This document provides an interim report on research conducted to understand the training and education needs of parish and town councils in Devon, England in the context of achieving sustainable communities. Some key preliminary findings from an initial survey of parish and town councillors are:
1) There is an overwhelming feeling among members that additional training and education is needed and that the nature of this training is diverse but special skills are required.
2) Existing training does not adequately meet current issues facing local communities.
3) Members would be willing to travel for training and there is confusion over what constitutes sustainable communities and how to achieve them.
