Relief 101 For Natural DDiissaasstteerrss
-Fast
-Flexible
-Priority-Oriented, for
- Non-Residents with limited time, experience &
Resources
-Effective on Ground
-Started within first 72 hours of disaster
-Based on known personal relations across the chain
Basic Relief Model
• This is a basic relief model for any natural disasters, calamities ,
Floods , earthquakes , tsunamis , Wars etc; That impact hundreds
and millions of human lives .
• This model has been devised after various experiments with many
groups who have worked on ground and coordinated with many relief
groups inside and outside India for the rescue and relief operations
during floods in Sep 2014 in Jammu and Kashmir India.
Purpose / Objective:
Effective way of sending aid to needy from anywhere.
Volunteers should ask these questions
•What is needed?
•Where is it needed?
•Do they have a way to receive and distribute it?
•How do they want it packaged and shipped?
Step 1 :Team Formation
Three Step operations under single command of Group Leader
How it works
Stage 1 : Identifying demand
Distribute and feedback Team from disaster site sends basic requirements of victims to
group leader and Group leader will initiate campaign with Fund raising team at their best to raise awareness of needs and will
collect funds for related needs. Records are maintained.
Stage 2 : Purchase and Logistics
Purchasing and logistics team is given order details to purchase and coordinate the logistics with distribution and feedback team.
Money is transferred to this group in advance or at regular intervals based on estimations. Records are maintained.
Group leader sends communication sms to all three groups in single group on WhatsApp. A small IT team or individual is involved
to create and maintain a contacts database that is searchable and web-based till a viable and simple cloud based service is
identified to be used on subscription bases for all information needs.
Stage 3 : Distribution
distribution and feedback team distributes contents of shipment on ground not to individuals but to the local NGOs ,religious
organizations, trusts ,local volunteers etc already confirmed as reliable with the credentials taken in advance.
Stage 4: Feedback from Needy
Contacts of individuals are forwarded to Group leader . He makes random calls to find if the Need was served with best of its
purpose. Records are maintained.
Stage 5 : Collaborate and Report
All the experiences are shared with All the similar groups under single Forum /website /facebook page etc. Group Leader
presents a short monthly/bi-monthly progress report and projections for next operational period.
Features and Advantages
 Clear purpose to send aid to needy with effectively knowing his needs before sending to disaster hit area.
 Highly influential within limited network of known friends and relatives .
 Great trust levels as the group is of known people with high transparency.
 Simple and effective, no complications of legal issue as may be required for large scale operations or
projects.
 Live feedback from the victims.
 Easy for any small group with limited time & resources to work under limited autonomy.
 This is to enable quick relief operations starting within first 72 hours of the disaster till the end of relief
operations. Rehabilitation is NOT in the scope.
 Speed and right direction is preferred over high quality and detailed plans.
 A scrum type agile approach is followed.
 Members remain updated of all milestones/major steps using social especially whatsApp.
 Frequent smaller shipments are targeted as against large/mega shipments that are usually undertaken by
well established Aid agencies.
 Creative ways are followed in fund raising , procuring and distribution to ensure compliance with state
guidelines and regulations
Best Practices for Aid collection
People give to people, not causes or organizations.
Effective fundraising programs require resources and support.
 The ability to communicate your story is as important as the story itself
WTO recommend cash should be collected as it is convertible and acceptable.
People do not give if they are not asked.
80 per cent of the funds raised will come from 20 per cent of the
donors
You cannot ask someone to give if you are not willing to give yourself.
Treat every prospective donor as you would like to be treated - with
respect, appreciation and acknowledgement
