A dvance ment   and  development  of  information technology  in the world  make human life easier. E ducation that had been done in analog or conventional, can now be computerized  (E-learning) . CDETEP  Agriculture  (Vedca) , Cianjur is one government agency which training for  SMK  teachers of agriculture and marine. Number of Vocational Agriculture School (SMK) has currently reached 800 SMK. T he spread of science and technology so far has not been equitable, because of distance, place and time. Research Objective s P opularize science and technology in web-based learning (online) development programs by using MOODLE. The results is expected to be used by policy makers, governments, research institutions, education and training institutions, the public and the education. L earners can have the knowledge and skills in agriculture and marine Learners  can improve their welfare.  INTRODUCTION
E-LEARNING T he learners not have to sit in a classroom. I nstructor’s role changed from knowledge authority to knowledge. Shorten the time,  cost-effectiveness. Facilitate interaction participants . E-learning  using Moodle  can create; manage a continuous learning online . T he numbers of pages-websites, images, animation or quizzes are done online. Provide means of communication:  discussion ,  forums in each course, news and agenda   between teachers with students.
ISSUES M any facilities are available that can help disseminate science and technology like the computer device (PC), Intranet, Internet, and free software or non free for distance learning. Limited spread of science and technology of agriculture, livestock and fisheries  in  society, so that the community is difficult to grow. There is not many and not usual training materials that can be accessed by the public with inexpensive and easy. Agriculture production system, livestock and fisheries is almost 90 percent are still dominated by farmers in small scale with traditionally maintained using simple technology.  It required a breakthrough science and technology package, which could empower farmers groups in seed development efforts, production and reproduction quality and quantity through web-based training.
Knowledge dissemination through web-based training more quickly than with conventional, because the spread of science with a web-based training knows no limits of time, place and location (Martin Dougiamas Creator & Lead Developer, 2003), (http://www.moodle.org , 2008).  The technology is challenging enough to be applied in real form, according to the increasingly sophisticated technology (Sugiyatno eta al., 2001). Horticulture and tissue culture attracted many people because they are very useful in people's life, besides that it also can be done anywhere in small area and can enhance income for farmers (Sumaryadi and Manalu, 1995c; Manalu et al., 1997b)  Growth followed by increased production better in agriculture, livestock and fisheries can maintain balancing of  agricultural and economic society (Sumaryadi and Manalu, 1997; Manalu et al., 1977b) LITERATURE REVIEW

Analyze the appropriate software for distance learning.  Analyz e  the literature on programs to design and develop training through the internet or manual. It was decided to use Moodle software. A nalyz e  the offline module development in hard copy or soft copy in  CDETEP -Cianjur. Analy ze  Moodle titles with reference to the curriculum and syllabus in force today. Get the title of Moodle  and  do mapping of the materials  and  mapping programs. RESEARCH 1. Analysis
RESEARCH  2. Design T he research will be conducted in 6 months from January to June 20 10  in PPPPTK Agriculture-Cianjur. The meeting will be done every Friday and Saturday all day. Strategy developed for each meeting during the design phase, supported with the tools necessary, such as computer or notebook, LCD Activity participants and trainers are also designed.

RESEARCH  4. Evaluation The o ne to one evaluation Within 6 months with 2 times a week meetings, web-based course can be completed even if not perfect. This requires additional time for developers to complete.  During the meeting, the developer is always guided to guide their work on uploading materials into the Moodle software step by step.  Computerization of software technology specifically Moodle as technology design, editing, etc. need to introduced more before the developers do uploading pictures, videos, materials, etc., because this is the first time for developers to create modules using Moodle.  After one to one evaluation then continued with materials, template evaluation etc. for later repaired.

C ONCLUSIONS Training can be done by e-learning using Moodle software, so that participants can receive training without restricted by time, place and an affordable cost, so with it participants owned can improve their income and their own life. Web-based training can be developed started  by  analyzing needs so that we can get Moodle map that we will develop, then we can create mapping programs and LOM to facilitate the uploading into Moodle software.
