PROBLEMS OF MANAGING STATE OWNED ENTERPRISES IN
NIGERIA (A CASE STUDY OF AKWA IBOM STATE TRANSPORT
COMPANY (AKTC), UYO)
ABSTRACT
This study examined problems of managing state owned enterprises
in Nigeria. A case study of AKTC, Uyo. The study employed a
descriptive research method to conduct a random sampling
technique which was used to select thirty (30) workers of the
company as respondents. Instrument for the study was the
questionnaire which was given to the respondents to fill-in their
opinion and was later retrieved from them. The data gotten from the
respondents were presented that problems faced by state owned
enterprises are problem of training and retraining, lack of serene
working environment, in discipline among the rank and file of public
worker, lack of motivation. It was also discovered perhaps that the
greatest problem facing these organizations is that of government
interference in the management and decision making process of these
organizations. Recommendations were made by the research, that
government should stop interfering with the management of these
organizations, staff training and re-training would be paid as at when
due.

CHAPTER ONE
INTRODUCTION
1.1 BACKGROUND OF THE STUDY
Government owned enterprise may also be called public
corporations. Public corporation according to Onibonoje (1975) are
defined as those government agencies backed by state laws and
charged with responsibility of tapping available human and
materials resources for development and general welfare of the
people. Most of those corporations undertake commercial and
industrial ventures and need to be run on commercial basis though
now with the man aim of making excessive profits.
It can equally be defined as an economic activity undertaken by
the government. The task of managing these government owned
enterprises are wholly in the hands of public servants. That is to say
that, we cannot talk about the management of the state owned
enterprise without talking about the public service. The civil service
is said to be the bedrock of the executive aim of the government. Its
main tasks are implementation and execution of the policies decides
by the government. In accomplishing this task, the civil serviced
involves in the formation of policies and advising generally on policy
matters. They are also responsible to the management of the
machinery of government and carryout the day-to-day duties that
public. One unique role of civil service is that it is stand for continuity
of policy as far as it is possible under any government infact, public
service or civil service traditionally has been set up with express
purpose of satisfying some specific facets of the citizen needs
example, include health care, education, fire protection (service),
police service, transportation and many others.
Akwa Ibom Transport Corporation was established in
1988 after the creation into the state coupled with the shortage of
accommodation which of Akwa Ibom State in (1987). The influx of
civil servants compelled them to live outside the heart of the town or
suburb of Uyo made it necessary for government to look for a way of
conveying civil servants to and from work, Hence, the establishment
of Akwa Ibom State Transport Company, Akwa Ibom State Transport
Company an off shoot of Federal Urban Mass Transport Programme
(FUMTP) came into being precisely in February, 1988 with a fleet size
of 45 vehicles acquired solely by the state government headed by
Governor Tunde Ogbeha. But before the end of 1989 the Fleet seize
was increased to 69 vehicles since then, the size has been continually
replenished reinvigorated by the government until late 90’s when
the co-operation metamorphosed into a limited liability company.
The government gradually withdrew its subvention grant to the co-
operation. Before now, the staffs of the co-operation were mainly civil
grade to start off the business.
When the outfit was established policies were made
through government bureaucracy, the parent ministry informed the
co-operation what had to be done. When it became a limited liability
company, board of directors was appointed by the government their
function is mainly that of policy formulation.
They formulate policies and guidelines for the smooth operation of
the enterprise while policy implementation and the day to day
running of the business is left in the hand of the general manager.
Akwa Ibom State Transport Company is a government parastatal is
under direct supervision of the Ministry Works and Transport.
Buses are sometimes assigned to unviable routes just because a
commissioner, party chairman or managing director is from the area.
Apart from statutory funding by the state government, Akwa Ibom
State Transport Company degenerate revenue to sustain the
enterprise, the main source of its revenue is from conveyance of
commuters. They applied intercity, inter-state and inter-state routes
which is its major source of income. Another aspect of revenue is
derived through hiring services, proceeds from sales of grounded
vehicles, old tires, spare part, fuel etc.
1.2 STATEMENT OF THE PROBLEM
Akwa State Transport Corporation has been established to
cheap and avoidable transportation for the travelling public,
employment among others.
But the aims of establishing the corporation has been defeated
with the problem of running result. However, within the last thirteen
years, the rate at which Akwa Ibom State Transport Corporation
failed in their country to fulfill the objectives for they were
established is alarming. This may be attributable to lack of motivation
of the employees, lack of staff training, inadequate equipment and
machineries which are absolute, lack of adequate manpower
resources, lack of funds, poor working environment and poor
remuneration or roads.
This study therefore sought to investigate the root causes of
state enterprises in Nigeria.
1.2 OBJECTIVE OF THE STUDY
The main objectives of this study are:
1. To find out how Akwa Ibom State Transport Corporation is
being managed.
2. To find out problems associated with management of Akwa
Ibom State transport Corporation.
3. To recommend solution to the problems associated with the
management of Akwa Ibom State Transport corporations.
4 To examine the contribution and challenges face by Akwa Ibom
State Transport Corporation.
