ABSTRACT : The quality education is an indispensable and inevitable agent for change aseducation is a
process of civilization and development. The issue of deterioration of qualityin education in Pakistan, especially
decline in quality of secondary education was the sloganof the day. The major purpose of the research is to
compare and analyze the quality of education throughout history by understanding the Five-Year Plans initiated
by the Government of Pakistan inpublic and private schools of Punjab. It was discovered that while the plans were
detailed in theory, in terms of practical application much was left to be desired. It was understood that while
students attended the schools at both primary and secondary levels, they were not given the quality of education
promised. As a result the quality of education in primary and secondary schools in Punjab suffered greatly. It is
recommended that the next Five Year Plan initiated by the Government of Pakistan be implemented in letter and
spirit so that the students of primary and secondary schools in Punjab could benefit greatly from it.

1. Qatar Vision 2030
Qatar National Vision for the year 2030 set out four guiding principles on the basis of which the State of
Qatar aims to create a sustainable economy and advance the standard of living of its people. Hence, up until
the year 2030 development in both the public and private sectors will be based on the following four
principles:
Human development – the development and promotion of education among all to create a sustainable
and prosperous society.
Social development – the development of a just and caring society, capable of playing a key role in
establishing global partnerships.
Economic development – the development of a diversified economic base to secure and maintain a
high standard of living in the future.
Environmental development – to maintain a balance between economic and social development and
ways of protecting the environment.
E Director of the Evaluation Institute Supreme Education Council (SEC) in Qatar Dr. Hamdah Hassan Al-
Sulaiti has underlined that HH the Emir of the State of Qatar Sheikh Hamad Bin Khalifa Al Thani has
accorded due attention since assuming power in the country to the development of human resources, the
matter which was clearly reflected in the development and promotion which affected in the education
system at all its levels and types since quality education is a strategic requisite .
”Since His Highness Sheikh Hamad bin Khalifa Al Thani, Emir of the State of Qatar came to power, he
attached great importance to the development of human resource, this has resulted in the progress being
made at all levels of the educational system, bearing in mind that quality education is a strategic
requirement. The leadership of the State seeks only to provide education, a goal that has already been
achieved, but to provide quality education that meets the highest educational standards, as set out by the
vision of Qatar 2030 and its concomitant strategic plans”, said HE Dr. Hamdah Hassan Al-Sulaiti , who is
also member of the Permanent Mission of the State of Qatar to the United Nations in her intervention she
presented earlier Thursday before Meeting of the United Nations Commission on Population and
Development On Education and population in the State of Qatar.
There is no doubt that the topic of this meeting, namely education and population confirms the leading role
played by education in the process of sustainable and comprehensive development for it is the Foundation of
Human Development which is the genuine wealth of Nations. Accordingly, States were keen on giving
education the utmost attention, and sought to provide the capabilities and capacities to achieve the
universality and quality of education in the various levels of education, as the latter is one of the
fundamental human rights, necessary to all human societies.
Hence, many States were keen on providing high quality education and putting in place strategic plans to
achieve this goal. Thanks to the cooperative work and symbiosis between all sectors and governmental and
non-governmental institutions, the State of Qatar has made great strides towards achieving its development
objectives, in as much as it achieved a qualitative progress in education at all levels.
The National Development Strategy 2011-2016 designed to achieve the vision of Qatar will accelerate the
pace of this progress, especially since the State of Qatar has achieved remarkable progress in International
Indicators of Human Development, as demonstrated by the recent Human Development Reports.
The Qatar National Vision is based on a set of guidelines of the Qatari Constitution, and the good directives
of the leadership of the State, as well as on broad-based national consultations. The Qatar National Vision is
based on four pillars: Human Development, Social Development, Economic Development, and
Environmental Development.
2. Education and human resource development are an essential pan of the first pillar, namely human
development, which includes: education and training, health, and manpower, Dr. Hamada said . The aim of
education and training sector is to build an educational system that keeps puce with modern international
standards, and matches the best educational systems in the world. This system provides citizens with
opportunities to develop their skills, as well as with the best training to enable them to succeed in a changing
world with increasing technical requirements, encourages analytical and critical thinking, and develops
creativity and innovation.
