Sie stehen dadurch immer wieder vor der plötzlichen Forderung, die Erfolge und Wirkungen ihrer Arbeit nachzuweisen. Das Kondensat zum regiosuisse-Kurs «Erfolgs- und Wirkungsmessung von Regionalentwicklungsprozessen» zeigt auf, welche Aspekte bei Erfolgs- und Wirkungsmessungen besonders zu beachten sind und bietet damit eine konkrete Hilfestellung für die tägliche Regionalmanagement- und Regionalentwicklungsarbeit.
Was können Regionalmanagements in ihrer täglichen Arbeit tun, um Erfolge und Wirkungen der eigenen Tätigkeit sowie von einzelnen Projekten sichtbar zu machen? Wann ist es überhaupt sinnvoll, Wirkungsmessungen vorzunehmen? Was ist hier Aufgabe der operativen Regionalmanagements und was sind die Aufgaben der nationalen Politik und der Wissenschaft? Mit diesen und ähnlichen Fragen haben sich die 22 Teilnehmenden des regiosuisse-Kurses «Erfolgs- und Wirkungsmessung von Regionalentwicklungsprozessen» intensiv auseinandergesetzt. A la faveur du processus de décentralisation en cours dans la plupart des pays africains, il est apparu la nécessité d'identifier les leviers sur lesquels agir afin de rendre la collectivité plus viable, plus compétitive et plus attractive, en un mot garantir le développement local. Initialement chargées de gérer (administrativement) le territoire qui leur est dévolu, les collectivités locales nouvellement créées ont rapidement compris qu'elles ne peuvent exercer pleinement leurs responsabilités sans s'impliquer dans le développement économique local et sans une bonne compréhension du fonctionnement de l'économie de leur territoire et des interactions avec les territoires environnants.
Une des démarches privilégiées à cet effet aura été la démarche Ecoloc dont les premières études ont été réalisées à la fin des années 1990, notamment au Sénégal (Saint Louis), au Burkina Faso (Bobo Dioulasso
et Kaya), au Mali (Sikasso et Ségou) et en Côte d'Ivoire (Daloa, Korhogo et San Pedro). Cette démarche est inspirée de l'étude WALTPS (West Africa Long Term Perspective Study - Etudes sur les perspectives à long terme en Afrique de l'Ouest) qui avait pour objectif de comprendre les mouvements qui transforment la région et réfléchir aux prolongements qu'auront ces mouvements au cours des prochaines décennies, le but étant d'esquisser une vision à l'horizon 2020.
C'est la raison pour laquelle le PDM et le Club du Sahel et de l'Afrique de l'Ouest ont pris, en 1997, l'initiative du programme Ecoloc. Ce programme avait pour objectif la relance de l'économie locale et l'amélioration de la fiscalité dans le cadre d'une nouvelle gouvernance locale mieux informée et plus participative.
Plus spécifiquement, il s'agissait de :
• comprendre et décrire le fonctionnement de l'économie locale
• mettre en évidence les freins au développement de ces économies locales mais aussi les potentialités, et explorer les conditions d'une relance durable de ces économies locales
• préciser les rôles des divers acteurs publics et privés, locaux et extérieurs, et créer les conditions d'un renforcement du dialogue entre tous ces intervenants
• aider à l'émergence d'une coalition d'intérêts autour d'une stratégie de développement local
• déterminer les besoins d'information et de formation qui en résultent pour les acteurs locaux, en application du principe de "empowerment by knowledge".
Dans les années 2000, le PDM a techniquement appuyé (à travers des stages d'habilitation de 2 semaines et des ateliers méthodologiques) beaucoup d'autres pays africains dans la conduite des études Ecoloc.
L'expérience de Koutiala en aura été une illustration au Mali avec l'appui financier de la Coopération suisse.

3. What does regional management (RM) mean?
• An organisation that steers (or manages) sustainable regional
development by involving multiple stakeholders
• Ideally on the basis of a commonly elaborated regional
development strategy
• RM is an essential component for the implementation of the NRP.
Vice versa the NRP is only one of many stimulus programmes that
RM has at its disposal.

6. Project example: Integrated use of biomass
• Project idea
– R&D for design of prototype to utilise biomass (integration of
existing machines)
– Output of the machine: pellets for heating/ power generation or
as fodder
– After completion of NRP funded phase: optimisation of machine
to production, then sale of the machine to farmers as
