This document provides an overview of the WACDEP Southern Africa programme being implemented in the Limpopo River Basin across Botswana, Mozambique, South Africa, and Zimbabwe. It is being financed through €1.5 million in WACDEP funding and €1.3 million in locally raised funding. The programme is aligned with regional strategic plans on integrated water resources management and climate change adaptation. Work package 1 aims to support regional institutions in developing an investment options plan and a tool to assess the economic impacts of climate change in the Limpopo River Basin. Studies are currently underway and their findings will inform climate change adaptation strategies and integrated water resources management plans in the region.

2. Programme Overview
• WACDEP in Southern Africa is being implemented in the
Limpopo River Basin (Botswana, Mozambique, South
Africa & Zimbabwe)
• In-depth implementation/ piloting done in Mozambique
and Zimbabwe
• Being financed through two streams: WACDEP funding: €
1.5 million
• Locally raised funding through project on Mainstreaming
climate change into water sector: € 1.3M
• Locally raised funding covers the whole SADC region
thus the 14 countries of the region.

6. Work Package 1:
Objective :To support SADC and LIMCOM, to advance regional
cooperation in climate change adaptation in shared water courses for
regional and economic development
Key outputs:
- Investment options for enhancing Water Security and Climate
Resilience within SADC identified and integrated into CCAS, policies
and IWRM plans
- A tool on assessing the economic impacts of climate change on the
LRB i.e. cost of inaction
Indicator: At least 1 regional and 1 river basin institutions supported to
develop an Investment Options plan and a tool for assessing economic
impacts of CC

7. Progress
SADC Investment Options plan
Studies on the following currently on-going:
 Study on Local Indigenous Knowledge Systems and Practices (LIKSP)
and how they contribute to enhancing climate resilience in the SADC
region: to provide social arguments.
 Country assessments on the implementation of the SADC Regional
Water Policy in all 14 SADC Member States: to motivate for policy
harmonisation and promote regional cooperation.
 Study on Assessing Financing of Water Resources Management and
Development in the SADC Region: to provide economic arguments.
 Studies will identify gaps, opportunities and recommendations for
increased investment in water sector to build resilience
 Will be completed by October 2013

8. Progress
SADC Investment Options plan
 Investment options plan will then be taken to the SADC stakeholders
through a series of advocacy interventions including;
 SADC National Water Weeks – promote stakeholder involvement in
WM issues in all 14 countries
 Dialogues with Parliamentary Forums in all the 14 countries
 Inter Ministerial dialogues in the LRB and Orange – Senqu River basin
 Training of planners on economic appraisal methods in the two basins
and integrating CC into district and national planning

9. Progress
Tool for assessing the economic impacts of climate change on the LRB
i.e. cost of inaction
 Terms of Reference for the study have been developed starting with
Botswana.
 Consultation with other riparian states at an advanced stage and ToR will
be finalized by September 2013.
 Consultation with LIMCOM also at an advanced stage.
 Studies will be conducted in all 4 riparian member states starting in
October / November 2013
 Based on the findings of the two deliverables, two proposals will be
developed for the Limpopo and Orange – Senqu river basins

 The findings of the two studies will also be used to
inform the development of Climate Change Adaptation
Strategies in countries:
 Botswana – development of the Climate Change
Adaptation Policy
 Zimbabwe – development of the CC Adaptation &
Response Strategy
 Used to inform the development & implementation of
the IWRM plans for the Limpopo and Orange – Senqu
River Basins
