The document discusses the evolution of project management offices (PMOs) and how increasing complexity affects their performance. It notes that while PMOs were traditionally established to improve project satisfaction through standardized processes, this approach is ineffective in complex, unpredictable environments. As complexity rises from simple to chaotic, linear, mechanistic methods break down. Up to 75% of PMOs fail within 3 years due to not adapting to complexity and focusing only on compliance. A new approach is needed to help PMOs succeed in dynamic landscapes through principles like emergent strategy, learning, and building trust relationships. The Cynefin framework categorizes contexts from simple to complex/chaotic and suggests matching approaches to sensemaking and decision making.

The Gig Economy: Preparing High School Students for Careers in 2020College MatchPoint
By 2020, approximately 40% of the U.S. workforce will be engaged in quick “gigs” and project-based work. The reality for many students when they graduate will be, “My grandfather had one job during his lifetime, my mom had six—and I will have six gigs all at the same time.” Most college seniors in 2020 will enter the workforce managing a series of projects, rather than dedicate years of service to any particular organization. This presentation will focus on how early career discovery during the college planning process can better prepare students for this new career reality, including tools for developing expertise in project settings aligned to the student’s aptitudes and interests.
This document provides tips for staying productive while working remotely across distances. It begins by explaining that remote collaboration has become more common in businesses, with 83% of survey respondents reporting working remotely for at least an hour or two per day. It then provides techniques for managing virtual teams, such as setting clear communication norms, recognizing individual contributions, and using project management tools for visibility. Face-to-face meetings are also emphasized as a way to build personal connections within remote teams.

Resilience: Riding the Waves of Change. Transforming from Gutenberg to GoogleGomindSHIFT
The industrial mindset with hierarchy and command and control was a phenomenal tool for organizing and achieving scale. The role of the manager was created to coordinate the moving parts. As organizations have grown in complexity and the speed of communication has accelerated the business cycle the role of the manager is under siege. They can't keep up with change or navigate the complexity or organizations. The result is the role becomes spoofed in shows like the Office or movies like Office Space.
Communication platforms now provide the coordination and the situational awareness that managers once offered. The military calls the new shift to Power to the Edge.
The presentation traces how shifting communication platforms dramatically change the rules for business.

FutureSkills: Refreshing IT Skills in State and Local GovernmentPaul W. Taylor
State and local government faces the challenge and opportunity of keeping a strong bench of IT professionals with the skills needed to serve citizens how and when they expect to be served. It means a careful balance between keeping legacy systems operating, pushing forward into cloud, mobile, big data, analytics and the disruptive technologies emerging from the civic tech sector. To those ends, it requires organizations to pivot with seasoned employees pivoting toward the future and young people pivoting toward public service.
This document discusses understanding and leveraging networks in multinational corporations to achieve high performance. It covers network basics like types of ties and central actors. It explores how networks relate to power and performance, and how leveraging external networks can benefit organizations. It provides examples of companies that successfully use networks, like HP and IBM. It emphasizes developing different types of networks, building relationships before needing them, and addressing challenges of leading global virtual teams.

1) Effective leadership of telecommuters in IT requires considering each employee individually, being aware of cultural differences, and focusing on communication and results rather than micromanagement.
2) Leaders should measure and manage deliverables instead of micromanaging, asking for feedback on plans from telecommuting employees.
3) To support remote teams, leaders must be flexible, accessible through technology, and available even outside traditional work hours.

The document discusses leadership challenges for managing hybrid workplaces after the pandemic. Some key points:
- Remote work is becoming more common, with over 50% of organizations reporting 81% of employees working remotely during the pandemic. Many expect this to continue long-term.
- Transitioning to remote work has increased productivity for many, though it can increase isolation. Leaders must develop skills in virtual communication, collaboration, and inclusion to succeed in hybrid environments.
- "Zoom fatigue" is a real issue, so leaders should limit video calls, encourage breaks, and choose the right communication tools. Training leaders to manage virtual teams effectively and build relationships remotely is also important.
- Most organizations plan to adopt hybrid strategies
After the Pandemic: Leadership in a Hybrid WorkplaceCynthia Clay
This document discusses leadership challenges in a hybrid workplace after the pandemic. It highlights that remote work has been successful for many employees and employers. While remote work provides benefits like work-life balance and savings, leaders face challenges like maintaining productivity, motivation and a sense of belonging for remote employees. Managing teams virtually requires different skills around communication, inclusion and social connection. Moving forward, companies are considering hybrid models that balance remote and in-office work, but optimizing this requires investments in tools and training leaders for virtual management.

Networked computers and communications systems are now part of the daily life of a significant percentage of the public all over the world because we are in a new era of computerization. Arguably, the most crucial importance to the development of the public policy choice that fueled this increase in networked computing was the introduction of public access to the Internet. The Internet, as described by Kurose & Ross (2013) is a worldwide computer network which provides a host of communication and information capabilities, that is made up of interconnected networks using standardized communication protocols. The Clinton–Gore White House showed a high level of symbolic support for “information superhighways” which contributed to the popularization of the interest in the public access to the Internet, as well as the enthusiasm of Technology Journalists, business, and entertainment. The possibilities of the widespread public access to the Internet enabled significant developments in many applications, including electronic commerce (eCommerce), Electronic Publishing, distance learning like the Walden DIT program, virtual communities, and digital libraries. According to Noam (1995), the evolution of these new applications raised a lot of important questions and arguments about the social changes that could arise as a result of the widespread public use of the internet. Most of the arguments centered around whether electronic commerce, as portrayed by eBay and Amazon.com could gradually drive away the markets of physical stores. Noam (1995), further noted that many people also wondered whether widespread distance learning such as the programs in online Universities could provide new opportunities for an inexpensive and convenient home education that could become attractive enough to reduce the enthusiasm for place-based colleges and universities rapidly. Harnad (1991) and Fuller (1995) were concerned about the rapid development of electronic journals serving as a low-cost alternative to the increasingly expensive print journals. Furthermore, they pondered whether digital libraries would reduce the need for “brick and mortar” libraries and also the threat to community life if most social activities were to move from face-to-face, place-based settings to online forums.
For the last 25 years, the relationships between social change and information and communication technologies (ICTs) has been substantially analyzed and empirically researched with the help of all these discussions and questions. According to Kling (2000), Social Informatics is the research body that examines ...

