A GIS water management system was developed using free and open source software as a strategic element for smart cities. The existing proprietary solution had limitations including a generic data model, restrictions on external system connections, and limitations on publishing information. The migration process involved redesigning the data model, creating geometric and thematic validation systems, matching models and importing data, connecting to subsystems, and developing client functionality. The resulting open source solution provides flexibility, scalability, and interoperability to address smart city needs.
