in seguito alla presentazione delle ipotesi di prolungamento della M4 avvenuta pubblicamente lo scorso 26 giugno, riteniamo possa essere utile diffondere il punto di vista in merito del Comitato Civico M4.
Come hanno precisato anche i progettisti MM, non vi sono soluzioni tra di loro nettamente preferibili ma senz’altro ciascuna ipotesi progettuale presenta degli oggettivi punti di forza e di debolezza.
A tale scopo volevamo condividere con voi tali punti sintetizzati all’interno della presentazione allegata che riporta quanto oggettivamente emerso dallo studio di fattibilità con un confronto tra i 5 scenari alternativi (il sesto scenario è stato di fatto già scartato in fase di presentazione dai progettisti MM.

Abstract This paper introduces the comparison between lateral load resisting systems in multi storey building. Multi storey building
composed of very special class of structure and therefore require special treatment. Hence to overcome the effects of seismic
forces, Flat slab system in which slab rests on drop or capital which is connected to column is induced with different load
resisting systems. The combined systems which is used to withstand seismic forces in this study are 1. Flat slab without lateral
load resisting system, 2. Flat slab with shear wall, 3. Flat slab with infill wall, 4. Flat slab with bracings, 5. Flat slab with shear
wall and bracings. ETABS software version is used to accomplish dynamic analysis and also building is investigated for nonlinear
static analysis in order to identify seismic demands. From the obtained results conclusions are drawn.

FORCES ACTING ON GRAVITY DAM
5. Wave Pressure :
Wind blowing over the water surface in the reservoir exerts a drag on the surface due to which ripples and waves are formed. The impact of these waves Produces a pressure on the upper portion of the dam. The magnitude of the wave pressure mainly depends on the dimensions of the waves which in turn depend on the extent of water surface and the wind velocity.
Silt pressure
The weight and the pressure of the submerged silt are to be considered in addition to weight and pressure of water. The weight of the silt acts vertically on the slope and pressure horizontally, in a similar fashion to the corresponding forces due to water. It is recommended that the submerged density of silt for calculating horizontal pressure may be taken as 1360 kg/m³. Equivalently, for calculating vertical force, the same may be taken as 1925 kg/m³.
Wind Pressure :
Wind pressure is required to be consider only on that portion of the dam structure which is exposed to the action of wind.
Normally wind pressure is taken as 1 to 1.5 kN/m2 for the area exposed to the wind pressure.
Wind pressure is not a significant force and therefore, sometimes, not considered in design of a dam.
Earthquake Forces (Seismic Forces) :
Earthquake or seismic activity is associated with complex oscillating patterns of acceleration and ground motions, which generate transient dynamic loads due to inertia of the dam and the retained body of water.
Horizontal and vertical accelerations are not equal, the former being of greater intensity.
The earthquake acceleration is usually designated as a fraction of the acceleration due to gravity and is expressed as α⋅g, where α is the Seismic Coefficient. The seismic coefficient depends on various factors, like the intensity of the earthquake, the part or zone of the country in which the structure is located, the elasticity of the material of the dam and its foundation, etc.
For the purpose of determining the value of the seismic coefficient which has to be adopted in the design of a dam, India has been divided into five seismic zones, depending upon the severity of the earthquakes which may occur in different places. A map showing these zones is given in the Bureau of Indian Standards code IS: 1893-2002 (Part-1) “Criteria for earthquake resistant design of Structures (fourth revision)”, and has been reproduced in Figure 28.
According to IS : 1893 - 2002, the design value of horizontal seismic coefficient
(Ah) may be determined by one of the two methods
(a) Seismic coefficient method
The total design lateral force or design seismic base shear (VB) along any principal direction shall be determined by the following expression.
Hydrodynamic Pressure :
Horizontal acceleration acting towards the reservoir causes a momentary increase ln the water pressure as the foundation and dam accelerate towards the reservoir and the water resists movement owing to its inertia.

• SEA si pone come obbiettivo il potenziamento
dell’aeroporto a 50 milioni di passeggeri l’anno /
1300 movimenti al giorno.
• SEA sostiene che l’attuale limite di 300.000
movimenti/anno dell’aeroporto di Malpensa sarà
presto raggiunto e che per evitare ritardi nella
gestione del traffico aereo è necessario costruire
una TERZA PISTA e …. un “parco” logistico di
200.000 m2.
21. 437 Ettari? Troppi per una pista.
Perché SEA non vuole costruire i capannoni nelle aree
delocalizzate di Lonate Pozzolo, Ferno e Somma, non più
abitabili ed in stato di degrado ?
22. Perché SEA vuole tutta quest’area ?
• Costruendo all’interno del sedime aeroportuale (una specie di zona
franca) SEA non sarà tenuta a pagare le imposte dovute al Comune di
Lonate Pozzolo, oneri di urbanizzazione e IMU, previsti per legge, che
normalmente vanno versate al Comune dove si è costruito un edificio.
• All’interno del sedime SEA potrà costruire capannoni, alberghi ed altro
(con esclusione delle residenze).
• Questo comporterà una serie di violazioni della libera concorrenza tra
ciò che sarà all’interno del sedime aeroportuale e ciò che è stato
costruito nei Comuni vicini.
• Pensiamo agli alberghi e ai poli logistici costruiti in questi anni o alle
zone industriali dei Comuni intorno a Malpensa. Rischieranno di
rimanere zone deserte con un grave danno per l’economia dei Comuni.
• Tutto questo non ha nulla a che vedere con il traffico aereo, si chiama
speculazione edilizia!
27. Aree delocalizzate

dovessero servire altri capannoni.

delocalizzate e in stato di degrado di
Lonate Pozzolo, Ferno e Somma
Lombardo ?
Ovviamente, in questo caso

rispettivi Comuni.
28. Oggi a che punto siamo ?
La Valutazione Impatto Ambientale
• Maggio 2011 : presentazione SIA con richiesta di VIA
• Luglio 2011 : invio 4000 osservazioni al Ministero
• Giugno 2012 : Presentazione Integrazioni Volontarie
• Agosto 2012 : Invio altre osservazioni al Ministero
• Settembre 2012 : Contraddittorio in Regione Lombardia per illustrare alla
Commissione VIA le criticità e le contraddizioni del Master Plan
• Dicembre 2012 : Chiarimenti “Documento Novembre 2012”
• Febbraio 2013: invio osservazioni
• La VIA è al momento al Ministero dell’Ambiente in attesa di parere
• Aprile 2013: ENAC ha ottenuto una sospensiva di 9 mesi per fermare il
parere negativo che la Commissione del Ministero stava emettendo.
30. Una VIA anomala
• Ripetute integrazioni volontarie di SEA/ENAC a seguito delle osservazioni,
evidenziano grave insufficienza d’impostazione del progetto.
• Master Plan viziato fin dall’origine da superficialità, carenze e omissioni nella
presentazione della realtà del territorio e delle ricadute del progetto.
• Continue correzioni per giustificare a posteriori un progetto sbagliato e un falso
equilibrio con il territorio.
• Risultato: quadro sempre più confuso del rapporto aeroporto/territorio.
• Le numerose integrazioni volontarie evidenziano l’impossibilità di dare risposte
credibili ai problemi sollevati
• E’ auspicabile un ritiro formale del progetto ed una sua completa riformulazione e
ripresentazione.
• La Commissione VIA stava per emettere un parere negativo al Master Plan

• ENAC e SEA in difficoltà hanno chiesto ed ottenuto una sospensiva di 9 mesi.
