Abstract

• All data-oriented professionals talk about “managing data as an asset”.
• It makes sense to most people that data and information are the backbone on which
the organization operates and therefore attention needs to be paid to how that data
is defined, produced and used.
• And it also makes sense that governance must be applied to all valued assets
including the data and information.
• But … if you ask professionals what governed data looks like and how it is different
from ungoverned data they will typically point to improvements in data quality.
• The truth is that the Governance End Game can go way beyond improvements in
data quality.

• What is meant by Non-Invasive Data Governance™?:
With Data Governance in General:
– Many organizations view Data Governance as being over-and-above normal
work efforts and threatening to the existing work culture of the organization.
It does not have to be that way.
– Many organizations have a difficult time getting people to adopt Data
Governance best practices because of a common belief that Data Governance is
about command-and-control.
– While I firmly state that Data Governance is “the execution and enforcement of
authority over the management of data”, nowhere in that definition does it say
that Data Governance has to be invasive or threatening to the work, people and
culture of the organization.

With Non-Invasive Data Governance™:
– Data steward responsibilities are identified and recognized , formalized and
engaged according to their existing responsibility rather than being assigned or
handed to people as more work.
– The governance of data is applied to existing policies, standard operating
procedures, practices, and methodologies … rather than being introduced or
emphasized as new processes or methods.
– The governance of data augments and supports all data integration, risk
management, business intelligence and master data management activities
rather than imposing inconsistent rigor to these initiatives.

– Specific attention is paid to assuring senior management’s understanding of a
practical and non-threatening yet effective approach to governing data that will
be taken to mediate ownership and promote stewarding of data as a cross-

– Best practices and key concepts of the non-threatening approach are
communicated effectively, compared to existing practices to identify and
leverage strengths and enable the ability to address opportunities to improve.

– Data Governance Best Practices are defined as the basis and guideline for the
execution of a Data Governance Program.
1. Organizations that successfully implement Data Governance Programs begin by
defining a limited series of best practices before assessing their present practices
in comparison to the best practices.
2. Once the best practices are defined, a gap-risk assessment can be completed to
identify the differences (gap) between the defined Data Governance Best
Practices and the present practices.
3. This report should identify the risks (and potential risks) associated with the gap
prior to defining the action plan for delivering the Data Governance Program.

• Use Best Practices Analysis to Get Them to Tell You How to Proceed
– Sample 1: For Data Governance to be successful there will need to be a High Level
of Senior Management Support and Understanding of the activities of the Data
Governance Team, the roles defined in the Data Governance Operating Model, and
specific examples of where Data Governance will add value.
– Sample 2: Select staff must be committed to the definition, development,
execution and sustainability of the Data Governance Program on a continual basis.
This group will be known as the Data Governance Team and will be lead by
Information Technology in partnership with Corporate Risk Governance with
subject matter expertise from Strategic Business Units and Shared Corporate
Functions.

– Sample 3: The Data Governance Principles will be applied consistently and
continuously to data that is defined, produced and used for Enterprise Reporting.
The initial focus of the Data Governance Program will be directed at improving the
quality, understandability and value of data that drives metrics for Reporting.
– Sample 4: The goals, scope, expectations, measurements of success and roles and
responsibilities of the Data Governance Program will be well defined and
communicated with Information Technology, Strategic Business Units and Shared
Corporate Functions.

a one-time project based on the fact that Governance is not a temporary activity.
– Sample 6: Ideal individuals for the Data Steward role will have business expertise
