There has been a progressive increase in both the number and proposition of old age homes in India over the last two decades. As of 2006, Kerala State led the rest of the country with more 420 old age homes, followed by Tamil Nadu and Maharashtra. One out of every 12 old age homes in India is located in Kerala.
Therefore, there is an urgent need to examine the various aspects of this new and fast growing population of old age homes and to understand the operations, the managements, the problems of old age homes.

1. ABOUT FAPA BANGLADESH
Introduction:
FAPA Bangladesh was established in 2011 by Engr. Sibbir Ahmed, as its founder Executive Director. FAPA Bangladesh
registered with Department of Social Service (Regi. No- JA-00198) and Department of Youth Development (Reg. No-
GAZI-490 Sreepur 238) as a local non-profit and non-political organization. The key purpose of the organization is to
support disadvantaged children, youth and their families in rural and semi-urban communities, climate change of Sreepur
Upazila under Gazipur district. There is an Executive Committee consist of 8 renowned people of Sreepur Upazila and 21
general members are supporting the organization to grow it as a strong local level development organization for the
children and Youth well-being. FAPA Bangladesh is a nongovernmental organization in western Bangladesh providing
skills training and support to poor, support to street children, rural women, many of whom have experienced domestic
violence, desertion, dowry abuse and rejection by their families. With a membership over 20,000, the organization
engages in diverse interventions, ranging from savings, credit and income generation to literacy, health and legal
advocacy. FAPA Bangladesh is committed to enabling women to support themselves and live with dignity through
improved access to financing, education and a way of taking collective action on important women’s rights issues.

The vision of the organization is to fulfill the fundamental rights of the poor children, youth and women of marginalized
community.

Keeping in mind that education is the key method for the social, cultural and economic development of the community
and young generation. FAPA anticipated to ensure lasting improvement of children and their families as well as

5. Working Experiencesand Competencies on Multi Dimensional Development Activities
Our NGO works mainly two important development Sectors: Social and Economic. There are several kinds of activities in these
sectors. One program is popularly known as FAPA Bangladesh Social Development Program (SDP) and another is FAPA Bangladesh
Income and Employment Generation Program (AIEGP). All issues such as health, education, culture & peace development, skill
development training, income and employment generation under these programs are working very well according to the plan.
1. FAPA Bangladesh Social Development Program (SDP):-
A. Health:
Health problems are one of the important challenges facing Bangladesh. Mothers and children of rural areas are the greatest sufferers.
A qualified doctor of FAPA Bangladesh provides health services to the people of the project area. People in rural areas are deprived
the assistance of a good medical clinic as well as a good doctor. Once a week FAPA Bangladesh serves the rural poor of Kewa village
at Sreepur Upazila in the Gazipur District, which is one of the remote areas of Bangladesh. Since the end of 2009 FAPA Bangladesh
offered this weekly health service center. FAPA Bangladesh is implementing the health program for the disadvantaged people in
Sreepur Upazila of Gazipur District and Sharsha Upazilla of Jessore District.
B. Emergency Medical Support:
Extremely poor people are suffering from many diseases, but due to their poverty they do not go to the doctor for treatment. Because
of this, FAPA Bangladesh has decided that medicine should be given to those most in need and who have no ability to buy the proper
medicine. Although we have no proper funding for Emergency Medical Support.
C . Nursery School Program:
Through this program FAPA Bangladesh provides non-formal primary education. Most of the people in the area of the FAPA
Bangladesh programare very poor and illiterate. Most children do not go to school. The few children that do go to school have parents
that are too poor to afford the expenses. FAPA Bangladesh provided 20 Nursery Schools for these children. The nursery schools are
called FAPA Bangladesh PATHSHALA. Normally each school has thirty children and one teacher. After completing the course of
PATHSHALA all the student has been got admission to the Primary School.
The goal of the FAPA Bangladesh Education Program is to make a significant contribution to the achievement of education in
Bangladesh. FAPA BANGLADESH is implementing the program in Sreepur Upazila of Gazipur District and Sharsha Upazilla of
Jessore District.
D. Student Stipend Program:
The main objective of the stipend program is to provide financial support to the students whos e parents have no ability to bear their
study expenses. FAPA BANGLADESH is providing the stipend for the poor & meritorious high school, College and University going
students. Maximum rural students can’t continuing their study because of their poverty. As a result many of the students drop out from
the school, college & university. But they are very talented and they want to continue their education life & want to get hig her
Education. Through this stipend program FAPA BANGLADESH makes a significant role play for the rural students in Bangladesh.
The selected students collect their stipend by monthly based from FAPA BANGLADESH. By this stipend money students buy their

E. Rural Culture and peace Development Program:
FAPA Bangladesh believes that cultural awareness can help in the pursuit of peace, and as a nation, Bangladesh is very proud of its
colorful and rich historical culture. Through this program FAPA Bangladesh provides financial support to the rural primary and high
schools’ annual cultural competition and prize distribution ceremony. FAPA Bangladesh is helping to develop and depend the
cultural environment in rural society, with the hope of passing this tradition on to Bangladesh’s youngergeneration.
F.FAPA Bangladesh implements income-generating projects for orphans in Bangladesh:
FAPA Bangladesh has implemented various productive and income-generating projects in Bangladesh, benefiting 750 families of
orphans and underprivileged families.
The implementation of these projects came as part of Qatar Charity’s efforts aimed at transforming poor and low-income families into
productive ones.

