Road accidents are a major problem in the Philippines, causing around 36,000 fatalities per year. In the province of Antique, motorcycle accidents account for 70% of recorded incidents. To address this issue, the Provincial Government of Antique created the Provincial Accident Reduction Council of Antique (PARCA) through an ordinance in 2014. PARCA aims to formulate safety policies and implement awareness programs to reduce accidents. They hold symposiums to educate students, drivers, and other stakeholders on road safety techniques and traffic rules. Their goal is to enhance education and restore public trust in road safety.
The document provides information on a presentation about road safety. The vision is to achieve zero accidents with no fatalities or injuries. The objectives are to minimize fatalities inside plant premises, understand accident causes, control vehicle operation risks, and suggest improvements. Major causes of accidents in India include negligent driving, poor infrastructure, non-compliance with rules, poor enforcement, and weather conditions. Statistics show over 461,000 accidents in 2022 with the most in Uttar Pradesh. Steps to avoid accidents include following rules, defensive driving, vehicle maintenance, pedestrian safety, and promoting responsibility. Road signs and traffic police signals are also explained.
1) The document discusses defensive driving techniques, including identifying common causes of road accidents such as unsafe driving conditions, practices, and adverse weather.
2) It outlines important traffic rules and regulations in India and describes proper signaling and emergency procedures.
3) The summary emphasizes the need for drivers to identify hazards posed by human error and dangerous conditions, obey traffic rules using common sense, and remember their defensive driving training.
This document discusses road safety and causes of road accidents in India. It notes that road safety is important for protecting all road users, including pedestrians, vehicles, cyclists, etc. [1] It states that pedestrian safety is a key aspect of road safety and that 42% of reported accidents involve pedestrians. [2] It recommends various measures that can be taken to improve road safety culture and enforcement of rules through education, awareness campaigns, and strict penalties for violations. [3]
According to statistics from Philippine government agencies, an average of 34 Filipinos die every day from vehicular collisions. Motorcycles account for 53% of road crashes and deaths in Metro Manila, while pedestrians and drivers of 4-wheeled vehicles account for 19% and 14% respectively. The top causes of road accidents are driver error, alcohol involvement, and loss of vehicle control. Adopting defensive driving practices and obeying traffic laws can help reduce accidents.
The document discusses many potential solutions to improving road safety. It suggests that effective solutions require action in several areas: driver training and testing, enforcement of traffic laws, vehicle safety standards, road infrastructure design, public awareness campaigns, and emergency response systems. The most comprehensive approaches integrate improvements across all of these factors, with the goal of changing driver behavior, building safer roads and vehicles, and creating a culture with road safety as a priority. Cooperation between government, organizations, and the public is needed to make meaningful progress.

Road traffic safety refers to methods and measures for reducing the risk of a person using the road network being killed or seriously injured. The users of a road include pedestrians, cyclists, motorists, their passengers, and passengers of on-road public transport, mainly buses and trams. Best-practice road safety strategies focus upon the prevention of serious injury and death crashes in spite of human fallibility. Safe road design is now about providing a road environment which ensures vehicle speeds will be within the human tolerances for serious injury and death wherever conflict points exist.
The term road traffic safety is an indication of how safe individual users are on some particular road, or on the roads belonging to some region.

The document advises bicyclists to ride with traffic and use pedestrian signals to cross streets safely.
Road safety involves methods and measures to prevent injuries from traffic accidents. It is important that all road users, including children, follow safety rules and measures like wearing seatbelts and helmets. Statistics show over 1 million people die in road accidents worldwide each year, with 3-4% of GDP lost and a child dying every 3 minutes. Factors that contribute to accidents include driver behavior, road conditions, enforcement of regulations, and types of road users. Efforts are needed across many sectors to improve road design, education, enforcement of laws, and emergency response to make roads safer.
The document discusses road accidents, their causes, and preventative measures. It states that human factors like alcohol consumption, distraction, and speeding are the primary causes of accidents, accounting for 69% of total accidents. Vehicle defects and poor road infrastructure account for the remaining 27% and 4% respectively. Some key preventative measures proposed include strict enforcement of speed limits, more stringent licensing tests, mandatory seatbelt and helmet laws, and better road infrastructure like signage and speed breakers. Adopting and enforcing these measures could significantly reduce the millions of deaths and injuries from road accidents worldwide each year.