5. Tom makes recommendation to curbing problems confronting
the bad road construction in Akwa Ibom State Transport
Corporation.
1.4 RESEARCH QUESTIONS
The researchers really focus on the following question:
1. How is government or state owned enterprise
managed?
2 How will you rate government, participation in encouraging
the state owned enterprise in Nigeria?
2 What is/are the challenges faced by the state owned enterprise
in carrying out their duties in case of fundamental change in
Akwa Ibom State transport Corporation?
3 Has the financial institution in Nigeria supportive to the Akwa
Ibom State transport Corporation?
4 What is the re-problem associated with the management of state
owned enterprise?
5 What is the re-possible solution to this problem?
1.5 RESEARCH HYPOTHESIS
The following null hypothesis shall be tested in order to
ascertain the validity of this research work
i Ho: financial institution contribute in supporting the Akwa
Ibom State transport Corporation.
ii Hi: financial institution do not contribute in supporting the
Akwa Ibom State transport Corporation.
iii Ho: There are reasons for the failure of bad road construction in
Akwa Ibom State Transport Corporation
iv Hi: There is no significant influence of government and its
policies toward the development of road construction in Akwa
Ibom State transport corporation.
1.6 SIGNIFICANCE OF THE STUDY
1. It is hoped that the outcome of this study will help to improve the
management of Akwa Ibom State Transport Company by giving the
management team an insight into how and what, effective of
management is all about.
2. The government itself will benefit from the study as the findings
would be applied in other public teaming that owned corporations.
3. The student in higher institution of learning will equally derive
some benefits from the project, as it will serve as reference material to
those talking studies in similar filed.
1.7 SCOPE AND LIMITATION OF THE STUDY
This project is limited to Akwa Ibom State Transport
Corporation, Uyo. Funds were also a constraint to the researcher and
there was a problem of getting the respondents to complete the
questionnaire on time. The time given by the polytechnic for the
completion of the study was yet another problem as the time frame
was too short
1.8 DEFINITION OF TERMS
To avoid the problems of understanding of the study, some key
words/term used in the study are hereby defined:-
CORPORATION
There are the establishments set up by the government for the benefit
of the public. They are not meant for profit making
EFFICIENCY
It is the achievement of the ends with the least amount of resources.
Effectiveness it means producing the intended result.
MANAGER
Manager is a person who attempts to achieve the stated objectives of
an organization by directing and controlling activities towards the
productions of goods or services.
MOTIVATION
Motivation is an intentional drive towards the satisfaction of
employee to enhance target achievement.
PROFITABILITY
Profitability in the study, is the act of making business successful, it is
also the act of investing and making profit.
PUBLIC SERVICE
This term is sometimes used to indicate a scope that is wider
than that of the civil service. In this usage, public service means the
totality of service that is, organized under public corporation
PARASTATAL
This refers to all government owned companies that are outside the
framework of the civil service.
CHAPTER TWO
REVIEW OF RELATED LITERATURE
2.0 INTRODUCTION
As a mixed economy, Akwa Ibom State Transport enterprises
have been the main stay of its economy. However, since the initiation
of economy reform, the Akwa Ibom State sector has been declined in
performance and significance. The Bureau of public enterprises has
acknowledged that 50% if the state owned enterprises should be
radically restructured while the rest should, be declared bankrupt, be
merged or even auction off. After many years of enterprise reform
and transformation of operating mechanisms there has been a
fundamental change in the national organizational structure of Akwa
Ibom State owned enterprises, it also boils down to the system in
which the state owned enterprises are exempt from responsibility.
The non-separation of government and enterprise make enterprises
precede in an administrative official.
Akwa Ibom State enterprise is managed from the perspective of
the government to balance expenditures and receipt. The state owned
enterprises in particular are some of the main pillars of government
revenue. There is very little consideration given as to what input
must go to the enterprises, how they should be developed, and how
to support the preservation and growth of state owned capital. Infact,
the difficulties such as bad road collaboration facing Akwa Ibom
State owned enterprises are so complex that there is no easy solution
and to identify the problems faced in the area of enterprise reform
which are:
1. Declining profitability – This is the declining profitability of
Industrial enterprise.
2. Loss- making – The amount of loss suffered by Akwa Ibom
State owned enterprises have been increasing in recent years.
3. Labour Disputes – As a result of those losses some state
owned enterprises could not afford to pay their worker salaries
of pencils. This intensities the conflict between workers and
their employers.
4. Debts (bank loans): Direct control of government on
investment of state owned enterprises has been significantly
relaxed in order or plant greater managerial autonomy to
enterprise managers and increases their level of retained profits
MEANING OF ENTERPRISE
An enterprise (or company) is comprised of the entire
establishment that operates under the ownership or control of a
single organization. An enterprise may be a business service of
membership organization, consist of one or several establishment
and operate at one or several locations, it includes all subsidiaries
organization, all establishment that are majority- owner any the
enterprise or any subsidiary and the entire establishment that can be
directed or managed by the enterprise or any subsidiary
(Adebayo,1989 ).
MEANING OF MANAGEMENT
According to Ordiome (1965), management of a place involves
making conscious choices about what happens to the place and
taking action to make those things happen. In the context of this
