=15098

This three-day international conference aimed to engage policy makers, practitioners and researchers in identifying solutions for fighting child poverty and inequality in Africa, and in inspiring action towards change. The conference offered a platform for bridging divides across sectors, disciplines and policy, practice and research.
It is widely known that education for all ought to be equal to all, regardless of race, ethnicity, gender and hierarchy. Although equality in education is the primary purpose of our government, however, there are some instances that inequality in education exists due to some factors. This research identifies the factors that lead to inequality in education. Based on our findings factors such as individual characteristics attitudes and beliefs, psychological traits, parental socio economic status , individual educational success attainment, field of study , population groups men and women and ethnic groups , educational inequality gender pay gap, horizontal, occupational and segregation contributes to the overall dilemma. Moreover, our findings also show that micro and social contributes to the gaps of inequality of education, thus, social interactions and social structures affects the micro conditions and outcome. This implied that educational inequality is caused by different factors and constructs that undermined the policy of an educational system and this lead to inequality of education. Lucelle B. Santiago Cueto, coordinador de Niños del Milenio/ Young Lives de GRADE expuso en la 17ª conferencia Anual Global Development Network “Educación para el desarrollo: calidad e inclusión para las necesidades cambiantes de capital humano".
Aunque ciertos indicadores han mejorado, existen graves brechas de aprendizaje entre niños de diferentes grupos socioeconómicos, que empeoran con madre indígena, y poco educada. Tales desigualdades se evidencian apenas desde los 5 años de edad.
Presentación de Santiago Cueto, coordinador de Niños del Milenio en Conferencia CIES, 9 de marzo 2016, Canadá. “Education trajectories: From early childhood to early adulthood in Peru”, demuestra con las trayectorias educativas de dos cohortes que sigue Niños del Milenio, que algunos indicadores en el Perú han mejorado (por ej. extraedad y rendimiento). Pero también revelan graves brechas entre grupos sociales socioeconómicos, que empeoran si la madre es indígena, y poco educada. Además, esas desigualdades se evidencian apenas desde los 5 años de edad (vocabulario receptivo). Entonces, el rendimiento de los niños a los 5 años predice su desempeño varios años después, reflejando un sistema educativo inequitativo.

At a special event to launch findings from Rounds 1 to 4 of the Young Lives survey, Professor Jo Boyden, Director of Young Lives gave an overview of findings to date, focusing on how a multi-disciplinary, multi-country study like Young Lives enables us to view trends over time, not just in India but also across four diverse countries. Child development and economic development are mutually reinforcing, she argued. We have seen a decade of growth, with reductions in poverty levels and improvement in infrastructure and service access (particularly primary enrolment) across all our study countries. The question we must now address is how we deal with entrenched inequalities, which need integrated measures across government departments to invest in child development.

Global Initiative on Out-of-school children: Central and Eastern Europe/ CISUNICEF Education
Despite high enrollment rates, many children in the region of Central and Eastern Europe and the Commonwealth of Independent States (CEE/CIS), drop out of school early and many graduate without learning basic literacy and numeracy skills. According to the latest study published by the Out of School Children Initiative, 2.5 million children of basic school age and 1.6 million children of pre-primary school age are out of school in the region. Additionally, many more children from the most marginalized communities are excluded from national data collection procedures and thus are invisible.

El lunes 10 de octubre de 2016, Alan Sánchez, investigador principal de Niños del Milenio / Young Lives de Grade, presentó el estudio "Competencias psicosociales y conductas de riesgo en el Perú" en el III Workshop: Victimología del Desarrollo, Evaluación del Riesgo de Violencia y Genderización de las Políticas de Seguridad Ciudadana y Justicia Criminal en el Perú organizado por la Pontificia Universidad Católica del Perú, la Universidad de Lima y la Sociedad Internacional de Criminología (International Society of Criminology).
Los resultados señalan que las competencias psicosociales, la autoestima y las altas aspiraciones, contribuirían a prevenir conductas de riesgo.

