Background
 Energy Efficiency measures are often considered cost-effective but are hampered by a number of
non-economic barriers
 Co-benefits, ancillary benefits, non-energy benefits (NEBs), multiple benefits (MBs) or impacts (MIs)
accompany EE projects and provide additional arguments to promote their implementation.
 social, economic, environmental Multiple Impacts
 explicitly mentioned in EC’s policy-making (e.g. EPBD, EED) and reporting (NECPs), also relevant
on national level (e.g. employment or health effects)
 important additional justification of energy efficiency actions, but rarely reported
 starting point to develop new tools to meet the demand and to enhance capacity building in
this field.

Objectives
Development of a comprehensive approach to estimate
Multiple Impacts of Energy Efficiency by providing a
publicly available and easily usable online tool.
 link science, policy and stakeholders in the field of Multiple Impacts of EE.
MICAT shall:
 improve scientific knowledge and provide a set of methods to analyse Multiple Impacts of energy
efficiency measures
 develop a comprehensive approach and tool for estimating Multiple Impacts of EE
 allow facilitated assessments of core policy scenarios and specific policies at EU, national and local
levels estimating the outcomes of Multiple Impacts
 establish a culture of underlining the importance and assessment of Multiple Impacts in connection
with scenario approaches and policy evaluations on EU, national and local level.

Methodology
Previous research discovered a wide range of MIs, they can be classified in mainly three categories:
 Social impacts, e.g. health benefits or poverty alleviation.
 Environmental impacts, e.g. energy savings and reduced GHG emissions.
 Economic impacts, e.g. positive macro-economic impacts on economic growth, employment,
innovation and competitiveness as well as import dependency.
The assessment quantification approach will rely on related, previous H2020 projects:

Ambition of MICAT
 Go beyond the approaches of ODYSSEE-MURE and COMBI
 Combined and methodologically refined, allowing ex-ante and ex-post calculations
 Easy to use, flexible to adapt, empirical basis
 Maximise usefulness for a large target group and cover a wide range of use-cases:
 input-data from case studies on the local, national and EU level  validation
 involving stakeholders of each level of development  fit requirements, maximise use for
scientists, stakeholders and policy-makers.
 Take advantage of existing modelling like PRIMES and GAINS
 Cover several key national (e.g. NECP) and EU scenarios as well as the option to evaluate
customised scenarios on a local or national level
 creating an open modelling module, which later can easily be attached to existing models
regardless (open design of MICAT, e.g. through an OpenAPI).
 May lead to an establishment of MICAT as a semi-standard tool for the evaluation of energy
efficiency policies regarding their non-energy impacts.