The projects, worth more than one million riyals, included poultry farming, fish farming, cattle breeding, shops, and grain a nd
vegetable farms, as well as sewing projects.
Through the implementation of these projects, FAPA Bangladesh aims to support orphans and targeted poor families, improve the ir
standard of living, and provide them with a permanent source of income preserving their dignity and transforming them from needy
ones into productive persons, through financing and implementing income -generating projects, in addition to supporting agricultural,
pastoral, and crafts sector.
FAPA Bangladesh attaches significant importance to such projects, due to the great dependence of the Bangladeshi society on the
agricultural sector, with more than 40 percent of the workforce engaged in this sector, Engr Sibbir Ahmed, director of FAPA
Bangladesh's office in Bangladesh.
He pointed out that the majority of social welfare centers of FAPA Bangladesh in Bangladesh are located in rural areas because such
projects are appropriate to these places to contribute to meeting some needs of people there.
It is worth mentioning that the number of orphans sponsored by FAPA Bangladesh. in Bangladesh is estimated at more than 5,000
persons within the social welfare program of FAPA Bangladesh . The Orphans Sponsorship Project, which is implemented by FAPA
Bangladesh in Bangladesh, has eight social welfare centers and orphanages with numerous facilities.
2. FAPA Bangladesh Income and Employment Generation Program:-
A. Skill Development Training Program: -
The Skill Development Training Program is designed for poor rural boys and girls, who cannot complete their primary or high s chool
because of their economic problems. The main objective of this program is to reduce the unemployment of rural youth by providin g
themthe needed technical skill. Last year we couldn’t arrange any training, due to the approval coming too late. Keeping in mind the
unemployment scenario of a large number of rural youth (male & female) FAPA Bangladesh undertook and implemented different
skill training courses.Since January, 2011 FAPA Bangladesh started this program.

A. Rural Health and Education Development Project (RHEDP):-
FAPA Bangladesh has been completed the Rural Health and Education Development Project (RHEDP) during the year 2013. This
project started in January 2014and ran for one year. It was supported disadvantaged and poor learners from various educational
institutions, living in or out side of project area of Sreepur area of Gazipur district, with the chance to continue their education through
the provision of scholarships. In addition, medical support was delivered to the people that were living without access to minimal
medical facilities via a weekly clinic service with consulting doctors.
B. Emergency Reliefand Rehabilitation Project:-
FAPA Bangladesh has been implemented Emergency Relief and Rehabilitation Program with the affected people after the in 2014. An
Emergency Relief and Rehabilitation Program for the people of Union of Sharsha Upazila under Jessore District. The especially of the
program was to provide distribution emergency relief goods (cloth, blanket and mosquito net), distribution baby food (Milk, Sugar &
Suji), distribution full house, distribution house making goods and distribution latrine sets. Repair House, School, Mosque a nd
Temple. This project stared November 2014 and completed June 2015.

8. Governance
Composition of the Governing Board:
The Governing Board of FAPA Bangladesh consists of 8 (eight) members, seven are non-executive who are elected from the
General Council and one is Executive Director. There is one Chairman, one Vice-Chairman, one Treasurer, one Secretary and four
Members. The Executive Director is secretary of the Governing Board. The Board is responsible for making policy guidelines for the
organization. Various other sub-committees are formed as needed, e.g. purchasing subcommittee, audit subcommittee, etc. The 21
members of the General Council, who form the Governing Board for a period of three years.

The Executive Director is the head of the organization. He is assisted by the Assistant Executive Director and the Director o f F &
HRM. The Asst. Executive Director is responsible for Accounts. The F & HRM is responsible for Finance, Human Resource
Management, Administration and execution of all Programs. Normally each project is lead by a Project Coordinator, although su ch
decisions are made depending on the dimension and duration of each particular project. The Project Coordinator is assisted by
Manager, who manages the office where program activities takes place. The Manager is then assisted by Supervisors, Field officers
among others.

13. Accounting and Auditing System
Accounting system:
FAPA BANGLADESH follows the standard accounting manuals in maintaining its accounting systems and transactions. The
accounting system is maintained based on the accrual systemand on the systemof double entry book keeping. According to the rules
of double entry system, each entry is entered into different accounts, i.e. every debit must have its corresponding credit. Use of a
journal voucher is introduced to make the accounting systemaccrual. For the sake of simplicity, the final figures are rounded off to the
nearest decimal.
The primary accounting books, such as the cashbook, general ledger, subsidiary ledgers etc., are maintained at all accounting offices
following the “Generally Accepted Accounting Principles” (GAAP). All costs and incomes of the organization/project are allocated as
per schedule of accounts. The subaccount numbers are created for each category to serve the purpose of internal monitoring of costs
and income.
Project-wise cost centers are created in order to facilitate proper allocation of costs and incomes as per requirements. Financial
statements with comparative figures of the previous month are prepared on a monthly basis. All incomes are accounted for in
accordance with the standard accounting practices.Printed receipts with chronological numbers are used for all in -coming funds.
Audit:
FAPA BANGLADESH accounts for each program are audited annually by an audit firm enlisted with NGO Affairs Bureau. A
standard Terms of Reference (ToR) is used by to the auditor to accomplish their task. FAPA BANGLADESH also conducts an
internal audit quarterly using the standard format.
