“Y+ Speak Up!” is the project is carried out by SPN+ with the purpose is
“Raising the voice of young people living with HIV (YPLHIV) and young
people with high risk, such as drug users (PUD), men having sex with men
(MSM), transgender people and sex workers (SW) to participate in
meaningful advocacy on improving the quality of services and policies
related to HIV / AIDS”. This is an cooperation between HIV Young Leader

2. Fund (HYLF) and Souther Self-Support Groups Network of PLHIV in
working program with young people in Pacific Aisa.
Workshop on project introduction and consultation from YKAP was held
successfully from 23 – 24 Feb, 2012 in Ho Chi Minh City with the
participation of 30 young persons (under 30 years old) came from groups in
Ho Chi Minh City, Dong Nai, Long An, Binh Duong, Vung Tau, Ben Tre,
and Vinh Long on behalf for YPLHIV, YMSM, YPUD and YSW.
Three outcomes of the workshop:
1) Introduce “Y+ Speak Up!” to groups/organizations
2) Establish a Youth core group (Y+CG)
3) Build its missions, action plans in period 2012 – 2013 for increasing
meaningful participation of young people to respond HIV/AIDS.
The last day of the workshop (24/2/2012), national and international
groups/ organizations (PAC Ho Chi Minh City, CARE, RTI International,
CIS, Life, FHI360…) took part in session “ Project Introduction and
Consultation for missions, action plans in period 2012 – 2013 of “Y+ Speak
Up”

they can decide missions and action plans suitable with them.

HIV/ AIDS have the opportunity to speak and participate in HIV / AIDS)

young people.

Mission, action plan in the period 2012-2013
1. Capacity building of young people living with HIV and young people with high risk of
leadership, organizational development and construction of sustainable projects to
reach the better funding, towards the implementation of programs, activities, services
and effective interventions in accordance with their own communities. Capacity
building of young people so they are more involved in decisions made at local and
national programs to respond to HIV / AIDS more effectively.
2. Image advertising & Networking: the network connection of young people at
national, regional level and promoting strategic partnerships with government agencies,
donor agencies, law enforcement agencies, service providers and other civil society
organizations to create a collaborative effort in implementing the strategy, and
maximize the use of resources.
To enhance information exchange and knowledge in youth community that are most at
risk through appropriate channels. Especially sharing of evidence based on the best
practices of youth organizations, success stories in organization development and
community increasing the understanding of social issues related to young people and
HIV / AIDS.
3. Advocate for meaningful participation of young people towards empowering them
to take responsible leadership and representation for young people. Increase
meaningful and effective participation in the policies development aimed to make a