document, it is undertaken in order to; among other things ensure
that the cultural significance of a place is retained.
Management includes the widest possible range of actions and
decision as.
Description: - Objective and scope, policy dialogue. Social aspects
and remedies.
2.1 DEFINITION OF STATE OWNED ENTERPRISES AND
MANAGEMENT
Is simply defines as the enterprise owned by the Akwa Ibom
State and manager of the state. But what is the state? The identity of
the state is quite ambiguous. When the enterprise in making a profit,
or when there is benefit to be obtained the enterprise, then anyone
can represent the state again the benefit. (Drucker, 1954).
2.2 NEED FOR PROPER MANAGEMENT OF STATE OWNED
ENTERPRISES
Co-ordination monitors encourage and provide assistance
guidance for establishment and operation of enterprises in the Akwa
Ibom State initiates and support measure which shall enhance the
investment climate in Nigeria for both State and Non- State Investors.
Promote investments in outside the state through effective
promotion means. Collect, analyze and disseminate information
about investment opportunities and sources of investment capital
and advise on request, the availability, chance of suitability of
partners in joint venture projects. Identify specific projects and invite
investors for participation in those projects initiate, organize and
participate in promotional activities such as exhibition, conferences
and seminars for the stimulation of investment.
Maintain liaison between investors and ministries, government
departments and agencies, institutional tenders and other authorities
concerned with investments. Provide and disseminate up to date
information on incentives available to investors. Assist incoming and
existing investors by providing support services.
2.3 CAUSES OF POOR MANAGEMENT OF STATE OWNED
ENTERPRISES
ABSOLUTE EQUIPMENT
The Akwa Ibom State owned enterprises, should be
management by the state and well taken care of but in a situation
where the Akwa Ibom State fails to take it’s obligation by
shouldering its responsibility i.e. by providing adequate security and
basic infrastructure e.g. computer to help build the establishment and
also provide necessary assistances and guidance for proper
maintenance of the equipment.
UNMOTIVATED STAFF
In situation where by the staff and workers of the Akwa Ibom
State owned enterprise have been unmotivated. As long as they can
get along, they do not care about the performance of the enterprise.
The operation of the entire economy suffers when it must support a
large number of free rudders.
OVER STAFFING
In the case of over staffing, the establishment or the enterprise
will loss a lot in a month because the enterprise gulps millions of
Naira without yielding result in terms of customers satisfaction, there
is bound to be a problem and if the enterprise, remits staff that they
cant pay at the end of the month, they are working at a lost.
POOR COMPETITIVENESS
In a situation where enterprise do not encourage competition,
the establishment is bound to fail because the lack the knowledge to
keep records and register and files for proper management and to
know at the end of the month or year whether they are losing or
gaining.
GOVERNMENT POLICES
This failure to apply the existing or development of new
guideline for the procurement of Akwa Ibom State owned enterprise
and its ineffective enforcement mechanisms.
1.4 OPTION FOR IMPROVEMENT OF STATE OWNED
ENTERPRISE
COMMERCIAL ACTIVITIES
This has to be exercised by the government. By this, sometime
governments partially and in the promotion of private sector in the
participation of commercial activities and this have to be exercise the
government.
1.5 RESTRUCTING AND PRIVATIZATION
Sometimes government in the effort or options for improving
management restructures and privatizes their Akwa Ibom State
owned enterprise to maximize efficiency.
1.6 REMOVING MARKET DISTRIBUTION INTERVENTIONS
TO STIMULATE GROWTH
Market distorting intervention is removed to stimulate growth
in the improving of management of Akwa Ibom State owned
enterprises.
1.7 IMPROVE RESOURCE ALLOCATION IN THE PUBLIC
SECTOR
This further explains that, the resources allocated to their better
management of Akwa Ibom State owned sector.
1.7.1 REDUCES THE NET COST OF OPERATING STATE
OWNED ENTERPRISE
These options will further aid in the reduction of net cost of operating
the Akwa Ibom State owned enterprises.
1.7.2 IMPROVING THE QUALITY OF GOVERNMENT IN A
CRITICAL AREA OF THE PUBLIC PRIVATE SECTOR
INTERFERENCE
This is one area which is needed to be critically improved
because the quality of government enterprise nowadays needs much
mention since the private sectors are still improving and the Akwa
Ibom State sector needs much improvement of its quality of
government.
CHAPTER THREE
RESEARCH DESIGN AND METHODOLOGY
3.0 INTRODUCTION
This chapter aims at explaining the strategy used in carrying
our the study issues such as research design, as well as the method of
technique which data are collected, analyzed and validated
(methodology) so as to provide a meaningful and unbiased
conclusion.
3.1 RESEARCH DEIGN
This study was designed to use the simple random method in
which the opinions of the staff of Akwa Ibom State Transport
Company (AKTC) were sought on the problems of managing state
owned enterprises in Nigeria, options for improvement it is their
opinions that would help the research to draw conclusion and make
recommendations at the end of this research work.
3.2 POPULATION OF THE STUDY: The population of the study
covers the staff of Akwa Ibom State Transport Company, Uyo.
Therefore based on the figure given, the total population of this study
is make up the total number of staff of Akwa Ibom State transport
Corporation which is 38 comprising of both junior and senior staff.
3.3 SAMPLE AND SAMPLING TECHNIQUE
This simple size for the study was made up of 40 respondents. The
respondents were selected using a convenient sampling method.
For the purpose of this study simple random sampling techniques
was preferable because these types of sampling technique guarantee
every element of the population has equal chance of being selected.
However, the formula used in determines the sample size was
propounded by Yaro Yamani in (1964) this formula is mathematically
stated as thus:

