term viability of fisheries and livelihoods of fishers and
fishing communities which depend upon them.
Over the last few years, FAO has developed several
policy instruments which, alongside an ecosystem-
based approach to fisheries management, aim to
address unsustainable and harmful fishing practices.

3. Rights based fishing-
Is a recent and to some a revolutionary concept.
Its background is the failure of traditional fisheries
management to improve the economics of the fishing
industry.
The traditional way of dealing with excessive pressure
on fish stocks has been to reduce the use and efficiency
of fishing vessels, as deemed necessary to protect the
resources.
While such methods may have been successful in
protecting the resources, they have been directly
harmful from an economic point of view.

4. Catch shares is a general term for several fishery
management strategies that allocate a specific portion of the
total allowable fishery catch to individual fishermen,
cooperatives, or fishing communities for their exclusive use.
The first catch share program was implemented in 1990
in the Mid-Atlantic Surf Clam and Ocean Quahog
fishery.
How do they work-
Part of the catch—or a share—of a species is allocated to
individual fishermen or groups. Each holder of a catch share
must stop fishing when he reaches his limit.

5. In the United States and worldwide, catch share programs
can provide many benefits, including
Eliminating the race to fish
Reducing the likelihood that annual catch limits will
be exceeded
Reducing the costs to produce seafood
Reducing market gluts and increasing dockside prices
Extending fishing seasons
Reducing bycatch
Improving fishermen’s safety

6. A string of publications has proposed a new approach
to fishing, called “balanced harvesting”
The new approach is defined as “… distributing a
moderate mortality from fishing across.
The widest possible range of species, stocks, and sizes
in an ecosystem, in proportion to their natural
productivity.
So that the relative size and species composition is
maintained.
