- The National Building Code from the 1970s called for an Implementing Rules and Regulations (IRR) to be issued by the DPWH Secretary. The current IRR comprises various orders issued over the years.
- In 2005, the DPWH formed a committee including stakeholders like PICE to prepare a consolidated revised IRR. It was published three times in April 2005 and would take effect 15 days after the last publication.
- The revised IRR outlines what documents require an architect or civil engineer's seal, preventing civil engineers from practicing civil engineering according to PICE. Therefore, PICE argues an injunction is necessary since the revised IRR violates the Civil Engineering Law.

Benefits of Implementing GIS in DPWH RevisedJonas Baile
Implementing GIS in DPWH (Department of Public Works and Highways) provides several key benefits:
1) It allows officials and employees at all levels to access a centralized database of location-based project data anywhere, eliminating data redundancy.
2) It increases transparency for external stakeholders and the public by enabling maps showing current and planned projects.
3) GIS streamlines business processes, encourages innovation, and helps identify issues from complaints by combining spatial and infrastructure condition data.
4) Teamwork and productivity are enhanced as officials and field staff can access and update shared geographic information online and in the field.
5) Optimal asset management is possible with maps showing project statuses, hazard threats to roads,

Removing Uninteresting Bytes in Software FuzzingAftab Hussain
Imagine a world where software fuzzing, the process of mutating bytes in test seeds to uncover hidden and erroneous program behaviors, becomes faster and more effective. A lot depends on the initial seeds, which can significantly dictate the trajectory of a fuzzing campaign, particularly in terms of how long it takes to uncover interesting behaviour in your code. We introduce DIAR, a technique designed to speedup fuzzing campaigns by pinpointing and eliminating those uninteresting bytes in the seeds. Picture this: instead of wasting valuable resources on meaningless mutations in large, bloated seeds, DIAR removes the unnecessary bytes, streamlining the entire process.
In this work, we equipped AFL, a popular fuzzer, with DIAR and examined two critical Linux libraries -- Libxml's xmllint, a tool for parsing xml documents, and Binutil's readelf, an essential debugging and security analysis command-line tool used to display detailed information about ELF (Executable and Linkable Format). Our preliminary results show that AFL+DIAR does not only discover new paths more quickly but also achieves higher coverage overall. This work thus showcases how starting with lean and optimized seeds can lead to faster, more comprehensive fuzzing campaigns -- and DIAR helps you find such seeds.

Webinar Recording: https://www.panagenda.com/webinars/hcl-notes-und-domino-lizenzkostenreduzierung-in-der-welt-von-dlau/

Many non-members indicated that they never joined ASCE simply because they were never asked. Member-get-a-member campaigns are one of the most effective vehicles to ensure that every non-member has an opportunity to join. The effectiveness lies in personal experience. Non-members will get a better sense of the value ASCE provides by hearing it straight from current members. Their own experiences are more compelling than anything that can be read from a piece of paper. Pass along your ASCE experiences to colleagues and peers. You could win great prizes just for participating.