the researcher.

3.4 INSTRUMENTATION
Date collected was carried out using a questionnaire delivered
personally to the respondents by the researcher who in order to
ensure success, the questionnaires was design in a dear and
unambiguous manner so as to elicit enough information from
respondents adequate to for an opinion. A total of 8 questionnaires
correctly filled and returned while the total of 8 questionnaire not
correctly filled and returned.
3.5 TECHNIQUE OF DATA COLLECTION
Date needed in a school science research such as this can be
obtain through various techniques. This depends to a large extent of
the objective of a study and the amount of resources within the
researcher’s disposal.
3.6 PROBLEMS OF DATA COLLECTION
In the process of carrying out this research work the researcher
experience a number of set back in data collection this, it was
common to undertake periodic visit to the case study.
Organization for data collections. This entail spending the loan
financial resources in transportation as well as wasting the
manpower time, which would have been devoted to other academic
work, since Nigeria is still a developing country and research work is
not highly appreciated, the researcher took the set back.
CHAPTER FOUR
DATE PRESENTATION, ANALYSIS AND INTERPRETATION
4.0 INTRODUCTION
This chapter is concerned with the data presentation, analysis
and interpretation of finding in which this study was gathered
through questionnaire as a source of information. However, this
study used table as a simple statistical tool to validate the research
questions.

From the table above, out of the 38 copies of questionnaire that was
sent out to the respondents of Akwa Ibom State transport company
30 respondents representing 79% were correctly filled and returned
meanwhile 8 respondents representing 20% were not correctly filled
and returned, that sum of the total 38 that was sent out to the
respondent.

This table 4.1 indicate that 10 respondents representing 33%
agreed that government or state owned enterprise are well managed
by government , 8 respondents representing 27% strongly agreed the
government control the affairs of the enterprise by constituting
board or directors. 5 respondents representing 17% share their own
by saying that government from time to time send qualified auditors
who will audits the account of the enterprises and financially 7
respondents representing 23% emphasize that government finances
the enterprises and control its affairs.