Vanessa Rojas, investigadora de Niños del Milenio / Young Lives, de GRADE, expuso el estudio realizado junto con Gabriela Guerrero: "Comprendiendo las experiencias de violencia de niñas y niños en sus hogares: evidencia cualitativa de Niños del Milenio / Young Lives en Perú", en la conferencia "Adolescencia, juventud y género: generando conocimiento para el cambio", en la Universidad de Oxford #YLgenderyouth realizada el 8 y 9 de septiembre de 2016. La investigación es parte de un estudio de Unicef que abarca a niñas y niños de Peru, Vietnam, Zimbabwe e Italy.
Alan Sánchez, investigador principal de Niños del Milenio / Young Lives, presentó el estudio "El acceso a la Educación en países en desarrollo: un análisis de datos longitudinales para India, Vietnam y Perú" en un desayuno de trabajo realizado el martes 23 de agosto en el auditorio de GRADE. Luego de la exposición, los comentarios estuvieron a cargo del Viceministro de Gestión Pedagógica, Flavio Figallo Rivadeneyra.
Ante una audiencia de al menos 30 asistentes del sector gubernamental, académico, así como de la sociedad civil y de la cooperación internacional, Sánchez mostró los hallazgos del estudio hecho en conjunto con Abhijeet Singh. Alan Sánchez, investigador principal de Niños del Milenio, presentó en Brasil las características de nuestra investigación en el Taller "Estudios longitudinales y sus aplicaciones en la política Social". Este Taller, co-organizado por el Gobierno de Brasil y Economic and Social Research Council (ESRC), se realizó durante los días 7 y 8 de marzo en la capital, Brasilia. En el taller participaron profesionales de instituciones multilaterales, así como de entidades académicas y universidades de Brasil, Chile, el Perú y el Reino Unido. Dichos asistentes intercambiaron sus ideas y experiencias acerca de estudios longitudinales.

• Over the last few decades, education has been proclaimed as a
high policy priority or even the focus of work. Yet, while there
have been interesting improvements on average results, there
has also been high inequality.
• Peru is an interesting case study on how education indicators
evolve in a context of stable democracy and economic growth
(since 2000).

5. Methodology
• This study analysed data from the international study Young Lives
(YL). This longitudinal study follows around 12,000 children over
15 years from India, Ethiopia, Vietnam and Peru.
• YL follows two cohorts of children, the younger cohort (born
around 2001) and the older cohort (born around 1994). The study
has information about the family and the child from four rounds
of surveys carried out in 2002, 2006, 2009 and 2013.
• Additionally, in 2010, school survey data was collected from a
subsample of 572 children from the younger cohort in order to
have information about the school, peers, teachers and
principals.

12. Achievements and challenges in
education (I)
• Over the past two decades, several indicators in Peru´s education have
improved: Progress is evident in enrolment, which is almost universal in
primary education. Overage, as well as scores in standardized tests have also
improved on average. We have found that in general the younger cohort of YL
had higher educational indicators than the older cohort when they were the
same age.
• However, there are important gaps in achievement between groups of
students: students that were born in relatively poor homes, with mothers who
had less than complete secondary, or came from an indigenous family had
lower scores; the gap was in many cases larger when children presented more
than one of these characteristics.
13. • The gaps in achievement are evident by the age of five years, which reinforces
the importance of investing in early childhood: while enrolment in preschool
has increased, children who attend non-formal preschools (i.e. PRONOEI) show
lower results than children who attend formal preschools (i.e. Jardines). This has
important implications for equity, as in general poorer students attend PRONOEI
(or do not go to preschool).
• Educational opportunities and investments in basic education are distributed
in an unfair way: we have found that more vulnerable children attend schools
that have lower resources (e.g. infrastructure), with teachers that have lower
pedagogical skills and receive less support. Thus, the educational system may be
reinforcing inequalities since it does not provide equal opportunities for all;
ideally, it should prioritize the opportunities of children and young adults who
we know are more likely to have poor educational outcomes.
