5. What REFEREE will
provide?
Analysis and quantification of direct and indirect non-
energy impacts of energy efficiency investments.
Easy-to-use tools to support policy makers at national,
regional and local level, as well as households,
businesses, financing institutions and other relevant
stakeholders to evaluate the full impacts and cost-
effectiveness of their energy efficiency choices

 Upgrading and extension of the existing E3ME macro-econometric model
 Development of bottom-up, technology diffusion models
 Development of an easy to use policy decision-support tool integrating E3ME’s
scenario analysis capabilities with customised interfaces for policy makers at
local, regional, national and European level.
 Building a multi-level and multi-stakeholders platform of users of the REFEREE
tool to assess policies and choices in the energy efficiency field.

8. How will be applied?
 The REFEREE support system can provide evidence of direct and indirect
impacts from the implementation of energy efficiency measures in all the
main activity sectors: building, transport, service and industry
 REFEREE will develop 4 pilot use cases focusing on:
 Residential and public buildings (in Italy and Bulgaria)
 Road transport (in Germany)
 Public service sector (in Spain)
 These pilots will involve relevant policy makers and stakeholders to test
the REFEREE tools and improve them for wider use to support energy
efficiency policy making and users awareness across Europe.

The main impact indicators provided by the REFEREE support system:
 Macroeconomic – GDP, employment;
 Human health – mortality and morbidity costs, healthcare costs;
 Public budgets – investment costs, changes in energy costs/consumption,
public health impacts;
 Social – reductions in energy poverty, reductions in unemployment, impacts on
income distribution;
 Environmental – changes in emissions of CO2, SO2, NOx and particulates,
material consumption;
 Energy supply – shares by technology of final energy consumption, share of
TFEC met by imports; and
 Industrial competitiveness – energy costs, industry costs vis-a-vis EU and non-
EU competitors, productivity.