The interpretation of table 4.2 reveals that 8 respondents
representing 27% agreed that control of enterprise by the
governments and instability in government and its policies, 5
respondents representing 17% strong disagreed and said that lack of
professionalism in service accounting auditing and look of
motivation, 7 respondents representing 23% said that, they are poor
attitude to work and indiscipline among the subject, 3 respondents
representing 10% share their opinion by saying the problem financial
problems corruption and fraud. Meanwhile 7 respondents
representing 23% do not have any opinion and reject order option.

Table 4.3 shows clearly that 4 despondences represent 13% said that
staff attitude to work in terms of consistentency, 5 respondents
representing 17% said that the possible solution to these problem are
government assistance in funds, 10 respondent representing 33% said
that corruption free, 5 respondents representing 17% said it is
motivation to staff and 6 respondents representing 20% said it is
accounting and auditing handles by professionals.
CHAPTER FIVE
SUMMARY, CONCLUSION AND RECOMMENDATIONS
5.0 INTRODUCTION
This chapter presents the summary of the findings conclusion
draw from the findings and the received solution strategies necessary
for the numerous problems affecting the public corporation Nigeria.
5.1 SUMMARY
The focus of the study is on the managing problem of state
owned enterprises with special reference to Akwa Ibom State and the
attitude of the people to regard government property as no man’s
properly.
To conduct the study, a review pf relevant literature was carried our
to ascertain what other knowledgeable people had say regarding the
problems. Area covered in this review were, the concept of public
corporations, management of public corporation policy guidelines
regulating the conduct of public corporation and the problems
associated with the management of public corporation in Nigeria.
5.2 FINDINGS
The results of the analysis indicate that, staff training is a
necessary impediment for increase production in public corporation.
The analysis further revealed that good working environment lead to
enhance productivity and government control is a major contributory
factor to poor performance of public corporation in the state.
Indiscipline and poor staff motivation was also a dread. At the end of
the analysis, useful conclusions were draw from the study.
These helped the researcher to make some record
recommendations which would assist in solving the problems
highlighted above.
5.3 CONCLUSION
With reference to the findings made from the analysis of the
data, it was conclude that influence of government on the
management of the public corporation is a major contributory factor
to poor performance of this corporation. This is so because
governments control the appointment into key positions of these
corporation as well as management of financial resources, staff
training is another area of neglect by these corporations as employees
are rarely sent on training and equally affect the performance of these
corporations seriously.
Poor environment condition or working environment was
found to be another factor contributing to the poor performance of
the corporation in the state. Workers who receive their salaries in
three month as in arrears could not be expected to be cheerful at
work.
5.4 RECOMMENDATIONS
Based on the findings discussed above, the under listed
recommendations are put forward as solutions strategies.
Government should with draw from controlling the corporations
directly and allow the managers of these enterprises free hands to
manage their affairs without any serious interference.
Staff training should be given prior attention so as to keep the
employees on the track for improved performance. Good work
environment should be created for the employees. This would give
them a sense of belonging and encourage them to work happily for
improved productivity.