2. Brief Introduction
Traffic or road accident is one of the leading problems in
the Philippines today. It is considered the fourth leading cause
of death in the country after cardiovascular diseases, malignant
neoplasm and pneumonia. This translates to around 36,000
fatalities every year and the trend is increasing. This number
includes all road accidents involving trucks, buses, vans,
jeepneys, and motorcycles (Department of Health, 2015).
The Highway Patrol Group of the Philippine National Police
and Land Transportation Office had recorded alarming number
of road accidents that occurred every year.
3. The situation is particularly true in the
provinces in Panay Island. In fact in the Province of
Antique, there is a high rate of recorded vehicle and
motorcycle accidents based on various PNP blotter
entries. Subsequently, due to rapid increase of
volume of vehicles running in the provincial and
national roads as well as human error in driving,
inadequate driving lessons and orientations are
considered among the contributing factors to
increasing vehicular accidents.
4.
5.
6. What is PARCA?
Provincial Accident Reduction Council of
Antique (PARCA) was created by the Provincial
Government through Ordinance No. 102 - 2014 as a
counterpart Council by every municipality based on
the principles prescribed by the R.A. No. 10586 also
known as “Anti Drunk and Drugged Driving Act of
2013”. PARCA as special body is created under the
Provincial Government tasked in regulating the
transportation industry, promotion of road safety and
implementation of the valid registration of vehicles
7.
8. (1)Before beginning a long drive, always get enough sleep and eat
something before driving.
(2) Pull over and take breaks every couple of hours, even if you do not
feel sleepy.
(3) If possible, share the driving responsibilities with someone else.
(4) If there is a need to pull over, move vehicle off the road.
(5)Know the laws along the route concerning cell phone use while
driving.
(6)Never drink any alcohol before the trip.
(7)Keep an eye on the skies, and plan a route around inclement
weather.
(8) Search the Web for traffic update sites and listen to radio traffic
alerts, especially when approaching major cities
9. (9) Not even a GPS unit is infallible, so try to bringing a detailed map or
road atlas as a backup just in case.
(10) If driving a rental vehicle, a person should familiarize himself with
the car and all of its equipment (horn, brakes, hazard lights)
(11) Lock all of the valuables (especially items that are clearly gifts) in
the trunk or glove compartment and stow all luggage in the
trunk
(12) Try to familiarize with local traffic laws, which vary from state to
state and especially overseas.
(13) Before setting off on a long car trip, be sure the vehicle is in prime
condition -- that tires are properly inflated, all fluids are at their
proper levels and have a full tank of gas
10. (14) Consider becoming a member of AAA or signing up for car
insurer's roadside assistance program.
(15) Keep costs down by conserving gas when driving.
(16) Do not wait until the gas gauge is sitting on E to refuel.
(17) When traveling with kids, be sure to stop often -- not just for
snacks and potty breaks, but also for fun
(18) Stock up on snacks and drinks at grocery stores rather than gas
stations or convenience stores
(19) On longer trips, keep napkins, plastic ware and a small cooler
handy for meals on the go.
(20) Make sure everyone in the car buckles his or her seatbelt.

19. In the past years, the Province of Antique accounts for
several hundreds of vehicular accidents, the most
prevailing of which are motorcycle accidents notably
driven by minors, especially students. According to the
statistics of the Provincial Police Office of the Province
of Antique, motorcycle accidents represent 70 % of the
total recorded incidents. In 2017, the Provincial Police
Office recorded a total of 715 accidents, it accounts
with an increase of 15% compared to 2016. In the first
three months or Q1st alone of 2018, the same office
recorded a total of 255 accidents. Cognizant of the
issue, the Province of Antique is doing its best to
mitigate or reduce, if not totally eradicate these
accidents.
20. The creation of Provincial Accident Reduction Council
(PARCA) is one bold measure undertaken by the Provincial
Government of Antique to address rampant vehicular
accidents by formulating policies and implements safety
awareness programs, in coordination with various
government and non-government organizations.
To restore public trust regarding road safety by enhancing
awareness, PARCA is holding and will continue to hold
symposium to enhance safety education to students,
motorists and different stakeholders in different venues
appropriate for the purpose.
