This Spring, we did just that, releasing a report detailing 95 recommendations to ensure all Nova Scotians have access to safe, secure, affordable housing. Our Community Launch brought together the Housing for All Working Group to discuss the report and steps for moving forward.

NHS England estimates that around 2,400 people with a learning disability and/or autism will require new living arrangements upon discharge from inpatient care by March 2019. Supported housing plays a crucial role in enabling people to live in the community.
From 1 April 2019 the Government has proposed to bring in a new funding model for supported housing costs, capping housing benefit to LHA rates. This presentation discusses the recent government consultation on proposals for a new housing costs funding model for supported housing and how to mitigate the resulting impact on Transforming Care.

Transforming Care Housing Strategy

• Commissioners need to have a clear understanding of the
types and volume of accommodation required to support
people to live in the community.
• The accommodation needs of people in the priority
cohorts.
• The accommodation currently available to the wider
population of people with learning disabilities and/or
autism
• Any gaps in provision, including short-term housing
options.
• The accommodation needs of future populations in
inpatient units, as well as the ‘at risk’ population.

Future funding of supported housing

• Exemption: The supported housing sector will be fully exempt
from the Local Housing Allowance (LHA) cap
• Consultation: setting out their preferred option for the future
funding for the sector, expected to be implemented at the
earliest by April 2019.
• New system: be an additional grant to councils to top-up
supported housing rents. This additional grant would be ring-
fenced.
Government announced that it intended to consult on a new more localised system of funding supported and sheltered housing. The current system pays rents and HB eligible service charges through HB as long as the tenant is on a low income.
The proposed system will pay the tenant housing costs up to the LHA cap level. This will be through Housing Benefit or Universal Credit and costs will have to be eligible according to the rules of these benefits.
Funding for costs above the LHA cap level will be available locally. Money will be transferred from DWP budgets to local authorities to fund this gap. This money will be ring fenced to pay for supported housing.
This is not to scale! The LHA cap will vary from area to area, and the amount of top up will vary from area to area and by scheme type. This is purely illustrative to show the various elements that make up the funding for a scheme.