PROBLEMS OF MANAGING STATE OWNED ENTERPRISES IN NIGERIA (A CASE STUDY OF AKWA IBOM STATE TRANSPORT COMPANY (AKTC), UYO) ABSTRACT This study examined problems of managing state owned enterprises in Nigeria. A case study of AKTC, Uyo. The study employed a descriptive research method to conduct a random sampling technique which was used to select thirty (30) workers of the company as respondents. Instrument for the study was the questionnaire which was given to the respondents to fill-in their opinion and was later retrieved from them. The data gotten from the respondents were presented that problems faced by state owned enterprises are problem of training and retraining, lack of serene working environment, in discipline among the rank and file of public worker, lack of motivation. It was also discovered perhaps that the greatest problem facing these organizations is that of government interference in the management and decision making process of these organizations. Recommendations were made by the research, that government should stop interfering with the management of these organizations, staff training and re-training would be paid as at when due.   • 4. Government owned enterprise may also be called public corporations. Public corporation according to Onibonoje (1975) are defined as those government agencies backed by state laws and charged with responsibility of tapping available human and materials resources for development and general welfare of the people. Most of those corporations undertake commercial and industrial ventures and need to be run on commercial basis though now with the man aim of making excessive profits. It can equally be defined as an economic activity undertaken by the government. The task of managing these government owned enterprises are wholly in the hands of public servants. That is to say that, we cannot talk about the management of the state owned enterprise without talking about the public service. The civil service is said to be the bedrock of the executive aim of the government. Its main tasks are implementation and execution of the policies decides by the government. In accomplishing this task, the civil serviced involves in the formation of policies and advising generally on policy
  • 5. matters. They are also responsible to the management of the machinery of government and carryout the day-to-day duties that public. One unique role of civil service is that it is stand for continuity of policy as far as it is possible under any government infact, public service or civil service traditionally has been set up with express purpose of satisfying some specific facets of the citizen needs example, include health care, education, fire protection (service), police service, transportation and many others. Akwa Ibom Transport Corporation was established in 1988 after the creation into the state coupled with the shortage of accommodation which of Akwa Ibom State in (1987). The influx of civil servants compelled them to live outside the heart of the town or suburb of Uyo made it necessary for government to look for a way of conveying civil servants to and from work, Hence, the establishment of Akwa Ibom State Transport Company, Akwa Ibom State Transport Company an off shoot of Federal Urban Mass Transport Programme (FUMTP) came into being precisely in February, 1988 with a fleet size
  • 6. of 45 vehicles acquired solely by the state government headed by Governor Tunde Ogbeha. But before the end of 1989 the Fleet seize was increased to 69 vehicles since then, the size has been continually replenished reinvigorated by the government until late 90’s when the co-operation metamorphosed into a limited liability company. The government gradually withdrew its subvention grant to the co- operation. Before now, the staffs of the co-operation were mainly civil grade to start off the business. When the outfit was established policies were made through government bureaucracy, the parent ministry informed the co-operation what had to be done. When it became a limited liability company, board of directors was appointed by the government their function is mainly that of policy formulation. They formulate policies and guidelines for the smooth operation of the enterprise while policy implementation and the day to day running of the business is left in the hand of the general manager.
  • 7. Akwa Ibom State Transport Company is a government parastatal is under direct supervision of the Ministry Works and Transport. Buses are sometimes assigned to unviable routes just because a commissioner, party chairman or managing director is from the area. Apart from statutory funding by the state government, Akwa Ibom State Transport Company degenerate revenue to sustain the enterprise, the main source of its revenue is from conveyance of commuters. They applied intercity, inter-state and inter-state routes which is its major source of income. Another aspect of revenue is derived through hiring services, proceeds from sales of grounded vehicles, old tires, spare part, fuel etc. 1.2 STATEMENT OF THE PROBLEM Akwa State Transport Corporation has been established to cheap and avoidable transportation for the travelling public, employment among others.
  • 8. But the aims of establishing the corporation has been defeated with the problem of running result. However, within the last thirteen years, the rate at which Akwa Ibom State Transport Corporation failed in their country to fulfill the objectives for they were established is alarming. This may be attributable to lack of motivation of the employees, lack of staff training, inadequate equipment and machineries which are absolute, lack of adequate manpower resources, lack of funds, poor working environment and poor remuneration or roads. This study therefore sought to investigate the root causes of state enterprises in Nigeria. 1.2 OBJECTIVE OF THE STUDY The main objectives of this study are: 1. To find out how Akwa Ibom State Transport Corporation is being managed.

To recommend solution to the problems associated with the management of Akwa Ibom State Transport corporations. 4 To examine the contribution and challenges face by Akwa Ibom State Transport Corporation. 5. Tom makes recommendation to curbing problems confronting the bad road construction in Akwa Ibom State Transport Corporation. 1.4 RESEARCH QUESTIONS The researchers really focus on the following question: 1. How is government or state owned enterprise managed?

It is hoped that the outcome of this study will help to improve the management of Akwa Ibom State Transport Company by giving the management team an insight into how and what, effective of management is all about. 2. The government itself will benefit from the study as the findings would be applied in other public teaming that owned corporations.

The student in higher institution of learning will equally derive some benefits from the project, as it will serve as reference material to those talking studies in similar filed. 1.7 SCOPE AND LIMITATION OF THE STUDY This project is limited to Akwa Ibom State Transport Corporation, Uyo. Funds were also a constraint to the researcher and there was a problem of getting the respondents to complete the questionnaire on time. PROFITABILITY Profitability in the study, is the act of making business successful, it is also the act of investing and making profit. PUBLIC SERVICE This term is sometimes used to indicate a scope that is wider

