Explanation / Examples
› Simple tool; result of project-related dialogue between BMZ and KfW
› Builds on DAC Codes and IDFC Mitigation List
› Replaces / complements other guidelines and formats
› Main purpose: Orientation for project developers on use of CC Rio Markers
› Under continuous development

Trans-
portation
(210)
Urban Mobility:
• Public transport (subway, light
rail, bus rapid transit, trams, etc.);
• Non-motorized transportation
(cycling and walking);
• New infrastructure, capacity
building and/or improvements to
existing systems (integrated
traffic management systems,
driver training, etc.).
2 or 1 0 or 1
A measure that is focused exclusively on traffic reduction through
development and/or integration of public transport and non-motorized
transportation, pursues GHG reduction as a major goal (KLM 2).
In individual cases, the adaptation contribution of the measure is
sufficiently significant that both climate identifiers should be assigned
1 (e.g., if the measure prevents further overheating in a given urban
area or if the measure strengthens the resilience of a transport
system to extreme weather events).
Transit oriented development can contribute significantly to GHG
reduction (KLM 1).
Transportation – regional, national,
international (road, rail, waterways)
1 or 0 0 or 1
A measure to shift from road to rail or water transportation can
significantly reduce GHGs (KLM1).
Road building itself, however, is not a relevant reduction, even if the
new road shortens transport routes, as new roads generate
increased traffic (KLM 0); unless the road also promotes the use of
climate-friendly transport (e.g., the construction of bicycle and bus
lanes) (KLM 1)…
Optimization of conventional and
conversion to alternative engine
technologies
2 0
Switching to electric mobility, hydrogen power, liquefied natural gas,
and hybrid engines. As GHG reduction is normally the main
objective, Rio marker KLM2 should be applied.

How is the guidance table used?
› No officially binding document
› Orientation for project managers on use of CC Rio Markers
› Environment & Climate Unit uses table for advice on CC marker assignment and quality
control
› Simple tool for BMZ to check on correct marker assignment
5
Major benefits
› Assignment of CC Rio Markers improved and more comparable (between project
developers and implementing organizations) ⇒ Quality ↑
› Less demand for advice on climate change markers ⇒ Saves time
› Quality control facilitated ⇒ Saves time
› Project developers learn about the potential of different measures for contributing to
CC financing ⇒ CC financing ↑
