What is Road Safety?
* The term road traffic safety is an indication of how safe
individual users are on some particular road, or on the roads
belonging to some region.
* The main danger to road users is the likelihood of a traffic
collision.

•More than 1.2 million people are Killed in Road Accidents,
WORLDWIDE, every year.
•3 to 4% of Gross National Product is lost in Road
Accidents.

* For males aged 15-44, road traffic injuries rank
second (behind HIV/AIDS) as the leading cause of

Using Mobile Phones while Driving
•DON’T USE YOUR MOBILE PHONE WHILE
DRIVING
- Making or receiving a call, even using
‘hands free’ phone, can distract your attention
from driving and could lead to an accident.
DRUNK DRIVING
•DON’T DRINK AND DRIVE
-Any alcohol, even a small amount,
can impair your driving so be a safe
driver don’t drink and drive.
OVER SPEEDING
•SLOW DOWN
At 35Kmph you are twice as likely to kill
a pedestrian as at 30kmph.
Tired/Uncomfortable Driving
•Tiredness is thought to be a major
factor in more than 10% of road
accidents. Plan to stop for atleast a 15
minute break every 2 hours on a long
journey.
Ignoring Safety Precautions.
•Know your signals.
-Pay Attention! Stop, Look, Listen and Cross.
•Anticipate
-Observe and anticipate other road users and use
your mirrors regularly.
•Walk Safely
-When crossing a road always use a pedestrian
crossing if there is one nearby.
Steps to be taken for preventing
Road Accidents
•Most important method to bring down accidents is
strict enforcement of speed limits.
•90% of accidents can be avoided by strict
enforcement of speed limits.
•Existing speed limits should be brought down further
How to prevent Road Accidents
•Heavy Penalty should be imposed on all those who
cross speed limits. If this is strictly implemented
nobody will dare to go at high speed.
•Heavy Penalty should be imposed for those who
cause accidents.
•Helmet should be made compulsory for back seat
riders also.
•Strict enforcement of existing traffic rules.
How to prevent Road Accidents
•Safety awareness should be begin from childhood,
as it is difficult to impart awareness to a grown up
human. If safety awareness is imparted at childhood,
safety will be a habit.
•Road Safety Day / Week should be obsereved in all
Schools, every year. Competitions on Road Safety Tips,
Slogan, Essay, Painting etc should be conducted for
various categories of students.

1.Driving without a valid Driver’s License or conductor’s
permit, as well as driving:
a.With an expired license
b.With an revoked license
c.With an suspended license
d.With an inappropriate DL restriction code

f. With a fake DL
g. With a valid foreign DL beyond 90-day maximum allowable
period (for tourist)
h. Without being accompanied by a duly Licensed Driver (For SP
Holders)
Fine : Php 3,000.00
Penalty : Unlicensed or improperly licensed driver will be
disqualified from acquiring a DL and driving a motor vehicle for one(1)

2. Driving a motor vehicle used in the commission of a crime.
Fine: Php 10,000.00
Penalty: Upon conviction, the DL will be confiscated
and revoked and the driver sahll be perpetually
disqualified from being granted a DL and driving a
motor vehicle. The vehicle will also be impounded
until ordered to be released after the payment of
appropriate fines and penalties.

3. Commisssion of a crime in the course of apprehension
Fine: Php 10,000.00
Penalty: Upon conviction, the DL will be confiscated
and revoked and the driver shall be disqualified from
being granted a DL for five (5) years from the date of
payment of appropriate fines and penalties. The
vehicle will also be impounded until ordered to be
released after the payment of appropriate fines and
penalties.

4. Driving under the influence of Alcohol, Drugs and/or
similar substance (Section 12, R.A. 10586)
Penalty: Confiscation and suspension of Non-
Professional DL for twelve (12) months after payment of
the appropriate fines and penalties (first conviction).
Perpetual revocation of NPDL (for second conviction).
For PDL holders, confiscation and perpetual
revocation for first conviction applies.

5. Reckless driving, including driving a motor vehicle:
Fine : Php 2,000.00 (1st
offense), Php 3,000.00 (2nd
offense),
Php 10,000.00 (subsequent offense)
Penalty: The DL shall be suspended for a period of three (3)
months (for second offense) and six (6) months (for 3rd
offense)
and revoked (for the succeeding offense).
Drivers with revoked NPDL are also disqualified from being
granted a new license for two (2) years.