CHAPTER TWO REVIEW OF RELATED LITERATURE 2.0 INTRODUCTION As a mixed economy, Akwa Ibom State Transport enterprises have been the main stay of its economy. However, since the initiation of economy reform, the Akwa Ibom State sector has been declined in performance and significance. The Bureau of public enterprises has acknowledged that 50% if the state owned enterprises should be radically restructured while the rest should, be declared bankrupt, be merged or even auction off. After many years of enterprise reform
  • 15. and transformation of operating mechanisms there has been a fundamental change in the national organizational structure of Akwa Ibom State owned enterprises, it also boils down to the system in which the state owned enterprises are exempt from responsibility. The non-separation of government and enterprise make enterprises precede in an administrative official. Akwa Ibom State enterprise is managed from the perspective of the government to balance expenditures and receipt. The state owned enterprises in particular are some of the main pillars of government revenue. There is very little consideration given as to what input must go to the enterprises, how they should be developed, and how to support the preservation and growth of state owned capital. Infact, the difficulties such as bad road collaboration facing Akwa Ibom State owned enterprises are so complex that there is no easy solution and to identify the problems faced in the area of enterprise reform which are: 1. Declining profitability – This is the declining profitability of
  • 16. Industrial enterprise. 2. Loss- making – The amount of loss suffered by Akwa Ibom State owned enterprises have been increasing in recent years. 3. Labour Disputes – As a result of those losses some state owned enterprises could not afford to pay their worker salaries of pencils. This intensities the conflict between workers and their employers. 4. Debts (bank loans): Direct control of government on investment of state owned enterprises has been significantly relaxed in order or plant greater managerial autonomy to enterprise managers and increases their level of retained profits MEANING OF ENTERPRISE An enterprise (or company) is comprised of the entire establishment that operates under the ownership or control of a single organization. An enterprise may be a business service of membership organization, consist of one or several establishment
  • 17. and operate at one or several locations, it includes all subsidiaries organization, all establishment that are majority- owner any the enterprise or any subsidiary and the entire establishment that can be directed or managed by the enterprise or any subsidiary (Adebayo,1989 ). MEANING OF MANAGEMENT According to Ordiome (1965), management of a place involves making conscious choices about what happens to the place and taking action to make those things happen. In the context of this document, it is undertaken in order to; among other things ensure that the cultural significance of a place is retained.   • 18. 2.1 DEFINITION OF STATE OWNED ENTERPRISES AND MANAGEMENT Is simply defines as the enterprise owned by the Akwa Ibom State and manager of the state. But what is the state? The identity of the state is quite ambiguous. When the enterprise in making a profit, or when there is benefit to be obtained the enterprise, then anyone can represent the state again the benefit. (Drucker, 1954). 2.2 NEED FOR PROPER MANAGEMENT OF STATE OWNED ENTERPRISES Co-ordination monitors encourage and provide assistance guidance for establishment and operation of enterprises in the Akwa Ibom State initiates and support measure which shall enhance the investment climate in Nigeria for both State and Non- State Investors. Promote investments in outside the state through effective promotion means. Collect, analyze and disseminate information about investment opportunities and sources of investment capital and advise on request, the availability, chance of suitability of

Identify specific projects and invite investors for participation in those projects initiate, organize and participate in promotional activities such as exhibition, conferences and seminars for the stimulation of investment. Maintain liaison between investors and ministries, government departments and agencies, institutional tenders and other authorities concerned with investments. Provide and disseminate up to date information on incentives available to investors. Assist incoming and existing investors by providing support services. 2.3 CAUSES OF POOR MANAGEMENT OF STATE OWNED ENTERPRISES ABSOLUTE EQUIPMENT

The Akwa Ibom State owned enterprises, should be management by the state and well taken care of but in a situation where the Akwa Ibom State fails to take it’s obligation by shouldering its responsibility i.e. by providing adequate security and basic infrastructure e.g. computer to help build the establishment and also provide necessary assistances and guidance for proper maintenance of the equipment. UNMOTIVATED STAFF In situation where by the staff and workers of the Akwa Ibom State owned enterprise have been unmotivated. As long as they can get along, they do not care about the performance of the enterprise. The operation of the entire economy suffers when it must support a large number of free rudders. OVER STAFFING In the case of over staffing, the establishment or the enterprise will loss a lot in a month because the enterprise gulps millions of Naira without yielding result in terms of customers satisfaction, there
  • 21. is bound to be a problem and if the enterprise, remits staff that they cant pay at the end of the month, they are working at a lost. POOR COMPETITIVENESS In a situation where enterprise do not encourage competition, the establishment is bound to fail because the lack the knowledge to keep records and register and files for proper management and to know at the end of the month or year whether they are losing or gaining. GOVERNMENT POLICES This failure to apply the existing or development of new guideline for the procurement of Akwa Ibom State owned enterprise and its ineffective enforcement mechanisms. 1.4 OPTION FOR IMPROVEMENT OF STATE OWNED ENTERPRISE COMMERCIAL ACTIVITIES

