Race to the Top was a $4.45 billion competitive grant program established in July 2009 by the Obama administration to spur education reform in K-12 schools. States had to meet certain criteria related to standards, assessments, teacher quality, turning around low-performing schools, and data systems to receive funding. Although intended to drive innovation, reports show the program has done little to help funded states improve their education systems.
