Quality assessment is for the whole life of a project
Quality (Asphaltic/Bitumen mix)
Before Production,
company must find out
the needs of the
consumers. These needs
must be included in the
product design
specifications. So, the
company must design its
product as per the needs
of consumers.
During Production,
company must have quality
control at all stages of the
production process. There
must have quality control
for raw materials, plant &
machinery, selection and
training of manpower,
finished products, laying of
product, etc.
After Production, the finished-
product must conform (match)
to the product-design
specifications in all aspects,
especially quality. The company
must fix a high quality standard
for its product and see that the
product is manufactured
exactly as per this quality
standard. It must try to make
zero-defect products.
Importance
Importance of Quality (Product)
For Company:
It is because, bad quality
products will affect the
client/consumer’s confidence,
image and sales of the company.
It may even affect the survival of
the company.
For Client/Consumer:
They are ready to pay high
prices, but in return, they expect
best-quality products. If they are
not satisfied with the product
quality of company, they will
depend on the competitors.

(BS Series 900)
• Initial Stage:
1. Inspection of site: To have an idea of quantity of work.
2. Mobilization of Hot Mix Plant: Purchase according to amount of
work & in an easy accessible area to site.
3. Calibration of Hot Mix Plant: Quality check to get desired product.
4. Laboratory set up: “The Quality Check House” easy accessibility
from work site & plant site.
5. Calibrated Laboratory Equipment's: Quality check to get desired
product.
Execution Plan for Quality (Cont.)
• Initial Stage: (Cont.)
1. Machineries: Paver, Rollers, Mix transporting vehicles, earth moving
equipment’s, etc. and a check on their working efficiencies.
2. Alternatives: Incase of a breakdown of machineries (Standby).
3. Trained QA/QC: Appointing a qualified Quality Control Engineer.
4. Skilled Operator & Labors: A skilled plant operator, team of
experienced & disciplined Labors to execute the work.
5. Competent Surveyor: Appointing a qualified Surveyor to keep in
check with the Levels.
Execution Plan for Quality (Cont.)
• Initial Stage: (Cont.)
1. Raw material source: Identifying the source/quarry producing raw
materials suitable for execution of work in accordance with
contract & British Standards.
2. Procurement: Coarse & Fine Aggregates (BS EN 13043),
Bitumen/Asphalt (BS EN 12591), Cement (BSI PD 6691), etc.
3. Stacking: Early stacking of raw materials and easily accessible to
Plant Site.
Execution Plan for Quality (Cont.)
• Production Stage:
1. Tests for Aggregates (BS EN 13043): Sieve Analysis, Specific gravity
& Water absorption test, Shape test, Impact value, Los Angeles
Abrasion value, Crushing value, Soundness test.
2. Tests for Bitumen & Bituminous mix (BS EN 12591): Bitumen
content/Bitumen extraction, Marshall Stability test, Specific gravity
test, Penetration test, etc.
3. Tests for Cement (BSI PD 6691): Fineness & Soundness tests.
4. Temperature Check (BS 594987:2010): Keep in check with
aggregate, bitumen & bituminous mix temperature.
Execution Plan for Quality (Cont.)
• At Site:
1. Paver: Set the levels in accordance with the task in hand.
2. Temperature: In accordance with BS 594987, temperature of
bituminous mix at the time of laying must be kept in check.
3. Tests at site: Field Density, Surface Accuracy.
4. Roller Combinations: For maximum result & density, setting up
roller combination is essential.
International/National Bodies
• International Organization for Standardization (ISO)
• International Association of Public Transport (UITP): For sustainable
mobility and promoter of innovations.
• United Nations Economic Commission for Europe (UNECE): It brings
together Government & Stakeholders for dialogue & cooperation in
transportation sector.
• United Nations Environment Programme (UNEP): It promotes the
integration of environmental considerations into transport-related
decisions at all levels.
• Commission for European Normalization (CEN): It standardizes the quality
of work.
Sustainable Approach
“Building Better Roads”
• Highway Agency (HA): promotes sustainable road construction.
• Constructing Long-life pavements to prevent maintenance.
• Adoption of stabilization techniques for unpaved roads to reduce gravel loss.
• Reuse of recycled materials in road construction or materials from industrial by-
products.
• Use of rubber tyres, glass & broken concrete in underlayers & surfaces of roads
reduces energy consumption & CO2 emission.
• Avoiding water pollution by applying proper drainage system.
• Making use of Intelligent Transport Systems (ITS) to have a controlled traffic
system and contribute to energy savings.
• Quieter Roads: Traffic management strategies combined with road construction
improvements can reduce noise.
Never Ending Investigation
• Road construction from a stakeholder perspective is a never ending
process.
• Maintenance whenever required.
• Field Density check.
• Study the traffic involved in the area.
• Accident case investigation.
• Make use and accessible for the community.
• Encourage Cycling tracks.
• Encourage Innovations.