By this, sometime governments partially and in the promotion of private sector in the participation of commercial activities and this have to be exercise the government. 1.5 RESTRUCTING AND PRIVATIZATION Sometimes government in the effort or options for improving management restructures and privatizes their Akwa Ibom State owned enterprise to maximize efficiency. 1.6 REMOVING MARKET DISTRIBUTION INTERVENTIONS TO STIMULATE GROWTH Market distorting intervention is removed to stimulate growth in the improving of management of Akwa Ibom State owned enterprises. 1.7 IMPROVE RESOURCE ALLOCATION IN THE PUBLIC SECTOR

This further explains that, the resources allocated to their better management of Akwa Ibom State owned sector. 1.7.1 REDUCES THE NET COST OF OPERATING STATE OWNED ENTERPRISE These options will further aid in the reduction of net cost of operating the Akwa Ibom State owned enterprises. 1.7.2 IMPROVING THE QUALITY OF GOVERNMENT IN A CRITICAL AREA OF THE PUBLIC PRIVATE SECTOR INTERFERENCE This is one area which is needed to be critically improved because the quality of government enterprise nowadays needs much mention since the private sectors are still improving and the Akwa Ibom State sector needs much improvement of its quality of government.

CHAPTER THREE RESEARCH DESIGN AND METHODOLOGY 3.0 INTRODUCTION This chapter aims at explaining the strategy used in carrying our the study issues such as research design, as well as the method of technique which data are collected, analyzed and validated (methodology) so as to provide a meaningful and unbiased conclusion. 3.1 RESEARCH DEIGN This study was designed to use the simple random method in which the opinions of the staff of Akwa Ibom State Transport

Company (AKTC) were sought on the problems of managing state owned enterprises in Nigeria, options for improvement it is their opinions that would help the research to draw conclusion and make recommendations at the end of this research work. 3.2 POPULATION OF THE STUDY: The population of the study covers the staff of Akwa Ibom State Transport Company, Uyo. Therefore based on the figure given, the total population of this study is make up the total number of staff of Akwa Ibom State transport Corporation which is 38 comprising of both junior and senior staff. 3.3 SAMPLE AND SAMPLING TECHNIQUE This simple size for the study was made up of 40 respondents. The respondents were selected using a convenient sampling method. For the purpose of this study simple random sampling techniques was preferable because these types of sampling technique guarantee every element of the population has equal chance of being selected. However, the formula used in determines the sample size was

This entail spending the loan financial resources in transportation as well as wasting the manpower time, which would have been devoted to other academic work, since Nigeria is still a developing country and research work is not highly appreciated, the researcher took the set back.

  • 37. 5.0 INTRODUCTION This chapter presents the summary of the findings conclusion draw from the findings and the received solution strategies necessary for the numerous problems affecting the public corporation Nigeria. 5.1 SUMMARY The focus of the study is on the managing problem of state owned enterprises with special reference to Akwa Ibom State and the attitude of the people to regard government property as no man’s properly. To conduct the study, a review pf relevant literature was carried our to ascertain what other knowledgeable people had say regarding the problems. Area covered in this review were, the concept of public corporations, management of public corporation policy guidelines regulating the conduct of public corporation and the problems associated with the management of public corporation in Nigeria. 5.2 FINDINGS
  • 38. The results of the analysis indicate that, staff training is a necessary impediment for increase production in public corporation. The analysis further revealed that good working environment lead to enhance productivity and government control is a major contributory factor to poor performance of public corporation in the state. Indiscipline and poor staff motivation was also a dread. At the end of the analysis, useful conclusions were draw from the study. These helped the researcher to make some record recommendations which would assist in solving the problems highlighted above. 5.3 CONCLUSION With reference to the findings made from the analysis of the data, it was conclude that influence of government on the management of the public corporation is a major contributory factor
  • 39. to poor performance of this corporation. This is so because governments control the appointment into key positions of these corporation as well as management of financial resources, staff training is another area of neglect by these corporations as employees are rarely sent on training and equally affect the performance of these corporations seriously. Poor environment condition or working environment was found to be another factor contributing to the poor performance of the corporation in the state. Workers who receive their salaries in three month as in arrears could not be expected to be cheerful at work. 5.4 RECOMMENDATIONS Based on the findings discussed above, the under listed recommendations are put forward as solutions strategies.
  • 40. Government should with draw from controlling the corporations directly and allow the managers of these enterprises free hands to manage their affairs without any serious interference. Staff training should be given prior attention so as to keep the employees on the track for improved performance. Good work environment should be created for the employees. This would give them a sense of belonging and encourage them to work happily for improved productivity.
