TO WHOM IT MAY CONCERN
Mãricel Duminica has worked as a trainee in the European Commission, Directorate
General for Development and Cooperation - EuropeAid 03 (Budget Support and Public
Finance Management) from March 1st 2014 to July 31s1 2014. His responsibilities
included supporting the development and operationalization policies and strategies
related to the unit's competence, including economic governance (most notably public
financial management) and budget support and related processes (PRS, harmonisation
groups etc.). He also participated in skilled administrative and logistical tasks, such as
organising working groups, taking notes and writing minutes, compiling information and
documentation, preparing reports and replying to queries, etc.
Mãricel Duminica helped substantially in the execution of several major analyses by
preparing data and handling quantitative analysis. He quickly grasped the essentials, and
his contributions and comments on the analyses were pertinent and clear. The document
he prepared autonomously on the Budget Support Commitments and Disbursements
helped us to improve the quality of the overview and quantitative understanding in this
sector.
Mãricel showed flexibility, eagerness and capacity to learn: with a good sense of
responsibility he was able to execute the tasks assigned to him with a minimum of
supervision. He integrated very well in the team and functioned effectively in an
excellent relationship with colleagues inside and outside the unit. His work for the unit
was mainly conducted in English; Mãricel masters this language perfectly well and
communicated efficiently in French. Mãricel proved to be an asset to our unit, his
contribution was highly appreciated. He proved himself capable of working very well in
a multicultural environment.