Is there such a thing as having too much influence? This talk argues that yes there is. From an ethical standpoint, we should examine *when* we influence as carefully as how. This talk sets ethical context, analyses some common categories of influence, and presents tools that may help decide whether to change course for ethical reasons.

Agile Traps: Common practices that wreck teams (Lesbians Who Tech 2020)Elizabeth Ayer
One of the biggest pitfalls that Agile teams in tech fall into is homogeneity, and the structures themselves are partly to blame. Many teams struggle to find, include, and retain people from different backgrounds. This is not only bad for society but also bad for business. Using case studies of government technology teams, this talk looks at the practical challenges and opportunities of broadening the perspectives represented on your team. We'll put some standard Scrum facilitation techniques under the inclusivity lens and demonstrate tools for analyzing your own practices. Get past the excuses and take practical next steps, exploring healthy and unhealthy ways to approach diversity, equity and inclusion.
FlowCon 2019 - Beyond the Black Hole: Product Management for Continuous DeliveryElizabeth Ayer
Continuous Delivery can be a hard sell to product managers, even in small, healthy organisations. The benefits sound implausible, the costs high, and it’s really hard to understand all that it enables. However, CD has been hugely beneficial at the leading edge of product management.
As deployment pipelines have taken root, there has also been a shift in how we see and measure user value. Take these trends together, and there’s been a giant leap forwards in how to prioritise work and judge its success.
When our teams stopped throwing features into a black hole, and instead closed the loop with feedback, it had surprising knock-on effects, bad and good!
Why did we choose it ?
Because continuous delivery is not only about delivering fast with a good quality, that's also about delivering the right thing. Welcome in the continuous delivery of value.
For all we celebrate disruption, it can be, well, disruptive! Inside a business, nobody wants big lurches or major surprises. As a discipline, software engineering smoothed out releases through continuous delivery, but we on the business side still lurch in our strategy and choke on large budget chunks.
I’ll use examples from government software that show exactly the wrong context for good product decisions. Within this, though, I’ll also show good examples of shortening feedback loops and product manager as “regulator” between fast-moving product teams and old-school leadership and funding models. It will leave you with an image of what good looks like and how you can play your part in getting your org there.
If you thought it was difficult bringing the Ops and Dev teams to the same table, let’s talk about security! Often housed in a separate team, security experts have no incentive to ship software, with a mission solely to minimise risk.
This talk is a detailed case study of bringing security into DevOps. We’ll look at the challenges and tactics, from the suboptimal starting point of a highly regulated system with a history of negative media attention. It follows an Agile-aspiring Government IT team from the time when a deployable product was "finished" to when the application was first deployed many months later.
This talk is about humans and systems - in particular how groups often need to flex beyond the bounds of what either side considers reasonable, in order to get a job done. We’ll talk about structural challenges, human challenges, and ultimately how we managed to break through them.
There are no villains - everybody in this story is a hero, working relentlessly through obstacles of structure, time, law, and history. Come hear what finally made the difference, filling in the missing middle of DevSecOps.
How we broke and fixed team autonomy.
A story of a restructure in a software organization towards an "autonomous teams" model, various ups and downs as it shook out.

Always Be Continuously Delivering! Short introduction to Continuous Delivery and creating a deployment pipeline.
Abstract: Databases often sit outside Continuous Delivery for a variety of reasons, good and bad. But if you want fast and reliable deployments, the database cannot remain separate. We’ll talk through the challenges and look at tools to automate database delivery, highlighting open source options. I’ll live demo a database change flowing to ‘production,’ giving a clear picture of a fully automated process. The session is for developers, ops people, and managers, who will come out understanding how to customise practices and toolsets, building a pipeline suited to their environment. The result will accelerate database delivery, while protecting the organisation’s most valuable asset: its data.
Zen and the Art of Continuous Delivery - Elizabeth AyerElizabeth Ayer
Delivering software is exciting, but usually for the wrong reasons: it’s stressful, frantic, and risky. You might think that Continuous Delivery would make this a million times worse, but it actually brings an aura of calm to the process, letting high-quality software changes flow unimpeded.
No longer an exotic practice of the mystic monks of Etsy and Facebook, Continuous Delivery is taking hold even in famously laggard places (think gov.uk). It isn’t because of extreme requirements for speed - although this motivated the pioneers - it is because the shift in perspective is incredibly powerful for structuring effective teams and processes.
In this session, you will see how Agile teams benefit from developing a Continuous Delivery pipeline and, drawing on examples from my experience and research, practical steps for your own team. Borrowing from the concept of mindfulness, this talk aims to bring some clarity and simplicity to the messy problems of software delivery.
