The program is managed through Nepal's Epidemiology and Disease Control Division and focuses on surveillance, diagnosis and treatment, vector control, and community education to achieve elimination.

The 2008 WHO Toolkit for Monitoring Health System Strengthening aims to (1) describe indicators and measurement approaches to establish country health system profiles and monitor health systems, (2) highlight gaps in data availability and quality to guide investments, and (3) contribute to a global consensus on monitoring health systems strengthening. The toolkit takes a multipronged approach using clear measurement strategies, a set of core indicators, and integrating monitoring into national health information systems. The selected indicators relate to inputs, outputs, and the level and distribution of health systems and are intended to detect change and show progress in strengthening health systems, especially in low and middle income countries.