Elaborating the Director of the Evaluation Institute of the Supreme Education Council Dr. Hamdah Hassan
Al-Sulaiti said, ”The population policy in the education held in the State of Qatar aims to achieve three
main objectives, namely: to ensure the right to quality and appropriate education for all. While ensuring
equal opportunities between males and females, the development of curricula at all levels of education, in
order to achieve harmonization between the outputs of the educational system and the needs of development,
in general, and the needs of the labor market, in particular, the development of scientific research and the
provision of all the requirements of research, such as the teaching of foreign languages, the development of
other research skills, the provision of support to researchers and scientific institutions. This vision has
translated into a set of goals, mechanisms and measures that have been converted to a set of indicators to
help the process of following up the implementation of population policy in terms of monitoring
achievements realized, bringing to light the challenges facing the education system in Qatar and identifying
priorities for following-up the implementation of population policy in the next phase”.
The first phase of the implementation of population policy has already started and was completed. This
phase resulted in achieving 91% oflhe indicators set for education. The objectives and indicators of
population policy on education have also been integrated in the Development Strategy of the State of Qatar
2011-2016, and the second phase of the policy is already underway. In this context, the educational system
in the State of Qatar has achieved a number of achievements in recent decades such as the increase in the
number of students, and the elimination of gender disparities in the various levels of education as well the
principle of equal opportunities among Qatari citizens.
In her intervention before the meeting of the UN Commission on Population and Development on Education
and Population in Qatar held in New York last night, the Qatari female official further said,”Based on the
enrollment levels recorded in the primary education, the State of Qatar is today at the forefront of countries
that provide a wide range of education opportunities to different groups in society, male and female, without
discrimination or exception”.
The Director of the Evaluation Institute of the SEC Dr. Hamdah Hassan Al-Sulaiti further told the
meeting, “Qatari Women have benefited in recent decades from the State’s orientations and aspirations
towards building a developed and open society based on the principle of equal opportunities tor the various
components of the Qatar society. This is clearly shown by the increase in participation of women in various
levels of education, turning them into one of its main pillars, as it is the case in higher education”.
The ratio of females to males of Qatari students at the University of Qatar is 465%. Although the proportion
of females drops when we take into account all university students in the State of Qatar, it remains high
(about 170% in 2009). The expansion of the educational system in the State of Qatar is not limited to formal
education; it also includes social groups outside the traditional educational system, such as adult education.
The upgrade of individual’s capabilities requires the upgrade of cultural and educational level of the various
components of society, including adults, to raise standards of literacy among different components of
society, including those who were not lucky to finish their studies.
For this purpose, the State sought to address illiteracy in a modern way by expanding learning, opportunities
for adults through the establishment of educational workshops for both sexes to enable them to gain
knowledge, improve their education and qualify some of them to enter the labor market.
3. In the context of the increasing number of scientific research institutions, which became one of the pillars of
technological, economic and social development, the State of Qatar sought to establish national research
institutions to improve the scientific capacities of the country in various fields, parlicularly in areas that are
in line with the social, economic and environmental reality of the country.

State”s population in recent years, we witnessed an increase in demand for enrollment in the various leevels
of education, which requires an increase in the number of schools and teachers and the opening of new
schools in other cities. Qatar”s educational system has achieved a qualitative Ieap by raising the levels of
educational attainment among Qatari young people of both sexes.
That being said, the educational system still needs to meet the evolving needs of Qatar’s labor market, face
the challenges of the future of the Qatari society and its aspirations towards building a prosperous society
able to interact with other communities, to play an important role in the global partnership. This is why the
State of Qatar is currently seeking to establish an integrated and comprehensive database on education, to
carry on the development of the educational level of students to achieve high-quality education, to promote
community participation, increase the contribution of all sectors in education, to strengthen the national
identity and the Arab-Islamic culture of the Qatari society, in addition to promoting scientific research and
its applications, the continuous development of education professionals, as well as promoting quality
programs within the school, particularly with regard to E-learning programs.
Last but not least, the State of Qatar seeks to make greater efforts towards the preparation of future high
school students wishing to enter the labor market.
